Bid Title: RFQ - On-Call Developmental Review
Category: City of Dublin Bid Postings Status: Open Description: The City of Dublin is seeking qualified Engineering firms to provide professional on-call development review for a wide variety of private land development projects.
The City is interested in securing firms for the specific purpose of obtaining on-call development review. This RFQ does not commit the City to enter into a contract, nor does it obligate the City to pay for any costs incurred in preparation and submission of the statement of qualifications (SOQ) or in anticipation of a contract.
This agreement shall be established for a three-year term, with the option to extend for up to two additional years. Please note, the City may select more than one firm with which to enter into a contract. Proposals shall be required for all services identified in this RFQ. Selected firm(s) shall submit SOQs which demonstrate that they can perform the scope of work for all potential projects, but are not guaranteed work.
Work shall be requested on an as needed basis and paid according to an approved rate schedule. The cost of developing a scope of service for a particular project shall be included in the Consultant’s cost of doing business and the City will not be responsible for any costs associated with preparing it.

The cost ofdeveloping a scope of service for a particular project shall be included in the Consultant’s cost of doing businessand the City will not be responsible for any costs associated with preparing it.ConsiderationsThe City of Dublin is seeking professional services of qualified engineering firms to provide on-call developmentreview for multiple projects over the next three years. The City intends to select the most qualified firm(s) toprovide these services. The selected firm will perform services on a “Time and Materials” basis to be negotiatedwith the City. The firm’s services will be negotiated on a per project basis and have a budget and specific workscope.Once a Task Order is approved, rates are locked in for the duration of the project. Travel time, mileage, vehicles,meals, etc. will not be allowed and should be incorporated into your hourly rates provided. Consultant mayrequest hourly rates be updated annually, prior to the City’s fiscal year start. Rate increases shall not exceed 3%and shall be based on the San Francisco Bay Area Consumer Price Index CPI for that period of time and this shallbe submitted to the Public Works Management Analyst, or their designee, each May (effective each July 1st) forapproval prior to taking effect.Scope of Services• Provide staff augmentation services.• Serve as engineering project manager and primary engineering reviewer for a wide variety of landdevelopment, subdivision, commercial, encroachment permit, small cell permit, planning applications,and building permit applications.• Review and manage multiple land development, subdivision, commercial, encroachment permit, smallcell permit, planning applications, and building permit applications from initial planning application orentitlement through issuance of permit for construction or improvement plan and final map approval,construction, to final sign-off of improvements, turnover for maintenance, and warranty release.• Review, analyze, and develop conditions of approval for various planning entitlement applications suchas Tentative Maps, Site Development Reviews and Conditional Use Permits.• Review various encroachment permit applications, including small cell site applications, and buildingpermit applications.• Review parcel maps, final maps, tract improvement plans, grading plans, street improvement plans, plotplans and building permit plans for conformance with City and State regulations and engineeringstandards of practice, including ADA and accessibility requirements.• Review plans and documents for conformance with the requirements of the RWQCB NDPES MunicipalRegional Permit (MRP), including but not limited to:o Low impact development.o Source control.o Design of storm water treatment measures and sizing calculations.o Hydromodification standards and the use of BAHM software to both design and reviewdetention and metering devices.o Trash capture.o Stormwater Management Maintenance Agreements.• Work collaboratively with Public Works Staff and other City departments such as Planning, Building,Economic Development, Fire and Environmental Services during the review process.• Coordinate the review and approval process with outside agencies such as Dublin San Ramon ServicesDistrict, Zone 7 and Alameda County.• Correspond directly with applicants and their design teams.• Attend meetings with applicants and Staff and conduct various other duties in order to efficientlycoordinate project reviews with City Staff.• Write memorandums summarizing plan review comments for transmittal to applicants and otherdepartments/agencies.• Write staff reports for City Council meetings.• Prepare agreements including long-term encroachment agreements, stormwater operations &maintenance agreements and subdivision improvement agreements.• Administer surety bonds associated with various agreements.• Prepare grant deeds, grants of easement or certificates of acceptance documents and review ofassociated plat maps and legal descriptions.• Perform field observations and walk-throughs of projects under construction, in support of Public Worksinspection staff/consultants.• Perform field observations and walk-throughs of completed project for final acceptance, in coordinationwith City staff/consultantsPerformance Measures:1. Ninety percent (90%) of the time, complete review of development applications in accordance with theschedules established by the Public Works Department and Community Development Department.2. Notify the Public Works Department within three business days of receipt of an incomplete plan reviewapplication package, so that the applicant can be notified that the submittal is incomplete.3. Ninety percent (90%) of the time, be available for an online or teleconference meeting within two businessdays of a meeting request from the Public Works Department.4. Ninety percent (90%) of the time, be available within two business days for a field observation or projectwalk-through of projects in construction.5. Maintain records of performance and make those records available to the Public Works Department uponrequest.6. Receive positive annual inter-departmental feedback from City staff on the consultant’s collaboration,responsiveness, and technical competence.If the Consultant is unable to meet the timelines or requirements established by the Public Works Department,the City will provide written comments outlining the deficient deliverables and will, in good faith, meet and discusswith the Consultant regarding their performance to understand the circumstances and collaboratively identify aresolution. If performance issues persist, and the City can reasonably demonstrate that such issues are due to theConsultant’s actions or omissions, the City may, (i) temporarily withhold payment for the specific deliverables inquestion until they are satisfactorily completed and accepted, or (ii) request that the Consultant re-perform theservices at no additional cost. Repeated and material failure to meet agreed-upon performance measures, afterreasonable opportunity to cure and upon substantiated fault of the Consultant, may constitute grounds fortermination for cause.Process and General Conditions1.
