The following advertisement for bids shall be published in the City of Buffalo City Record and The BuffaloNews on the following date: WEDNESDAY, APRIL 15, 2026CITY OF BUFFALODEPARTMENT OF PUBLIC WORKSADVERTISEMENT FOR BIDSSealed proposals for:CITYWIDE MILL AND OVERLAY 2025GROUP 1118Cwill be received by the Commissioner of Public Works no later than:WEDNESDAY, MAY 6, 2026, at 11:00 AMIt is the bidder’s responsibility to ensure the sealed proposal is delivered before the bid openingand bidders must utilize one of the following methods:1.) Drop off the sealed proposal on the above-referenced date at Buffalo City Hall, Room 502 betweenthe hours of 9:00 AM and 11:00 AM. The Department of Public Works (DPW) will provide adesignated box for bidders to deposit sealed proposals. As there may be multiple bids due on thisdate, it is the bidder’s responsibility to clearly label their sealed proposal and ensure it is placed inthe correct box.2.) Sealed proposals may be mailed to: City of Buffalo DPW, 65 Niagara Square, City Hall Room 502,Buffalo, New York 14202, ATTN: Commissioner of Public Works. Bidders should allow sufficienttime for delivery before the bid opening and are strongly encouraged to schedule delivery one dayprior to the bid opening date. It is also recommended that bidders track the delivery of their mailedproposals and use appropriate priority mailing services as needed. City of Buffalo staff areavailable to accept deliveries Monday through Friday, from 8:00 AM to 4:00 PM.Bids will be opened by City of Buffalo Representatives on WEDNESDAY, MAY 6, 2026 at 11:00 AMLOCAL TIME via video/phone conference call. Bidder representatives who wish to attend must send anemail request to Phillip Pecoraro at ppecoraro@buffalony.gov no later than 5:00 PM on Tuesday, May 5,2026. Meeting invitations will be sent to requestors by 10:30 AM on the day of bid opening.Proposal documents can be viewed and ordered at www.avalonbuff-planroom.com in the Public Jobssection. If you do not have internet access or have questions about ordering from the website, pleasecontact Avalon Document Services at (716) 995-7777. Proposal documents may be obtained from AvalonDocument Services, 40 La Riviere Dr, Suite 150, Buffalo, NY 14202, upon a non-refundable payment ofFIFTY-EIGHT DOLLARS ($58.00) per set. Payment can be submitted only by company check or moneyorder made payable to the City of Buffalo, Department of Public Works. NO CASH AND NO PERSONALCHECKS.Addenda will be emailed from Avalon Document Services to Bidders listed on the official Plan Holders List.Bidders must acknowledge receipt of all Addenda by securely stapling in place all addenda within the frontor back covers of the proposal book. All Addenda so issued shall become part of the Contract Documents.The City of Buffalo will not be responsible for full or partial set of Contract Documents, including anyAddenda obtained from any other source. No questions or inquiriesregarding this bid will be accepted within three (3) business days prior to the bid opening.Each bidder’s attention is called to the General Municipal Law, which requires a bidder’s Certificationof Non-Collusion. Copies of such Certificates are part of the Proposal Form and, unless complied with,the bid will not be accepted.Pursuant to New York State Department of Labor (NYSDOL) requirements for public work projects:Contractors and Subcontractors need to register before submitting any new bids or commencingnew work on a covered project on or after December 30, 2024. NYSDOL encourages all contractorsand subcontractors to register as soon as possible to obtain a Certificate of Registration to avoid negativelyimpacting a bidding period or project schedule. Proof of Certificate of Registration must be submittedwith each bid.BIDDERS MUST SUBMIT PRIOR TO AWARDING OF A CONTRACT A STATEMENT INDICATINGTHAT THEY WILL WORK TOWARD A MINORITY WORKFORCE GOAL OF 25% AND A WOMENWORKFORCE GOAL OF 5%.
