IntroductionThe City of Sumner solicits interest from consulting firms with expertise in providing professional services in the area of civil engineering and municipal public works projects. Services are expected to last one (1) year with the option for the City of Sumner to extend further for additional time and money if necessary. Consultants will be considered for the following project.
The City of Sumner reserves the right to amend the terms of this Request for Qualifications (RFQ), to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.
Prospective consultants will be held to Federal Equal Employment Opportunity (EEO) requirements for federally funded projects and to the Americans with Disabilities Act (ADA) and the Civil Rights Act language adopted by the City of Sumner.
Aspects of this project may be subject to Washington State Prevailing Wage rules, filings, and requirements.
Project DescriptionThe work to be performed by the consultant consists of preparing engineering design and environmental NEPA permitting for this project. The project aims to evaluate whether road safety may be improved along two key roadway segments:
- 60th St E (west of Sumner-Tapps Highway E)
- 160th St E at Elm St E
Potential safety enhancements include:
- Edge-line profiled striping
- High-visibility curve warning signs with advisory speeds and chevrons
- Signs with perimeter LEDs
- Radar speed feedback signs
- Raised curbs within existing medians or two-way left-turn lanes
The specific improvements at each location will be determined through an engineering study based on site conditions and any identified safety needs. This project has a 0% DBE goal for the design phase.
Evaluation Criteria- Qualifications and expertise of the firm with public works infrastructure.
- Qualifications and expertise of the proposed project manager and key staff.
- Consultant’s approach to the City’s project.
- Familiarity with WSDOT/FHWA standards, WSDOT LAG Manual, City of Sumner standards, and codes.
- Ability to perform high quality work, control costs, and meet schedules.
- Past performance and references.
- Ability to perform work on subsequent phases.
After the deadline for acceptance of proposals, Statements of Qualifications (SOQs) will be reviewed and evaluated by an Evaluation Committee comprised of City staff, appointed or elected officials, and individuals selected by Public Works staff.
The City will interview the top firms as ranked by the Evaluation Committee. Interview results and reference feedback will be incorporated into the final rankings.
If a contract cannot be negotiated with the top-ranked firm, the City will proceed to the next ranked firm until an agreement is reached.
Format and Content RequirementsThe SOQ should describe the proposed team, qualifications of key individuals, and relevant experience on similar projects. Subconsultants may be included.
- Introductory letter stating interest in the project.
- Resumes for no more than three (3) key team members, including subconsultants.
- List of similar projects completed within the past ten (10) years with references.
- Reference projects must identify involvement of proposed team members.
- Statement assuring team members will not be replaced without City approval.
The SOQ must not exceed ten (10) pages, excluding cover letter, covers, and section dividers.
Submittal DeadlinePlease submit an electronic version of your SOQ in a single PDF document by email to bids@sumnerwa.gov no later than 1:00 p.m. on January 7, 2026.
Hard copy submittals are not required. Late submissions may be rejected. Postmarks will not be accepted.
