The successful proposal must:● For the staff that will be assigned, identify and describe qualifications, experience, andexpertise in providing services for similar, or relevant, projects.● For the staff that will be assigned, provide a list of past similar or relevant projects completedin the last 5 years, and include brief descriptions of what the projects entailed and a contactname and phone number (reference). In addition provide estimated project cost, final projectcost at acceptance, and whether it was completed on time.● Describe the composition of your team. Identify staff to be assigned. Provide resumes of keyindividual(s) including education, relevant experience, and certifications/licensing.NOTE: Any responding company and/or consultant that is part of the project design servicescannot receive an award from the resulting request for bid of construction services.● Describe the cost estimating, status reporting, and cost reporting procedures you utilize.● Describe computer program/software capabilities and expertise you utilize. Please describeyour experience.● Provide a copy of your organizational chart.● Describe your experience, if any, on designing similar or relevant projects for the State ofIowa.● Provide the hourly rates, and anticipated hours by position, for all persons (including sub-consultants) that will be assigned to the project. DAS is currently seeking a vendor toprovide professional services to assist the state with strategic space planning. Services may varybased on needs and may include space utilization assessment, interior design, fulldesign/construction documents, interior design development, and related project managementfor State owned properties within 30 miles of the Des Moines area. Proposals should reflectexperience with both physical and digital security, i.e. Integrated Camera Systems, Doors AccessControls, Alarm Systems, Digital Entry Logs. The scope of services is anticipated to includeapproximately 67 - 560 agency staff members and a range of 18,000 - 65,000 SF at a minimum oftwo locations.Design services shall include:1.3.1 The contract for this work will be a modified ConsensusDoc 803. See link on cover pagefor a sample contract.1.3.2 All design disciplines necessary to complete the scope of work.1.3.3 Attend design kick-off meeting onsite to discuss desired outcome of the project with theOwner, Construction Manager, and Owner’s maintenance staff.1.3.4 Use of the State of Iowa‘s construction management software program for uploading alldocuments, submitting and approving pay apps, and construction administration. Thecost for the use of the software is paid by the Owner.1.3.5 Services may include:1.3.5.1 Space utilization assessment1.3.5.2 Interior Design development1.3.5.3 Full design including but not limited to architectural, building code evaluation,mechanical, plumbing, electrical, data, data raceways, access controls, life safety,and construction phasing plans. Finishes to include but not limited to newceilings, new light fixtures, new tile/carpet/VCT, VWB, paint, and new doors andhardware.1.3.5.4 Full design including providing material recommendations based on experience,quality, and price. Recommendations for replacements and upgrades shallinclude non-proprietary equipment and systems.1.3.6 Coordination with voice/data staff of the State to help coordinate specifications and scoperelated to those items.1.3.7 Management and design of the office furniture layout and products; may includeimplementation of furniture installation.1.3.8 Management and design of A/V layout and products; may include implementation of A/Vinstallation.1.3.9 Management and design of security layout and products including implementation ofinstallation.1.3.10 Available existing CAD/PDF drawings will be provided to the successful design firm.Accuracy of drawings shall be verified by the design firm.1.3.11 Field examination of the existing buildings.1.3.12 Provide minor drawing work to assist the Construction Manager in the development ofhazardous materials bid package. This shall include providing PDF backgrounds foridentification, by others, of hazardous materials removal.1.3.13 Designer shall include any and all survey work required for completion of project.1.3.14 Coordinate with State agencies to confirm utilities that may be abandoned as well as shutdown requirements where required.1.3.15 Provide detailed input of design schedule to Construction Manager for overallincorporation into master schedule.1.3.16 Designer shall assist Construction Manager in the evaluation of long lead times.1.3.17 Quality control during Design, Preconstruction and Construction.1.3.18 Compliance with all Federal, State, and applicable AHJ codes.1.3.19 Completion of State building and energy code documents, as required.1.3.20 Design review will be conducted at intervals determined by DAS. Reviews will beconducted with DAS Owner Representative, DAS Space Management, ConstructionManager, if assigned, and Agency Representative at minimum.1.3.21 Review with the Department of Inspections, Appeals, and Licensing’s Building CodeBureau for approval of plans or exemption from review. All fees associated with theBureau are the responsibility of the designer.1.3.22 Develop and distribute agendas and meeting minutes for all meetings during the designphase.1.3.23 Designer shall provide any information necessary to obtain utility rebates whereapplicable.1.3.24 DAS may engage the services of a commissioning agent for the project. Designer shallcoordinate with the commissioning agent, participate in meetings and reviewrecommendations of the commissioning agent. The intent is to have the commissioningagent involved from the beginning of design through the end of the project. (A separateRFP will award commissioning services. Design firms have the option of proposing on boththe design and commissioning services but can only be awarded one).1.3.25 Construction drawings, specifications (the Construction Manager will produce Divisions00 and 01), and addenda.1.3.26 Provide bid alternates as determined during the course of design and bid packagedevelopment.1.3.27 Assist Owner and Construction Manager in obtaining bids from qualified contractors.1.3.28 Construction administration, including creation of the submittal and closeout items log,review of and responses to submittals and closeout documentation, RFIs, proposalrequests, change orders, pay applications, periodic site visits, attendance at projectmeetings as required, participation / development of contractor punch list, closeoutdocumentation review and approval, certificates of substantial completion, andcertificates of final completion, as well as development of Architectural SupplementalInstructions for design revisions, and punch lists within the construction managementsoftware program.1.3.29 Participation with project team during construction progress meetings as required.Designer shall participate in bi-weekly conference calls during the construction period.1.3.30 Field Observation reports, with photos, submitted for each site inspection within five (5)days of the site visit.1.3.31 Acknowledgement that all documents are copyright to the State of Iowa and shall beturned over to the State of Iowa in their native computer format. Any ASIs/RFIs/PRs andaddendums will be expected to be incorporated before final posting. Both the nativecomputer format and PDF versions shall be uploaded to the construction managementsoftware program at the end of the project.1.3.32 The Department requests hourly fee pricing from the respondents to this RFP. Pricingshall be broken down by position.
