Abstract

On July 1, 2025, the Governor signed the Fiscal Year 2026 One-Time Supplemental Appropriations Act, which allocated funding for one-time projects through the Office of Management and Budget. As part of this allocation, the Delaware Department of Education (DDOE) received $250,000 for a second consecutive year to support the School Cell Phone Pilot Program for local education agencies (LEAs). The purpose of the pilot is to explore strategies to minimize cell phone distractions during instructional hours for students in grades 6–12.

All Delaware LEAs serving students in grades 6-12 are eligible to apply. LEAs must submit an application on behalf of any school seeking to participate. A separate application must be submitted for each school.

The Department anticipates awarding funds to multiple schools, with a minimum of one school selected from each county. These one-time awards will be issued to the LEA for appropriate disbursement to participating schools.
