NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN that Bids will be received for the Contract 26-018-SWM on or before February
17, 2026 at 2:30 p.m. Solicitation documents, including specifications, may be obtained by email at
donna.weidman@dupagecounty.gov or at www.DemandStar.com. All Bids must be received prior to the
date and time shown above.

Effective January 21, 2025, the County of DuPage (“County”) is only accepting Bids electronically at
donna.weidman@dupagecounty.gov. Electronic signatures are allowed and Bids do not have to be
notarized. The County accepts no responsibility for transmission failures or content omissions. Bids
transmitted in person, by mail or by facsimile (“Fax”) will not be accepted.

Bid openings are open to the public. All openings will be attended by two (2) County employees.

STATEMENT OF WORK

DuPage County (“County”) is seeking a Contractor for a highwall stabilization project at the Elmhurst Quarry. Maintenance work is necessary in several areas of the quarry to re-establish safe access to the quarry, to protect the equipment located within the quarry, and to maintain the integrity of the lands adjacent to the quarry property. Elmhurst Quarry is located in northeast Illinois, approximately 12 miles west of Chicago in Sections 2 and 3 of Township 39N, Range 11E. The quarry is bounded by Second Street on the north, Highland Avenue on the east, the Chicago Northwestern Railroad on the south, and IL-83 on the west. It consists of east and west lobes. The two lobes are connected by a short tunnel supported by a reinforced concrete arch under West Avenue referred to as the keyway. DuPage County Stormwater Management utilizes Elmhurst Quarry as a flood control facility to divert and retain flood waters from Salt Creek, west of the quarry and IL-83, which minimizes flood damages to downstream areas
