Sealed bids for this project must be received before 10:00 a.m. on Wednesday, May 13, 2026 at the Office of the Director of Public Works of the Village of La Grange, 320 East Avenue, La Grange, Illinois 60525. The bids will be opened and read aloud at 10:00 a.m. on Wednesday, May 13, 2026.
It is the bidder's responsibility to meet all requirements of the bid documents. Additionally, it is the bidder's responsibility to ensure all responsible bidder requirements for construction and Public Works projects are followed, as established in the Municipal Code.
Specifications and complete bid documents must be obtained electronically. Bid documents are available on the Village website www.lagrangeil.gov.
A non-mandatory, pre-bid meeting and walkthrough will be held Friday, May 8th at 10:00 a.m. at the La Grange Fire Department, 300 W. Burlington Ave., La Grange, Illinois 60525.
The Village of La Grange reserves the right to modify or waive any or all formalities and technicalities in the specifications, or to reject any or all bids and/or parts thereof, and to accept that bid which it deems most favorable to the Village of La Grange.

A copy of the Illinois Secretary of State’s Department of Business Services online records evidencing that the bidder has acurrent corporate annual report on file. If the bidder is an individual, sole proprietor, or partnership, this subsection shall notapply.B. Documents evidencing current registration with the Illinois Department of Revenue if bidder has employees (e.g. document withaccount number, Illinois Business Tax number).C. Documents evidencing current registration with the Illinois Department of Employment Security if bidder has employees (e.g.,document with UI account number).D. Disclosure of any federal, state or local tax liens or tax delinquencies against the bidder or any officers of the bidder in the lastfive years.E. A statement that all employees are (i) covered under a current workers’ compensation insurance policy and (ii) properly classifiedunder such policy. If the bidder is insured with a carrier, the evidence of workers’ compensation insurance shall be a copy of the“Information Page” of the bidder’s workers’ compensation policy and any continuation of that Information Page which includethe name and address of the insured, as well as the class codes the compensation premium is based on and the total estimatedremuneration per class code.F. A statement of compliance with all provisions of the Illinois Prevailing Wage Act (820 ILCS 130/1 et seq) and all rules andregulations therein, for the past five years. Such statement shall also provide that the bidder has reviewed the Prevailing WageAct or federal Davis-Bacon and Related Acts, has reviewed and agrees to pay the applicable prevailing wage rates attachedcopy of the written program for the prevention of substance abuse to be filed with to the bid specifications, and will strictly complywith the Prevailing Wage Act or federal Davis-Bacon and Related Acts and related requirements. A bidder who has been foundby the Illinois Department of Labor to be in violation of the Prevailing Wage Act twice within a three-year period shall be deemednot to be a Responsible Bidder for two years from the date of the last finding.G. A copy of the written program for the prevention of substance abuse to be filed with a public body pursuant to the SubstanceAbuse Prevention on Public Works Projects Act (820 ILCS 265/1 et seq).H. A statement that individuals who will perform work on the public works project on behalf of the bidder are properly classified aseither (i) an employee or (ii) an independent contractor under all applicable state and federal laws and local ordinances.I. Documents evidencing any professional or trade license required by law or local ordinance for any trade or specialty area inwhich the bidder is seeking a contract award. Additionally, the bidder must disclose any suspension or revocation of such licenseheld by the company or of any director, officer, or manager of the company.J. Evidence of participation in apprenticeship training programs applicable to the work to be performed on the project, which areapproved by and registered with the United States Department of Labor’s Office of Apprenticeship, or its successor organization;and evidence that any applicable apprenticeship program has graduated at least five apprentices in each of the past five yearsfor each of the construction crafts the bidder will perform on the project. Evidence of graduation rates are not required forapprenticeable crafts dedicated exclusively to the transportation of material and equipment to and from the public works project.The required evidence includes, without limitation, a copy of all applicable apprenticeship standards and ApprenticeshipAgreement(s) for any apprentice(s) who will perform work on the public works project; and documentation from each applicableapprenticeship program certifying that is has graduated at least five apprentices in each of the past five years for eachconstruction craft the bidder will perform on the project. Additional evidence of participation and graduation requirements maybe requested by the Village at its discretion.K. Bidder shall certify that all employees expected to perform work on the project have completed a 10-hour or greater OSHA safetyprogram. Only workers that have satisfactorily completed a 10-hour or greater OSHA safety program will be allowed to participateon the project. The bidder must have copies of employee OSHA cards on file, and the Village may request the bidder providecopies of employees' OSHA cards; failure to produce