NOTICE TO BIDDERSSealed proposals for the construction (including all labor, materials and equipment) of theSOUTH STREET RAILROAD CROSSINGproject, will be received by the City of Lafayette, Indiana, at the office of the City Clerk, City Hall,20 North Sixth Street, Lafayette, Indiana 47901, until 11:00 a.m., on April 23, 2026, at which timeBids will be publicly opened and read aloud. Any bids received later than the above time will bereturned to the Bidder unopened. No oral, telephoned, telegraphed, faxed, or emailed bids, orchanges to bids, will be considered. There will be a special Redevelopment Commission meetingat 11:00 a.m., on April 30, 2026, to award the project to the lowest responsive bidder and issuethe Notice to Proceed.The general description of work for which proposals are to be received consists of:Reconstruction of South Street and railroad crossing from 600-ft East of Sagamore Parkway toCentury Place. Resurfacing South Street, including HMA wedge and level, and removal ofmedian wall. The median wall will be replaced with a raised landscaped median. Improvementsto South Street include widening for a signalized westbound left turn lane into Hamman Drive,signal improvements at Century Place, enclosed storm sewer, underdrains, curb and gutter,trail, curb ramps, intersection lighting, raised landscaped medians. (See TechnicalSpecifications)Work shall be in accordance with the Bidding Documents, including the Specifications and theConstruction Drawings.Bids shall be properly and completely executed on Form No. 96 (Revised 2013, as prescribed bythe Indiana State Board of Accounts), accompanied by the Project Bid Proposal Form. Bidder'sfinancial statement required therein shall reflect conditions not more than four (4) months priorto date of bids. Bids shall be accompanied by an acceptable Cashier's Check or satisfactory bondby an incorporated surety company in good standing and qualified to do business in the State ofIndiana, in an amount of not less than five (5) percent of said bid. The deposit is for the purposeof insuring the execution of the contract for which said bid is made.Bidder's Federal I.D. number must be shown on Page 1 of Form 96 under the "Oath andAffirmation" section.If required by Federal Law, wage rates on this project shall not be less than the prescribed scaleof wages as determined in accordance with the current Federal Wage Decision with modificationsincluded in the bid.The Contractor to whom work is awarded will be required to furnish a Performance Bond and aLabor & Materials Payment Bond, acceptable by the City of Lafayette, Indiana, in the amount ofone hundred (100) percent of the contract price.No Bidder may withdraw his proposal within a period of ninety (90) days following the date setfor receiving bids. The City of Lafayette, Indiana, reserves the right to retain any and all bids fora period of not more than ninety (90) days and said bids shall be and remain valid and in full forceand effect during said time. The City of Lafayette, Indiana, further reserves the right to waiveinformalities and to award the contract to any Bidder or Bidders, all to the advantage of the Cityof Lafayette, Indiana, or to reject all bids.Bid Documents for the proposed work are on file in the office of the City Clerk of the City ofLafayette, Indiana (contact clerks@lafayette.in.gov or 765-807-1022), are available for downloadat the engineering firm Butler, Fairman, and Seufert, Inc. (contact Jake Goodman atJGoodman@bfsengr.com or 765-423-5602), or hard copies may be purchased at BlueprintSpecialties, 1500 Union St. Lafayette, IN 47906, 765-742-6976. All bidders shall first register withthe engineering firm before obtaining bid documents, to ensure every bidder receives anyissued addendums and clarifications.A mandatory pre-bid meeting will be held on April 14, 2026 at 11:00 a.m. in the CouncilChambers, 1st Floor, City Hall, 20 North Sixth Street, Lafayette, Indiana 47901.
