Residential Waste, Recycling, & Yard Waste Collection Services RFQ

City of St. Clair Shores is seeking Statements of Qualifications from qualified and experienced firms to provide residential solid waste, recycling, and related collection services for properties located within the City. The City currently consists of approximately 23,000 residential homes, 5,000 Multi Family, and 800 Commercial pickups per week. The selected firm(s) must demonstrate the capacity, staffing, equipment, and operational experience necessary to serve a community of this size. The City’s objective is to identify a professional, reliable, and financially stable waste hauling firm capable of delivering consistent, highquality service, strong customer support, and compliance with all applicable local, state, and federal regulations. This RFQ may be used to establish a short list of qualified firms for future contract negotiations or a subsequent Request for Proposals (RFP).

1. SUBMISSION AND RECEIPT OF QUALIFICATIONS

Sealed qualifications will be received by the City of Saint Clair Shores at the City Clerks Office, 27600 Jefferson Ave, St. Clair Shores, Michigan 48081 until 10:00 A.M. local time on Tuesday April 7th, 2026. Qualifications received after the specified deadline will not be accepted. Qualifications are considered received when in the possession of the City Clerk’s Office. Submittals must be sealed, typewritten or printed in ink, and legibly prepared. Any erasures or corrections may be grounds for rejection unless properly initialed by the respondent. Qualifications may be mailed or hand-delivered. Digital copies (email or thumb drive) may be included as supplemental information but do not replace the required hard-copy submission.