an employee’s OSHA card may result in a determination that the bidder isnot a responsible bidder.L. Disclosure of the name and address of each subcontractor from whom the bidder has accepted a bid and/or intends to hire onany part of the project. Further, each such subcontractor shall be required to adhere to the requirements set forth herein asthough it were bidding directly to the Village. Each bidder shall submit all subcontractor information and supportingdocumentation to the Village prior to the subcontractor commencing work on the project. It shall be the responsibility of thebidder to ensure its subcontractors comply with all of the requirements of the Village Code and the Village’s purchasing policies,including the timely and complete submittals of all required documentation, and the full compliance with all obligations set forthin this Ordinance and the project specifications. Failure of a successful bidder to submit the required subcontractor informationor documentation may constitute a contractual default and/or breach by the bidder and may disqualify a bidder from performingwork on future projects.M. Bidder must provide evidence of relevant experience on similar size and scope projects in the past five years that indicate thenecessary capacity to perform the project and must provide adequate references verifying the quality of work performed.N. Statements as to past performance, which shall give an accurate and complete record of all public works projects completed inthe past three years by the bidder. Such statements shall include the name of the public body and the project, original contractprice, final contract price, the names of all subcontractors used, if applicable, and a statement as to compliance with completiondeadlines.O. Any determinations by a court or governmental agency for violations of federal, state, or local laws, including but not limited toserious, willful, or repeated violations of the Occupational Safety and Health Act (OSHA), violations of contracting or antitrustlaws, tax or licensing laws, environmental laws, or the Federal Davis-Bacon and Related Acts.Any material changes to the bidder’s status, at any time, must be reported to the Village in writing within 14 calendar days of itsoccurrence. Work ProposalA. Contract and Work. If this Contract/Proposal isaccepted, Bidder proposes, and agrees, that Bidder shall, at itssole cost and expense, provide, perform, and complete, in themanner specified and described, and upon the terms andconditions set forth, in this Contract/Proposal and Owner’swritten notification of acceptance in the form included in thisbound set of documents, all of the following, all of which is hereinreferred to as the “Work”:1. Labor, Equipment, Materials and Supplies. Permits. Procure and furnish all permits, licenses, andother governmental approvals and authorizationsnecessary in connection therewith;3. Bonds and Insurance. Procure and furnish all bondsand all insurance certificates specified in thisContract/Proposal;4. Taxes. Pay all applicable federal, state, and local taxesand tariffs;5. Miscellaneous. Do all other things required of Bidderby this Contract/Proposal; and6. Quality. Provide, perform, and complete all of theforegoing in a proper and workmanlike manner,consistent with highest standards of professional andconstruction practices, in full compliance with, and asrequired by or pursuant, to this Contract/Proposal, andwith the greatest economy, efficiency, and expeditionconsistent therewith, with only new, undamaged, andfirst quality equipment, materials, and supplies.B. Performance Standards. If this Contract/Proposal isaccepted, Bidder proposes, and agrees, that all Work shall befully provided, performed, and completed in accordance with thespecifications attached hereto titled Fire Station Exterior DeckRemodel and by this reference made a part of thisContract/Proposal. No provision of any referenced standard,specification, manual or code shall change the duties andresponsibilities of Owner or Bidder from those set forth in thisContract/Proposal.C. Responsibility for Damage or Loss. If thisContract/Proposal is accepted, Bidder proposes, and agrees,that Bidder shall be responsible and liable for, and shall promptlyand without charge to Owner repair or replace, damage done to,and any loss or injury suffered by, Owner, the Work, the WorkSite, or other property or persons as a result of the Work.D. Inspection/Testing/Rejection. Owner shall have theright to inspect all or any part of the Work and to reject all or anypart of the Work that is, in Owner’s judgment, defective ordamaged or that in any way fails to conform strictly to therequirements of this Contract/Proposal and Owner, withoutlimiting its other rights or remedies, may require correction orreplacement at Bidder’s cost, perform or have performed allWork necessary to complete or correct all or any part of theWork that is defective, damaged, or nonconforming and chargeBidder with any excess cost incurred thereby, or cancel all orany part of any order or this Contract/Proposal. Work sorejected may be returned or held at Bidder’s expense and risk.2. Contract Price ProposalIf this Contract/Proposal is accepted, Bidder proposes, andagrees, that Bidder shall take in full payment for all Work andother matters set forth under Section 1 above, includingoverhead and profit; taxes, tariffs, contributions, and premiums;and compensation to all subcontractors and suppliers, thecompensation set forth below.A.Schedule of Prices. For providing, performing, andcompleting all Work, the sum of the products resulting frommultiplying the actual