ADVERTISEMENT NOTICEREQUEST FOR PROPOSALSCOMPREHENSIVE BUS STOP ASSESSMENTThe Metropolitan Planning Organization (MPO) of Decatur, Illinois, respectfully requests sealedproposals from interested, qualified consultants’ firms to provide the following professionalservices to Decatur Urbanized Area Transportation Study (DUATS):IntroductionThe intent and objectives to prepare the Decatur Urbanized Area Transportation StudyMetropolitan Planning Organization’s Comprehensive Bus Stop Assessment which willinclude Evaluate all existing City Bus Stops across the Duats area. Ensuring compliance with ADA Standards Identifying infrastructure improvements to enhance rider safety, accessibility,and service reliability. Ensuring compliance with federal transportation planning regulations.All proposals must be received by the City prior to 2:00 p.m., CST, January 20th, 2026.Proposals shall be no greater than 15 pages in PDF format with a maximum size of 8Mb andmust be submitted via email with the subject heading “Comprehensive Bus StopAssessment TR2025-03.” Additionally, three (3) bounded hard copies should be submitted.Late proposals will not be accepted under any circumstances. Any proposal(s) received afterthe scheduled time for closing will not be considered. Sole responsibility rests with theproposing consultant to see that its proposal is received on time. Consultant(s) can hire sub-contractors with the consent of the MPO.The DUATS Metropolitan Planning Organization reserves the right to reject any and allproposals, in part or in whole, and, to make its selection of the most responsive and bestqualified consultant(s) as deemed in the best interest of DUATS; further, the right is reservedto waive any formalities or informalities contained in said proposal(s).BackgroundThe City of Decatur, Illinois is the major City with the DUATS which is primarily withinMacon County (see attached map of the study area). There are smaller towns and villagessuch as Forsyth, Mount Zion, Harristown, Long Creek, Argenta, Oreana, and Warrensburgadjacent or nearby. The area is home to Millikin University and Richland CommunityCollege, two hospitals, Archer Daniels Midland (ADM), Primient (A.E. Staley’s), andCaterpillar Inc. as the area’s top employers. One of the primary functions of DUATS is todevelop and maintain the Metropolitan Transportation Plan (MTP) also known as the Long-Range Transportation Plan (CBSA). MTP has fiscal constraints, which means transportationprojects are based on revenue from the federal, state, and local governments.Scope of WorkThe work to be performed by the selected consultant(s), hereinafter referred to as theConsultant(s), shall include but not be limited to the tasks described in this section.Consultant(s) shall provide qualified personnel to complete all the tasks outlined. Completionof these tasks will require that the Consultant(s) work with the DUATS MPO staff to gain aclear understanding of proposed projects and other relevant information.1. Familiarity of all previous and related transportation plans and studies includingbut not be limited to the following:a. Supply Chain Optimization Study (Prepared by Quetica)-2018b. DUATS TIP 2025-2028c. City of Decatur Jasper Great Streets Great Neighborhoods Roadmap - 2023d. City of Decatur Transit COA, Thriving Communities, SS4A Action Plan (indevelopment)e. Bike Decatur-Regional Bicycle Master Planf. Comprehensive Economic Development Strategy Alternative (CEDS)g. Duats 2050-Longe Range Transportation Plan CBSADeliverables: Technical memo on recent planning efforts2|Page2. Realignment of RoutesMap of Decatur bus routes and stops to be provided by City of Decatur TransportationServices.a. Identify what stops need eliminated based on the system realignment due to theCOA (Comprehensive Operational Analysis)b. Identify what existing stops will stay and need updates (ADA, pads, recommendfor shelters/benches/etc).c. Identify areas where new bus stops should be put due to the realignment.3|PageMap of the proposed network with the MOD zones from the COA.4. Performance-Based Planninga) Experience conducting bus stop or ADA accessibility assessments.b) Ability to collect, analyze, and present GIS data.b) The plan should include identification and assessment of human and naturalenvironments, including, but not limited to, community assessment, cultural resources,historic resources, farmlands, wetlands and /or ecosystem and wildlife habitat asappropriate and a discussion of environmental mitigation activities and potential areas inwhich to carry out these activities.c) Additionally, the plan should address an analysis of equity and environmental justiceincluding Title VI.Deliverables: Analysis of the region’s multi-modal transportation system. Identifyproject priorities and funding strategies that may be possible through appropriatestate/federal grants and other funding sources.5. Comprehensive Bus Stop Assessmenta) Provide project selection and prioritization that relates to the COA.b) Recommendations with document preparation and exhibits.4|Page6. Public Involvement and Engagementa) Conduct various means of public input solicitation as part of the consideration for thisplanning process. The Consultant(s) can provide suggestions on how to best maximizepublic participation. The public involvement should comply with DUATS PublicParticipation Plan (PPP).Deliverables: Compile a report of the above results and deliver to MPO staff and includethem as an appendix to the final plan.7. Develop a Draft of the Comprehensive Bus Stop Assessment Updatea) Consultant(s) will compile findings, analysis of data collected, and recommendationsfor a draft a plan.Deliverables: Comprehensive Bus Stop Assessment document in PDF to be e-mailed tojtaylor@decaturil.gov, no more than 10 Mb, a CD version, and five (5) hard copies.8. Produce Implementation Strategiesa) The Consultant(s) will recommend implementation strategies and their prioritizationfor DUATS capital projects and will advise on possible appropriate state/federal grantsand other funding sources.Deliverables: Identify Implementation project priorities and funding strategies that maybe possible through appropriate state/federal grants.9. Finalize a Draft Comprehensive Bus Stop Assessmenta) The Consultant(s) will present the draft Comprehensive Bus Stop Assessment study toDUATS Technical and Policy Committees before consideration of final approval by thePolicy Committee.Deliverables: A final Comprehensive Bus Stop Assessment document will be required inan electronic format (PDF) of not more than 10 mb, a CD version, and five (10) boundedhard copies.Late ProposalsLate submittals will not be accepted under any circumstance, and any submittal soreceived shall not be considered.5|Page
