Seattle City Light is seeking responses to this Request for Information (RFI) from qualified organizations regarding transportation electrification system data management services.

The objective of this RFI is to gather insights and information on best practices, tools, and approaches for the development, analysis, storage, management, verification, evaluation, sharing, and education of data related to transportation electrification activities and compliance with the Washington State Clean Fuel Standard (CFS).

Background

Seattle City Light (SCL) is committed to reducing greenhouse gas emissions from the transportation sector. As part of our Transportation Electrification Strategic Investment Plan, we are actively participating in Washington State’s Clean Fuel Standard (CFS) and generating credits by tracking the dispensation of low-carbon electricity used as transportation fuel.

To comply with CFS requirements, Seattle City Light must maintain rigorously accurate and precise records of all electricity dispensed for EV charging within our service territory, including energy usage and session-level details. As the registered reporting entity to the State of Washington, SCL is responsible for coordinating and storing all data reported by other City departments that choose to participate in the CFS program.

Seattle City Light also owns and operates a growing network of public EV charging stations, which is expected to expand significantly in the coming years. To support this expansion, we are seeking a unified, data-driven system to support asset management and grid investment planning. The integration and synthesis of charger and vehicle data, paired with a robust data storage and management platform, will support both CFS participation and compliance, as well as enable more effective grid planning and prudent asset management.

SCL is therefore seeking a comprehensive data management solution to meet the compliance requirements of the Washington CFS program and support broader transportation electrification initiatives. As our data needs grow in scale and complexity, we are requesting information on:

  • Data products and platforms,
  • Managed services,
  • Scalable and secure data storage,
  • Innovative or creative solutions that can meet or exceed program requirements.

In addition, Seattle City Light is interested in:

  • The integration of charger and vehicle data into grid planning and operations,
  • Identification of key partners and stakeholders in the data integration ecosystem,
  • Exploration of optional integration with Distributed Energy Resource Management Systems (DERMS) for future applications such as vehicle-to-grid (V2G), distributed energy resources (DERs), and demand response assets in alignment with broader strategic electrification efforts.

Capturing these EV-specific data points will require integration with new and evolving ecosystems—including those related to transportation, vehicle manufacturers, and charging networks—and may necessitate the use of diverse and non-traditional techniques. Seattle City Light recognizes that a single, one-size-fits-all strategy may not be the most efficient or effective in today’s complex landscape. High costs, inconsistent data availability, methodological complexity, and time constraints further underscore the importance of flexible, interoperable, and scalable data integration capabilities.
