NOTICE OF FORMAL WRITTEN PROPOSALS FOR 2026 NORTH 4TH STREET IMPROVEMENTS (CHATHAM ST TO SKARO ST)

RECEIPT AND OPENING OF PROPOSALS:  Sealed proposals for the work described below will be received online through QuestCDN.com and at the Office of the City Administrator, City of Saint Peter, 227 South Front Street, Saint Peter, MN 56082, until 10:00 am on April 23, 2026, at which time the bids will be opened and publicly read virtually through Microsoft Teams. DESCRIPTION OF WORK:  The work includes the construction of approximately:

Remove Concrete Walk/Dwy	10,000	SF		8” DIP Watermain	900	LF
Aggregate Base, Class 5	1,070	CY		4” Sanitary Sewer/1” Water Services	9	EACH
Bituminous Wear/Non-Wear	900	TON		12”-54” RCP Storm Sewer	1,000	LF
Concrete C&G Des. B618	1,750	LF		Precast Concrete Structures w/Castings	19	EACH
4”/6” Concrete Walk	9,400	SF		Turf Restoration	2,900	SY
10” PVC Sanitary Sewer	900	LF		Traffic Control & Striping	1	LS

together with numerous related items of work, all in accordance with Plans and Specifications.

COMPLETION OF WORK:  All work under the Contract must be substantially complete by October 31, 2026, with final completion by May 7, 2027. No work can begin prior to August 17, 2026. Substantial completion is defined as the completion of all work except crosswalk striping. Crosswalk striping shall be completed by the final completion date.

PLAN HOLDERS LIST, ADDENDUMS AND BID TABULATION:  The plan holders list, addendums, and bid tabulations will be available for download online at www.questcdn.com or www.bolton-menk.com. Any addendums may also be distributed by mail, fax, or email.

BID SUBMITTAL:  A Bid shall be submitted no later than the date and time prescribed and at the place indicated in the advertisement or invitation to bid.  For this project, the Owner will be accepting both paper bids and online electronic bids through QuestCDN. To access the electronic bid form, download the project documents, and click the online bidding button at the top of the advertisement. Prospective bidders must be on the plan holders list through QuestCDN for bids to be accepted.

RESPONSIBLE CONTRACTOR: All prospective contractors must comply with the minimum criteria for a “responsible contractor” as defined in Minn. Stat. § 16C.285, subd. 3. A false statement under oath verifying compliance with any of the minimum criteria will make the contractor ineligible for the project and may result in contract termination.

BID SECURITY: A certified check or proposal bond in the amount of not less than 5 percent of the total amount bid, drawn in favor of the City of Saint Peter, shall accompany each bid.

OWNER'S RIGHTS RESERVED:  The Owner reserves the right to reject any or all bids and to waive any irregularities and informalities therein and to award the Contract to other than the lowest bidder if, in their discretion, the interest of the Owner would be best served thereby.
