27001 TUSD Schools Roof Replacement ProjectTRAVIS UNIFIED SCHOOL DISTRICTNOTICE INVITING BIDSBid No. 26017TUSD Schools Roof Replacement ProjectNOTICE TO BIDDERSNotice is hereby given that the governing board (“Board”) of the Travis Unified School District (“District”)will receive sealed bids for the following project, Bid No. 27001 (“Project” or “Contract”): TUSD SchoolsRoof Replacement Project for roof replacement services at six (6) District sites. The work generallyconsists of removing existing failed roofing systems, repairing or replacing damaged substrate, andinstalling new seamless roofing systems and associated components. The sites are: Cambridge Elementary School, 100 Cambridge Drive, Vacaville, CA 95687 Foxboro Elementary School, 600 Morning Glory Drive, Vacaville, CA 95687 Golden West Middle School, 2651 De Ronde Drive, Fairfield, CA 94533 Vanden High School, 2951 Markeley Lane, Fairfield, CA 94533 District Office Bldg., 2751 De Ronde Drive, Fairfield, CA 945331. A Mandatory Pre‐Bid Walk through will be on Thursday, April 9, 2026, at 9:00 a.m. and Tuesday,April 14, 2026, at 9:00 a.m. We will start at Cambridge Elementary and then travel to the remainingsites. All participants will be required to sign in. Failure to attend or tardiness will render bidineligible. You will only be required to attend one of the two site visits.2. Questions must be submitted by Thursday, April 16, 2026, by 2:00 p.m. toFacilities@TravisUSD.org. Following the pre‐bid walks, all potential contractors will be able tosubmit requests for information or clarifications. Questions will not be accepted after the dateabove.3. Responses to questions will be posted on Tuesday, April 21, 2026, by 12:00 p.m. All questions andanswers will be available to all bidders and posted on the District’s web site at:https://www.travisusd.org/departments/facilities/rfpsbidscupccaa.4. Bids must be received by and will be opened on Monday, April 27, 2026, at 1:00 p.m., at theBusiness Services Department 2751 De Ronde Drive, Fairfield, CA 94533. Any bid that is submittedafter this time shall be non‐responsive and returned to the sender. Any claim by a bidder of error inits bid must be made in compliance with section 5100 et seq. of the Public Contract Code.Notice to Bidders1Travis Unified School District27001 TUSD Schools Roof Replacement Project5. The Project consists of:Removal of existing failed layers of roofing material down to the substrate, replacing any dry rot,install a new roofing system with all new flashing, and may include items like scuppers, skylights,and gutters. See Attachment A for project scope details. Provide a 3‐year workmanship warranty and a 40 Year manufacturer guarantee.The general contractors, RFP respondents, are responsible for their own advertising, documentdistribution and document tracking.6. To bid on this Project, pursuant to Public Contract Code section 20111.6, all prime contractors forDistrict projects using state general funds, funds received pursuant to the Leroy F. Greene SchoolFacilities Act of 1998, or any funds received, including funds reimbursed, from any future stateschool bond for a public project that involves a projected expenditure of $1,000,000 or more mustbe prequalified. Pre‐qualification documents can be found on the District website athttps://www.travisusd.org/departments/facilities/rfpsbidscupccaa.Pre‐qualification packages must be received by Monday, April 20, 2026, by 4:00 p.m., at theBusiness Services Department 2751 De Ronde Drive, Fairfield, CA 94533.Packages will be reviewed and contractors will be notified on status by Thursday, April 23, 2026.7. To bid on this Project, the Bidder is required to possess one or more of the following State ofCalifornia contractors’ license(s):A (General Engineering), B (General Contractor), or C‐39 (Roofing) depending upon bid proposal.The Bidder's license(s) must remain active and in good standing throughout the term of theContract.8. To bid on this Project, the Bidder is required to be registered as a public works contractor with theDepartment of Industrial Relations. This Project is subject to labor compliance monitoring andenforcement by the Department of Industrial Relations pursuant to Labor Code section 1771.4 andsubject to the requirements of Title 8 of the California Code of Regulations. The successful Biddershall comply with all requirements of Division 2, Part 7, Chapter 1, Articles 1‐5 of the Labor Code.9. Contract Documents and forms will be available on or after April 2, 2026, for review at theBusiness & Operations Office, and may be downloaded from the district’s website athttps://www.travisusd.org/departments/facilities/rfpsbidscupccaa. In addition, Contract Documentsare available for bidders’ review at the following builders’ exchanges: Construction Bidboard (Ebidboard) Dodge Data & Analytics Marin Builders Association Sacramento Regional Builders’ Exchange(800) 