he City of Lumberton has received a Community Development Block Grant - Neighborhood
Revitalization funding award in the amount of $3,500,000 by the North Carolina Department of
Commerce for the West Lumberton Floodgate. The project includes the construction of a floodgate at
VFW Road and the CSX Railroad Underpass (“Proposed Activity”) located near Interstate 95 (I-95) in the
vicinity of VFW Road, Cox Road, Hackett Street, and the CSX railroad crossing, within the City of
Lumberton (City), Robeson County, North Carolina. The proposed limits of disturbance consist of public
rights-of-way, Hackett Street, Cox Road, VFW Road, the CSX railroad line, and portions of five parcels,
including a 7.16-acre lot at VFW and Hackett Rd., Parcel Pin #938280300700; an 0.83-acre lot at 550
VFW Rd., Parcel Pin #938189443052; a 6.3-acre lot at 2400 Cox Rd., Parcel Pin #938179684407; a 6.34-
acre lot at 2460 Cox Rd., Parcel Pin #938179143700; and a 2.8-acre lot at 2306 W. 5th St., Parcel Pin
#938189201500. The proposed activity is anticipated to have a total cost of $10,878,186.00 and entails
construction of a permanent floodgate system and related drainage improvements to prevent future
flood occurrences from the Lumber River through a CSX railroad underpass beneath I-95 in an area of
Lumberton that has suffered devastation, primarily associated with hurricanes.
The City of Lumberton is soliciting Requests for Qualifications for grant administration services to
assist the city in the administration and management of this project in compliance with all
applicable requirements under the North Carolina CDBG-NR Program. The fee for grant
administration services will be paid with CDBG-NR funds. Submissions are due to the city no later
than 3:00pm Tuesday, January 27, 2026.

Citizen Participation Compliance.2. Fair Housing Compliance.3. Equal Employment and Procurement Compliance.4. Section 3 Compliance.5. Section 504 Compliance.6. Maintain all Language Access Plan requirements.7. Maintain Anti-Displacement and Relocation Assistance Plan.8. Maintain Complaints and Grievance Procedures for Compliance Plans.9. Labor Standards Compliance.10. Completion of all required reports and documentation.11. Assistance with Financial Reimbursements Forms; and12. Setting up and managing official records.The services will not include the disbursement or account of funds distributed by the City 'sfinancial officer, legal advice, fiscal audits, or assistance with activities not related to the CDBG-NRproject.RFQ Submission:Requests for Qualifications shall be received by the City no later than 3:00pm Tuesday, January 27,2026. Individual or Firm Information: the consultant or firm's legal name, address, email, andtelephone number, the principal(s) of the firm and their experience and qualifications.2. CDBG Grant Administration Experience: description of specialized experience and technicalcompetence of the staff to be assigned to the project with respect to CDBG grantadministration, description of prior experience, including any similar projects (in particularthose funded by CDBG), size of community, location, total construction cost, and name oflocal official knowledgeable regarding the firm's performance. Include at least threereferences.3. Consultant I Firm Capability: description of firm's current work activities, capability ofcarryingout all aspects of CDBG related activities, and firm's anticipated availability duringthe term of the project.4. Documentation of compliance with state and federal debarment/ eligibility requirements.Qualifications Evaluation Criteria:Proposals for grant administrative services will be evaluated by a Selection Committee. Proposalswill be considered on an equal competitive basis. The following criteria will be used in the evaluationprocess:1. General Qualifications, Competence and Reputation of Firm or Individual Consultant2. Prior CDBG Infrastructure Grant Experience of Firm or Individual Consultant3. Qualifications of Actively Involved Staff (assigned staff members of Firm or Consultant)4. Ability to Address Local Needs5.
