Project Description: Hillsborough County intends to recommend the award of a sole source purchase to Heartland Water Technology, Inc., in the amount of $249,585.00 for a one (1) year period to provide annual performance optimization program (POP) for the existing Heartland Low Momentum-High Turbulence (LM-HT) Concentrator System to include the purchase of proprietary parts and to maintain the current warranty. The proprietary technology and system are essential to the management of leachate evaporation at the Southeast County Landfill. Additionally, the annual POP provides the means to purchase parts for the existing Heartland LM-HT Concentrator. Heartland Water Technology, Inc., is the sole authorized technician to perform tasks associated with the Heartland LM-HT Concentrator and to maintain the system's warranty. This procurement is being made in accordance with the County’s Procurement Policy Section 3-205(2)(e) and is considered a sole source procurement due to the maintenance, services, parts, and warranties for existing equipment, provided by the original equipment manufacturer and maintenance services are only reasonably provided by Heartland Water Technology, Inc. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and services that are substantially and materially the same as those identified in the attached Heartland Water Technology, Inc., 2025 Performance Optimization Program (POP), must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. For more information, please call (813) 301-7007.
