Description:	The City has a robust Capital Improvement Program (CIP) associated with the infrastructure of the City – e.g., facilities, sanitary sewer, stormwater, water, fiber, parks, and street systems. Projects often require natural resource assessment, tree inventories, and urban forestry services to comply with state and federal law, as well as the City’s commitment to preserving trees and maintaining thoughtfully planned open spaces. This solicitation and the On-Call Master Goods and Services Contract (MGSKs) that will result are specifically targeted to smaller, short-term projects within the overall CIP Program that are not using any federal or state monies. For larger design projects and major studies with Service Fees expected to exceed $250,000, or that will use state or federal monies, the City conducts project-specific competitive procurements in accordance with OAR 137-047-0255 or OAR 137-047-0260. Being selected or not selected on this RFP will not affect any firms’ ability to propose on other work for which the City issues a separate, project-specific RFP.