number of acceptable units of Unit PriceItems listed below incorporated into the Work by the Unit Priceset forth below for such Unit Price Item:DescriptionBase BidBid Amount$Alternate Bid$Total$B. Basis for Determining Prices. It is expresslyunderstood and agreed that:1. All prices stated in the Schedule of Prices are firm andshall not be subject to escalation or change, regardlessof any changes to taxes or tariffs that may be incurredby Bidder or Bidder’s suppliers;2. Owner is not subject to state or local sales, use, andexcise taxes, that no such taxes are included in theSchedule of Prices, and that all claim or right to claimany additional compensation by reason of the paymentof any such tax is hereby waived and released; and3. All other applicable federal, state, and local taxes ofevery kind and nature applicable to the Work areincluded in the Schedule of Prices; and4. The approximate quantities set forth in the Schedule ofPrices for each Unit Price Item are Owner’s estimateonly, that Owner reserves the right to increase ordecrease such quantities, that payment for each UnitPrice Item shall be made only on the actual number ofacceptable units of such Unit Price Item installedcomplete in place in full compliance with thisContract/Proposal, and that all claim or right to disputeor complain of any such estimated quantity, or to assertthat there was any misunderstanding in regard to thenature or amount of any Unit Price Item to be providedor performed, is hereby waived and released; and5. Any items of Work not specifically listed or referred toin the Schedule of Prices, or not specifically includedfor payment under any Unit Price Item, shall bedeemed incidental to the Contract Price, shall not bemeasured for payment, and shall not be paid forseparately except as incidental to the Contract Price,including without limitation extraordinary equipmentrepair, the cost of transportation, packing, cartage, andcontainers, the cost of preparing schedules andsubmittals, the cost or rental of small tools or buildings,the cost of utilities and sanitary conveniences, and anyportion of the time of Bidder, its superintendents, or itsoffice and engineering staff.C. Time of Payment. It is expressly understood andagreed that all payments shall be made in accordance with thefollowing schedule:Contractor shall be paid each month based on the workcompleted and approved by the Public Works Director.Contract shall submit invoices monthly detailing the workcompleted at the unit rates listed in the contract. Allpayments may be subject to deduction or setoff by reasonof any failure of Bidder to perform under thisContract/Proposal. Each payment shall include Bidder’scertification of the value of, and partial or final waivers oflien covering, all Work for which payment is then requestedand Bidder’s certification that all prior payments have beenproperly applied to the payment or reimbursement of thecosts with respect to which they were paid.D. Administrative Fee. For each day past August 31 thatthe Bidder has not completed Work assigned by the Village, theBidder will be assessed an administrative fee in amount of $400per day to compensate the Village for administrative time,overhead, and inconvenience. The Bidder must pay eachadministrative fee invoice in full within five business days afterreceipt of that invoice. The Village, at its option, may reduce apayment due to the Bidder by an invoiced amount not paid bythe Bidder within the required time period. The administrativefee is not a payment of damages and does not limit any legal orequitable right in the Village to recover damages for breach ofthis Contract/Proposal.3. Contract Time ProposalA. Term. If this Contract/Proposal is accepted, Bidderproposes, and agrees, that Bidder shall commence theWork within 20 days following Owner’s acceptance ofthis Contract/Proposal provided Bidder shall havefurnished to Owner all bonds and all insurancecertificates specified in this Contract/Proposal (the“Commencement Date”). If this Contract/Proposal isaccepted, Bidder proposes, and agrees, that Biddershall perform the Work diligently and continuously andshall complete the Work not later than August 31, 2026.Additionally, Bidder agrees to remove and replacesidewalks in the same 48 hour period.B. Termination. This Contract/Proposal may beterminated by the Village under the followingconditions:1. The Village may terminate this Contract/Proposal atany time at its sole discretion, with or without cause, on10 days written notice to Bidder. On termination, theVillage’s liability will be limited to the pro rata cost ofthe services performed as of the date of thetermination.2. The Village may terminate this Contract/Proposal atany time without notice (a) if at any time Bidder’sperformance threatens the health or safety of theVillage or the public, (b) if Bidder fails to maintain andkeep in force the required insurance, or (c) Bidderotherwise breaches this Contract/Proposal.4. Financial AssuranceA. Bonds. Contractor must provide a Performance Bondand a Labor and Material Payment Bond, on forms provided by,or otherwise acceptable to, Owner, from a surety companylicensed to do business in the State of Illinois with a generalrating of A and a financial size category of Class X or better inBest’s Insurance Guide, each in the penal sum of the ContractPrice (“Bonds”). Contractor must, at all times while providing,performing, or completing the Work, including, without limitation,at all times while correcting any failure to meet warrantypursuant to Section 6 of this Contract, maintain and keep inforce, at Contractor’s expense, the Bonds required hereunder.