479‐5314(877) 784‐9556(415) 462‐1220(916) 442‐899110. Each bid must conform and be responsive to all pertinent Contract Documents, including, but notlimited to, the Instructions to Bidders.Notice to Bidders2Travis Unified School District27001 TUSD Schools Roof Replacement Project11. The successful Bidder shall be required to furnish a 100% Performance Bond, if over $25,000.00, anda 100% Payment Bond if it is awarded the Contract for the Work.12. The successful Bidder may substitute securities for any monies withheld by the District to ensureperformance under the Contract, in accordance with the provisions of section 22300 of the PublicContract Code.13. The Contractor, and all subcontractors under the Contractor, shall pay all workers performing workpursuant to this Contract not less than the general prevailing rate of per diem wages, including thegeneral prevailing rate for holiday and overtime work, as determined by the Director of theDepartment of Industrial Relations, State of California, for the type of work performed and thelocality in which the work is to be performed within the boundaries of the District, pursuant tosection 1770 et seq. of the California Labor Code. Prevailing wage rates are also available from theDistrict or on the Internet at: <http://www.dir.ca.gov>.14. The District shall award the Contract, if it awards it at all, to the lowest responsive responsiblebidder based on: The base bid amount and ability to complete the work by August 6, 2026.GENERAL INFORMATION15. Modifications: The District will allow both submittal modifications and withdrawals up to thesolicitation’s closing time.16. Request for Additional Information: The submitting firm will furnish clarifying information ifrequested by the District.17. Acceptance/Rejection/Modification to Bids: The Board reserves the right to reject any and all bidsand/or waive any irregularity in any bid received. If the District awards the Contract, the security ofunsuccessful bidder(s) shall be returned within sixty (60) days from the time the award is made.Unless otherwise required by law, no bidder may withdraw its bid for ninety (90) days after the dateof the bid opening.18. References: Contractors who have not performed services for the District in the previous threeyears shall submit a reference list that includes contact name and phone number.19. Safety: The Trade Contractor shall take all necessary safety and other precautions to protectproperty and persons from damage injury or illness arising out of the performance of the work. TheTrade contractor must comply with all OSHA requirements, as well as any and all other safetystandards and requirements applicable to work. Trade Contractor to provide the Districtrepresentative with all applicable SDS for the work performed.20. Clean‐Up: The Trade Contractor shall keep the Site and surrounding area free from accumulation ofwaste material or rubbish caused by operations under the Contract. The Site shall be maintained in asafe, neat and orderly condition. If the Trade Contractor fails to clean up as provided in the ContractDocuments, the District may do so without prior notice to the Trade Contractor and the cost thereofshall be invoiced to the Trade Contractor and withheld from progress payments and/or retention.When directed by the District, Trade Contractor and Subcontractor shall dismantle temporarystructures, if any, and remove from the Site all construction and installation equipment, fences,scaffolding, surplus materials, rubbish, and supplies belonging to Contractor or Subcontractor.Notice to Bidders3Travis Unified School District27001 TUSD Schools Roof Replacement ProjectINSTRUCTIONS TO BIDDERSBidders shall follow the instructions in this document, and shall submit all documents, forms, andinformation required for consideration of a bid.Travis Unified School District (“District”) will evaluate information submitted by the apparent low Bidderfor qualification and, if incomplete or unsatisfactory to the District, Bidder’s bid may be rejected at thesole discretion of District.A. Bids are requested for a general construction contract, or work described in general, for thefollowing project (“Project” or “Contract”):TUSD School Roof Replacement ProjectB. A Bidder, and its subcontractors, must possess the appropriate State of California contractors’license and must maintain the license throughout the duration of the project. Bidders must alsobe registered as a public works contractor with the Department of Industrial Relations pursuantto the Labor Code. Bids submitted by a contractor who is not properly licensed or registeredshall be deemed nonresponsive and will not be considered.C. District will receive bids from bidders as stipulated in the Notice to Bidders.a. Bids must be submitted to the Business Services Department by date and time shown in theNotice to Bidders.b. Bids must contain all documents as required