PURSUANT to Section 143-64.31 of the General Statutes of North Carolina sealed qualifications titled "RFQ 2062-06 PHOTOGRAMMETRIC PROFESSIONAL SERVICES ” may be furnished to the County of Moore, Financial Services, Attn: Terra Vuncannon at 103 W. Saunders Street, Carthage, NC 28327 until 4:00 pm Tuesday, June 2, 2026 (extended until 4:30 Thursday, June 18, 2026).
The intent of the County is to obtain qualifications by a professional firm for photogrammetric professional services for the County of Moore. The Vendor will be responsible for delivery of thesetasks for the area of Moore County that includes all the parcels in Moore County, now referred to area ofinterest from this point forward. Full tiles to be delivered of any tile that is delivered for the area ofinterest. Moore County reserves the right to modify and further develop project specifications with theVendor. Any modifications to the State Standard or other terms of the Agreement requested by a Vendormust be submitted to Moore County for consideration together with a written justification for therequested change. Changes shall be permitted only upon approval of Moore County, and if evidenced inwriting by the Vendor and Moore County.The Vendor shall acquire new high-resolution natural color digital aerial imagery with airborne GNSS-IMU control and ground surveyed control to support orthorectification of either four-inch (4”) or six-inch(6”) pixel resolution 4-band digital orthoimagery depending on cost. The County is also interested in anoption to add on oblique photography, if possible, at the same resolution. If the Vendor does not captureoblique photography as part of their service, it is ok to just submit the proposal for the orthoimagery asthis is our primary need. If the Vendor captures any other data during flight as an optional add-on, thevendor should provide a description of the service and qualifications for the county’s consideration.Data acquisition will be consistent across the acquisition area with south to north oriented flight linesutilizing large format aerial digital camera systems and conforming to the North Carolina TechnicalSpecifications for Digital Orthophoto Base Mapping, Adopted December 2014 by the Secretary of State(the State Standard). All technical requirements referred to in this document must adhere to thespecifications set forth in the State Standard unless otherwise noted in this Scope of Work. This requirement will be applicable toall Tasks.Task 1: Flight Planning, North Carolina Validation Range Accepted and Preferred, CameraSystems Acceptance, Control Surveys, and Quality Assurance/Quality Control (QA/QC)The purpose of this task is to perform all necessary work to complete pre-flight planning, validationrange processing, digital camera systems acceptance, control surveys, QA/QC, and reporting inaccordance with the State Standard, this Scope of Work, and other project specific standards that may bemutually developed during scoping and execution of this project.Control and Check PointsThe Vendor shall plan and survey sufficient ground control to use with airborne GNSS-IMU control toproduce orthoimagery tiles that meets American Society for Photogrammetry and Remote Sensing3(ASPRS) horizontal accuracy for either 4-inch 6-inch orthophotos, 1”=100’ scale planimetric data with alimiting RMSE of 1.0 feet in each X and Y. The NC Geodetic Survey can provide information onexisting government control monuments. If additional controls are required, the Vendor is to indicate thelocation of the necessary additional control and describe how that control will be established.Based on the number of aerotriangulation (AT) Blocks per assigned area of interest, the Vendor shallselect a defined number of previous project points not used for control to be used as independent checkpoints for quality review:• 1 AT Block: 30 checkpoints evenly distributed across the entire area of interest with aminimum of 3 per county)• 2 AT Blocks: 40 checkpoints (20 checkpoints per AT Block evenly distributed with aminimum of 2 per county)• 3 AT Blocks: 60 checkpoints (20 checkpoints per AT Block evenly distributed with aminimum of 2 per county)The Vendor shall use their professional judgement to determine whether coordinates from previous stateproject GCP are sufficient or if they must be re-occupied. The Vendor shall be responsible for recoveringthe previous project state GCP and painting or setting panels as applicable. In the event the Vendor isunable to recover any of the previous state project GCP, then the vendor shall report such and establishand survey a new independent checkpoint in the same vicinity as the points that could not be recovered.The Vendor is expected to identify and comply with applicable specifications set forth in the StateStandard and this Scope of Work that cover these work phases. Specific sub-tasks that the Vendor mustaddress include, but are not limited to, the following:1.1. Develop and submit a Flight and Control Plan by area of interest based on the followingspecifications and the State Standard in accordance with the schedule in this Scope of Work. Theflight plan will be designed to facilitate a delivery order determined by and agreed upon by theVendor and the Project Team. The following are the flight planning specifications andevaluation criteria:Flight Plan Methodology• It is expected that the vendor develops a flight plan for the area of interest that meets thefollowing specifications and minimizes the overall cost to the county for the production anddelivery of 0.5-foot color orthoimagery based on their proposed equipment and procedures.• Since the project area does not have any areas of extreme elevation, 2-D flight planning withflying height set to average mean elevation over the planned flight line will be acceptable.Sun Angle• Conduct flights during optimal sun angle conditions to minimize shadows. A minimum 30-degree sun angleFlight Line Orientation• N-S flight line orientation.Nadir Ground Sample Distance (GSD)• Nadir GSD shall be between 0.15 feet to 0.50 feet for 75.0% of planned exposures or pseudoexposures for the push broom cameras4• Nadir GSD shall not be less than 0.12 feet or greater than 0.53 feet of planned exposures orpseudo exposures for the push broom cameras• For push broom cameras, GSD nadir values will be computed at pseudo exposure station spacingalong the flight line at 200 foot intervals• If either Nadir GSD flight plan specification is not met, then flight plan revision may be directedat the sole discretion of Moore County after consultation with the vendorTransportation Feature Ground Sample Distance (GSD)• Transportation feature GSD shall be between 0.15 feet to 0.55 feet for 98.0% of tested points• Transportation feature GSD shall not be less than 0.10 feet or greater than 0.60 feet• For push broom cameras, transportation feature GSD values will be computed at a distance not toexceed 100-foot spacing along the flight line• If either transportation feature GSD flight plan specification is not met, then flight plan revisionmay be directed at the sole discretion of Moore County after consultation with the vendorForward and Side Overlap• Forward overlap shall be planned at a minimum of 60%• Side overlap shall be planned at a minimum of 30%• The sum of void areas produced from intersecting the planned minimum reduced (F60/S30)image footprints with the terrain as compared to a defined area (stereo overlap, county, AT Block,or other area) shall be less than 0.10%• Planned forward overlap shall not be less than a nominal 58% (based on maximum void areadistance parallel to flight direction – see table below)• Planned side overlap shall not be less than a nominal 28% (based on maximum void area distanceperpendicular to flight direction – see table below)• If any forward or side overlap flight plan specification is not met, then flight plan revision may bedirected at the sole discretion of Moore County after consultation with the vendorDigital CameraDMC IDMC II - 140DMC II - 230DMC II – 250DMC IIIADS100UltraCam EagleTable 1 - Camera Overlap Distances58% FOL VoidDistance (ft.)77112141147146n/a13128% SOL VoidDistance (ft.)138121156172257200200Coverage•••The principal points of the first two and the last two exposures of each flight strip shall falloutside the project area boundaries.For push broom sensors, the flight design shall ensure the forward and aft imaging arrayscoverage fall outside the ends of each strip to accommodate stereo viewing of the entireproject area.All side boundaries shall include an overlap at least equal to the side overlapspecifications for the project.5
