Description: The City of Webster Groves is seeking turnkey proposals from qualified solar contractors to design, engineer, permit, and install a grid-tied photovoltaic (PV) solar system on the ice arena south roof (~19,000 sq. ft. metal roof) located at 33 East Glendale, Webster Groves, MO 63119 and to evaluate/integrate this new system with our existing water park solar array. Sealed bids will be accepted until Friday, October 2, 2026, by 10:30 a.m. A mandatory meeting will be held at the Benny Gordon Recreation Center on Monday, September 21 at 1 p.m. Publication Date/Time: 9/9/2026 4:00 PM Closing Date/Time: 10/2/2026 10:30 AM Pre-bid Meeting: September 21 at 1pm Contact Person: Questions regarding the bid request should be made by e-mail to the Director of Parks and Recreation, James Boyd at boydj@webstergrovesmo.gov. Qualifications: Contractor must have a minimum of five years’ experience in commercial solar installation, and three references of similar commercial contracts should be provided. Special Requirements: The selected contractor will be responsible for: • Engineering & Permitting: Structural load analysis, electrical design, local building permits, and utility interconnection (net metering). • Procurement & Installation: Providing and installing Tier-1 solar panels, inverters, and racking for the 19,000 sq. ft. roof. • Roof Protection: The mounting system on the metal roof must be non-penetrating (or use engineered, non-leaking mechanical attachments) to ensure existing roof warranties remain valid. • Commissioning: System testing, utility inspection sign-off, and delivering "Permission to Operate" (PTO). • Monitoring: Installation of a web-based, real-time production monitoring system. In addition to the main roof installation, bidders must evaluate how the new system interacts with our existing water park solar installation (~900 sq. ft.).