herein.D. Bidders must submit bids on the documents titled Bid Form and Proposal and must submit allother required District forms. Bids not submitted on the District's required forms shall bedeemed nonresponsive and shall not be considered. Additional sheets required to fully respondto requested information are permissible.E. Bidders shall not modify the Bid Form and Proposal or qualify their bids. Bidders shall not submitto the District a re‐formatted, re‐typed, altered, modified, or otherwise recreated version of theBid Form and Proposal or other District‐provided document.F. Bidders must supply all information required by each Bid Document. Bids must be full andcomplete. District reserves the right in its sole discretion to reject any bid as nonresponsive as aresult of any error or omission in the bid. Bidders must complete and submit all of the followingdocuments with the Bid Form and Proposal:a. Site Visit Certification.b. Non‐Collusion Declaration.c. Prevailing Wage Certification.G. The Contractor, and all Subcontractors under the Contractor, shall pay all workers on all workperformed pursuant to the Contract not less than the general prevailing rate of per diem wagesand the general prevailing rate for holiday and overtime work as determined by the Director ofthe Department of Industrial Relations, State of California, for the type of work performed andInstructions to Bidders4Travis Unified School District27001 TUSD Schools Roof Replacement Projectthe locality in which the work is to be performed within the boundaries of the District, pursuantto sections 1770 et seq. of the California Labor Code. Copies of the general prevailing rates ofper diem wages for each craft, classification, or type of worker needed to execute the Contract,as determined by Director of the Department of Industrial Relations, are available upon requestat the District’s principal office. Prevailing wage rates are also available on the internet athttp://www.dir.ca.gov.H. Submission of bid signifies careful examination of Contract Documents and completeunderstanding of the nature, extent, and location of Work to be performed. Bidders mustcomplete the tasks listed below as a condition to bidding, and submission of a bid shallconstitute the Bidder's express representation to District that Bidder has fully completed thefollowing:a. Bidder has visited the Site, if required, and has examined thoroughly and understood thenature and extent of the Contract Documents, Work, Site, locality, actual conditions, as‐builtconditions, and all local conditions and federal, state and local laws, and regulations that inany manner may affect cost, progress, performance, or furnishing of work or that relate toany aspect of the means, methods, techniques, sequences, or procedures of construction tobe employed by Bidder and safety precautions and programs incident thereto;b. Bidder has conducted or obtained and has understood all examinations, investigations,explorations, tests, reports, and studies that pertain to the subsurface conditions, as‐builtconditions, underground facilities, and all other physical conditions at or contiguous to theSite or otherwise that may affect the cost, progress, performance, or furnishing of Work, asBidder considers necessary for the performance or furnishing of Work at the Contract Sum,within the Contract Time, and in accordance with the other terms and conditions ofContract Documents, including specifically the provisions of the General Conditions; and noadditional examinations, investigations, explorations, tests, reports, studies, or similarinformation or data are or will be required by Bidder for such purposes;c. Bidder has correlated its knowledge and the results of all such observations, examinations,investigations, explorations, tests, reports, and studies with the terms and conditions of theContract Documents;d. Bidder has given the District prompt written notice of all conflicts, errors, ambiguities, ordiscrepancies that it has discovered in or among the Contract Documents and the actualconditions, and the written resolution(s) thereof by the District is/are acceptable to Bidder;e. Bidder has made a complete disclosure in writing to the District of all facts bearing upon anypossible interest, direct or indirect, that Bidder believes any representative of the District orother officer or employee of the District presently has or will have in this Contract or in theperformance thereof or in any portion of the profits thereof;f. Bidder must, prior to bidding, perform the work, investigations, research, and analysisrequired by this document and that Bidder represented in its Bid Form and Proposal and theAgreement that it performed prior to bidding. Contractor under this Contract is chargedwith all information and knowledge that a reasonable bidder would ascertain from havingperformed this required work, investigation, research, and analysis.
