INVITATION FOR BID2026 Annual Plumbing Unit Priced Contract ServicesThe City of Sedro-Woolley is soliciting bids under the city’s Small Works Roster utilizing MRSC Rosters for anemergency unit priced (as-needed) contract for plumbing repair services. The annual contract will coveremergency as-needed services for a 12-month period beginning on March 1, 2026, and ending on February 28,2027. Proposals cover the following on-call service at the following locations:1. Sedro-Woolley Municipal Building2. Sedro-Woolley Senior Center3. Sedro-Woolley (Old) Public Library4. Sedro-Woolley Community Center5. Bingham Park Caretaker Residence6. Hammer Heritage Square7. Police Evidence Garage8. Riverfront Park9. Olmsted Park10. Memorial Park11. Bingham Park12. This work will include annual testing for twenty-eight (28)backflow devices from ¾-inch to 6-inch diameter at various locations within the City of Sedro-Woolley. The annualcontract limit will not exceed $15,000. Actual value will vary, with no minimum amount guaranteed.All bidders must be qualified and familiar with all plumbing systems and must have demonstrated a past history ofresponsiveness, technical expertise, and professionalism. Contractor will respond to City calls within 1 hour afterreceipt of request between 8:00 a.m. - 4:30 p.m., Monday through Friday, and within two hours between 4:30 p.m.- 8:00 a.m., Monday through Friday and weekends and holidays. Response time is defined as having adequateresources necessary to perform the work on-site.Contractor will troubleshoot and/or diagnose plumbing problems and recommend emergency or routine repairprograms as required.Contractor will assist City personnel in location of necessary repair parts. City personnel will procure parts asnecessary or may designate that the contractor supply parts.Contractor will assist City personnel in making repairs to eliminate or reduce downtime of vital plumbing systemsat various City facilities.2026_unit_priced_plumbing_ifb.doc3/3/2026Contractor will be required to have all necessary equipment. Contractor will provide the necessary manpower andequipment to perform normal plumbing repairs or replacements and emergency repair or replacement.Materials provided for individual projects will be per the current edition of the International Building Code. For currentrates in Skagit County use the following link: https://secure.lni.wa.gov/wagelookup/rates/journey-level-rates anduse the bid close date as the effective date.RCW 39.04.350 establishes bidder responsibility criteria. Before the City accepts a contractor’s bid, thecontractor must:• Be a registered contractor at time of bid submittal (RCW 18.27.020)• Have a current state Unified Business Identifier (UBI) number.• Have industrial insurance coverage as verified by WA Labor and Industries (RCW Title 51)• Have an Employment Security Department number (RCW Title 50)• Have a state Excise Tax Registration number (RCW Title 82)• Have never been disqualified from bidding under RCW 39.06.010 or 39.12.065(3)• If bidding on a public works project subject to the apprenticeship utilization requirements in RCW39.04.320, must not have been found out of compliance by the WA State apprenticeship and trainingcouncil under chapter RCW 49.04 for the one-year period immediately preceding the date of the bidsolicitation.• Bidders must have received training on the requirements related to public works and prevailing wageunder RCW chapters 39.04.350 and 39.12.• Bidders within the three-year period immediately preceding the date of the bid solicitation, may not havebeen determined by a final and binding citation and notice of assessment issued by the WA Labor andIndustries or through a civil judgement entered by a court as defined in RCW 49.48.082, any provision of49.46, 49.48, or 49.52 RCW.Bidders shall register or maintain registration on MRSC Rosters at http://www.mrscrosters.org prior to bidsolicitation. Bidders not on the roster prior to solicitation will be considered non-responsive. Successful biddersmust have or shall obtain a Sedro-Woolley business license at https://dor.wa.gov/city-license-endorsements/sedro-woolley prior to any payment and be current with all applicable licenses, taxes, and feesowed to the City of Sedro-Woolley.Interested contractors are to submit the requested forms as provided and have completed training prior to bidsubmittal:• Bid Proposal Form utilizing the form provided.• Supplemental Bidder Responsibility Criteria including references utilizing the form provided.• Certification of Compliance with Wage Payment Statutes utilizing the form provided.• Current Rate Sheet including labor and equipment rates – may provide on company letterhead.• Must have received training related to the public works and prevailing wage requirements or be exemptas verified by WA Labor and Industries (RCW 39.04.350(1)(f)) prior to bid submittal.Proposals are due by 2 pm on Tuesday, March 17, 2026.
