The consultant selected through this Request for Proposals/Qualifications will perform all necessary inspection, sampling, and testing associated with the construction of multiple coordinated capital projects, including the 2026 Pavement Overlay Program (CI 5735), Calle Abedul Pavement Improvements (CI 5809), Hill Canyon Treatment Plant and Water Facilities Pavement Preservation (MI 2626), Pavement Slurry Program (MI 2661), Citywide Concrete Replacement and Sidewalk Repair Project (MI 2659), and Citywide Curb Ramp Project (CI 5734). Services will include field and plant inspection, materials testing, quality assurance documentation, and verification of compliance with City, Caltrans, and Greenbook standards. Work will cover asphalt paving, slurry sealing, micro-surfacing, concrete placement, and associated base and subgrade testing. Testing and inspection will be required for all construction work under these programs.
BackgroundThe City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five members elected through district-based elections, with one member serving as Mayor on an annual basis. The City has traditionally maintained street surfaces with overlays, micro-surfacing, and slurry seals. Arterial streets have typically received overlays, while residential and collectors have received either overlays or slurry seals. The 2026 Pavement Overlay and Slurry Programs continue the efforts to keep City streets in very good condition. The proposed Program preliminarily includes 6.5 miles of pavement overlay on arterial streets, 16.4 miles of overlay on collector and residential streets, 0.4 miles of micro-surfacing on collector streets, 26.9 miles of slurry seal primarily on residential streets, as well as the re-installation and modification of approximately 150 curb ramps to comply with Americans with Disabilities Act (ADA) requirements (See Attachment A, Overall Project Map). In addition, this project will include the removal and replacement of asphalt pavement (R&R) and overlaying one of the City's water facilities, Hill Canyon Treatment Plant (See Attachment B for the 2026 Pavement Program Design Plans & Specifications (CI 5735, CI 5809, and MI 2626), and Attachment E for the 2026 Slurry Program Design Plans & Specifications (MI 2661 and MI 2626). The 2026 Concrete sidewalk and curb ramp projects (MI 2659 and CI 5734) also include performing observation and testing services for the proposed replacement of sidewalks, driveways, curbs and gutters, concrete, and subbase in Areas 1 through 4.
