ADVERTISEMENT FOR BIDSNOTICE OF INVITATION TO BID – ROAD EQUIPMENTThe Harrison County Board of Supervisors will receive Electronic or Sealed Bids for the following:ROAD EQUIPMENT:Equipment Descriptiona) One (1) New Asphalt Track Paverb) One (1) New Tandem Axle Dump Body Truckc) One (1) New Pavement Profiler (Cold Milling Machine)Time10:00 a.m.10:15 a.m.10:30 a.m.Bids will be received at the Board Conference Room in the First Judicial District Courthouse located at1801 23rd Avenue, Gulfport, Mississippi, until the times listed above on Tuesday, December 2, 2025.Bid Specifications Packets can be viewed or downloaded at www.harrisoncountybids.com.“Electronic Bids” must be submitted on-line at www.harrisoncountybids.com prior to the openingdate and time as stated above. For any questions relating to document downloads, and/or registration forelectronic bidding process, please call Plan House at 228-248-0181.“Sealed Bids” must be on file with the Clerk of the Board prior to the opening time as stated above. Allbids must be sealed and clearly marked on the outside of the envelope as indicated “ROADEQUIPMENT: EQUIPMENT DESCRIPTION, to be opened at the times listed above on Tuesday,December 2, 2025”. Sealed Bids not so marked are submitted at the risk of the prospectiveVendor/Contractor and the County assumes no responsibility for the premature opening of same by anyCounty employee.Bids sent through the U.S. Mail are done so at the risk of the Prospective Vendor/Contractor and should beaddressed to the Harrison County Board of Supervisors, in care of the Chancery Clerk’s Office, Post OfficeDrawer CC Gulfport, Mississippi 39502. The County is NOT responsible for bids that arrive in the mailafter the designated opening time. Bids may be delivered in person to the Harrison County Chancery Clerk’sOffice in the First Judicial District Courthouse located at 1801 23rd Ave, Gulfport, Mississippi until 5:00p.m. on Monday, December 1, 2025, or the Board of Supervisor’s Conference room at the First JudicialDistrict Courthouse in Gulfport, Mississippi, until the times listed above on Tuesday, December 2, 2025,as listed above.If the agency is closed for any reason, including but not limited to: acts of God, strikes, lockouts, riots, actsof war, epidemics, governmental regulations superimposed after the fact, fire, earthquakes, floods, or othernatural disasters (the “Force Majeure Events”), which closure prevents the receipt of bids at the advertiseddate and time, all bids received shall be publicly received on the next business day that the agency shall beopen and at the previously advertised time. The new date and time of the receipt for bid, as determined inaccordance with this paragraph, shall not be advertised, and all Vendors/Contractors, upon submission of abid, shall be deemed to have knowledge of and shall have agreed to the provisions of this paragraph. Bidsshall be received by the agency until the new date and time of the receipt for bids as set forth herein. Theagency shall not be held responsible for the receipt of any bids for which the delivery was attempted andfailed due to the closure of the agency as a result of a Force Majeure Event. Each Vendor/Contractor shallbe required to ensure the delivery and receipt of its bid by the agency prior to the new date and time of thereceipt for bids.The Owner expressly reserves the right to accept or reject any or all bids or any part of any or all bids basedon a lowest and best bid determination. If the bid documents request separate bids on phases or items, theOwner reserves the right to accept or reject any or all bids or any part of any or all bids based on a lowestand best bid determination on each item for which a separate bid is requested. The Owner reserves the rightto waive informalities.
