Notice to Contractors

The Great Rivers Greenway District (District), the Developer, is soliciting sealed bids for Deer Creek

Greenway: Big Bend Blvd to River Des Peres Greenway (196) in Maplewood and the City of St. Louis,

Missouri.

The proposed work includes the extension of the Deer Creek Greenway from the existing endpoint just

west of the intersection of Big Bend Blvd. and Oxford Ave. to the intersection of Sussex Ave. and

Greenwood Blvd., and from the intersection of Greenwood Blvd. and Canterbury Ave. to the River des

Peres Greenway at Canterbury Ave. and McCausland Ave. The work will include trail construction, road

resurfacing, streetscape improvement, and storm and sanitary sewer construction.

Bids may be submitted electronically until 3:30 P.M. prevailing Central time, on Wednesday, February

25th, 2026, via the Bid Express website at bidexpress.com. Sealed bids, addressed to Great Rivers

Greenway, 3745 Foundry Way, Suite 253, St. Louis, Missouri 63110, for the proposed work will be

received by Great Rivers Greenway until 3:30 P.M. (prevailing Central time) on February 25th, 2026, at

the office of Great Rivers Greenway, and at that time will be publicly opened. The bid opening can be

specifications, and bid packages beginning Friday, January 30th, 2026. Hard copies of the Bid Documents

can be obtained starting January 30th from Cross Rhodes Reprographics, 2731 S Jefferson Ave, St. Louis,

MO 63118, (314)678-0087. The Contractor is responsible for the drawing costs. Questions should be

on Bid Express. All requests for clarification on these bidding documents must be received in writing by

Friday, February 13th, 2026, 5:00 P.M. A Pre-Bid Conference will be held on Wednesday, February 11th,

2026, at 11:00 A.M. in Great Rivers Greenway offices at 3745 Foundry Way, Suite 253, St. Louis, MO

All labor used in the construction of this public improvement shall be paid a wage no less than the

prevailing hourly rate of wages of work of a similar character in this locality as established by the

Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is

higher.

The Great Rivers Greenway District hereby notifies all bidders that it will affirmatively ensure that in any

contract entered into pursuant to this advertisement, businesses owned and controlled by socially and

economically disadvantaged individuals will be afforded full opportunity to submit bids in response to

this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age,

ancestry, or national origin in consideration for an award.

All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 from the current version of

the Missouri Standard Specifications for Highway Construction, including all revisions. The contractor

questionnaire must be on file 7 days prior to bid opening.

Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour

OSHA construction safety program, or similar program approved by the Department of Labor and

Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work

on the construction project.

A certified or cashier’s check or a bid bond in the amount of 5% shall be submitted with each proposal.

The Great Rivers Greenway District reserves the right to reject any or all bids.

The DBE Goal for this project is 0%.
