RFP 2023-02: Transportation Services for Older Adults
GNRC is seeking proposals from qualified agencies or businesses to provide transportation services for older adults in one or more of the Tennessee counties of Cheatham, Davidson, Dickson, Houston, Humphreys, Montgomery, Robertson, Rutherford, Stewart, Sumner, Trousdale, Williamson, and Wilson. NOTE: Interested parties who have successfully submitted a response to RFP 2023-02 in 2022 need not apply again.

Background1.1 About the GNRCThe Greater Nashville Regional Council (GNRC) is a public agency established by the Tennessee DevelopmentDistrict Act of 1965 and further empowered by Title 64, Chapter 7, Part 1, Tennessee Code Annotated (TCA), asamended (the Act) to convene local and state leaders for the purposes of planning and programming state andfederal investments into public infrastructure and a range of social services. GNRC is owned by and operated onbehalf of its local government membership comprised county governments in the counties of Cheatham,Davidson, Dickson, Houston, Humphreys, Montgomery, Robertson, Rutherford, Stewart, Sumner, Trousdale,Williamson, and Wilson, Tennessee, and all incorporated municipalities and metropolitan governments locatedwithin these counties.GNRC is governed by a regional body comprised of city mayors, county mayors/ executives, state legislators,appointments representing business/industry, and appointments representing minority populations. Find out more at GNRC.org.Service AreaThe planning and service area for the GNRC AAAD includes Cheatham, Davidson, Dickson, Houston, Humphreys,Montgomery, Robertson, Rutherford, Stewart, Sumner, Trousdale, Williamson, and Wilson Counties. GNRCseeks to contract with a minimum of one provider of transportation services per county.Funding Source & ProgramThe funding source for services provided as a result of this RFP is federal Older American’s Act (OAA), Title IIIB,Section 321 (a) (2) funds. The Older Americans Act (OAA) Title IIIB provides an array of supportive services forpersons aged 60 and over. Services are designed to allow older persons to reside in the community and in theirown homes with the maximum amount of dignity for as long as possible. Title IIIB services are targeted to olderindividuals with the greatest economic need, with particular attention to low-income minority individuals, thosewith the greatest social needs and those residing in rural areas.
