Proposal
The City of St. Cloud, Minnesota is soliciting Request for Proposals from qualified consultant engineering firms to provide professional design services for the Improvements and Rehabilitation of Wastewater Lift Station No. 51, also referred to as the Main Lift Station (MLS).
The selected consultant will evaluate the existing facilities and equipment, develop recommended improvements, prepare design documents, provide opinions of probable construction cost and support the City through the bidding process.
Submission RequirementsSubmittal of questions in writing shall be directed to Jacob Ethen , Wastewater Services Manager, by Monday, February 16, 2026. A written response will be provided to all written questions by 11:00 AM (CST) on February 23, 2026.

PUBLIC UTILITIES DEPARTMENTRequest for ProposalsDesign Services Related to Wastewater Lift Station No. 51Main Lift Station, Improvements and RehabilitationProposalThe City of St. Cloud, Minnesota is soliciting proposals from qualified consultantengineering firms to provide professional design services for the Improvements andRehabilitation of Wastewater Lift Station No. 51, also referred to as the Main Lift Station(MLS).The selected Consultant will evaluate the existing facilities and equipment, developrecommended improvements, prepare design documents, provide opinions of probableconstruction cost and support the City through the bidding process.Background InformationThe Main Lift Station was constructed to serve as a remote headworks pumping stationfor 3.3 miles of force main that runs southerly to the St. Cloud Nutrient, Energy, and Water(NEW) Recovery Facility. The NEW Recovery Facility averages approximately 10 milliongallons per day (MGD) with a maximum flow of 17.9 MGD.Originally constructed in 1973 to serve the cities of St. Cloud, St. Joseph, Sartell, SaukRapids, and Waite Park, this lift station has a design capacity of 30MGD. Pumpingupgrades and controls were completed in 1997 and 2017. Supervisory Control and DataAcquisition (SCADA) system improvements were also completed in 2017 and consistedof new Programmable Logic Controller (PLC) controls, upgraded motor control centers(MCCs), backup generator capacity, and miscellaneous electrical updates for codecompliance and upgrading from radio to fiber communication.Existing Facility InformationLocation: 532 33rd Street South, St. Cloud, MN 56301Lift Station Type: Modified Dry Well with PowerhouseInfluent channel is a 72” Interceptor with mechanical screenPage 1 of 4Effluent pump discharge header is 30” DIP to One (1) 42” and one (1) 30” Ductile IronPipe (DIP) prior to the forcemains of prestressed concrete pipe (PCCP); to be soonreplaced with one (1) 42” Hobas/DIP combined pipe.Years Constructed: 1973/1997/2017/2024-2026Known Deficiencies:• Limited capacity without the planned addition of Lift Pump No. 5• Aging Lift Pumps No. 1 and No. 3 requiring replacement• Associated piping, valves, and controls components in need of rehabilitation orreplacement.Resources Available2022 Metro Sewer System Facilities Plan, upon request.The City will provide the 2017 Main Lift Station Rehabilitation Record Drawings andavailable operational data and maintenance records, as applicable to the selectedConsultant.Scope of ServicesThe Consultant shall provide professional engineering services necessary to evaluate,design, and document improvements to the Main Lift Station. Services shall include, butnot be limited to, the following tasks:1. Evaluation and Assessmenta. Evaluate existing mechanical, electrical, structural, and control systemsb. Assess the addition of Lift Pump No. 5, including associated piping, valves,and controlsc. Evaluate and assess recommended replacements for Lift Pumps No. 1 andNo. 32. Design Servicesa. Prepare preliminary design documents at 60 percent, 95 percent, and finalplans and specification completion levelsb. Submit working drawing sets at each design milestone for Owner reviewand commentc. Incorporate Owner comments into each milestone and into final plans andspecificationd. Prepare final plans and specifications suitable for public bidding andsolicitation of quotes3. Cost Estimatesa. Prepare opinions of probable construction cost at appropriate designmilestonesb. Provide engineer’s estimates for recommended improvements andequipment replacements4. Components to be Evaluateda. Electrical systems, including transformers, disconnects, conduits, electricalservices, and control upgradesb. Integration with the existing SCADA systemc. Mechanical and plumbing systemsd. The cost proposal will not be considered a bid; it will serve as the basis fornegotiating a professional services agreement with the selected Consultant.Consultant Selection ProcessThe proposals will be evaluated based on qualifications, experience, proposedapproach, anticipated cost of services, and other relevant factors.Selection criteria shall include, but not be limited to:1. Related professional experience and availability of key personnel to beassigned to the project.2. Recent experience providing comparable wastewater systems and lift stationdesign services.3. Demonstration of understanding of the operational relationship betweenWastewater Lift Station No.51 (MLS) and the St. Cloud NEW Recovery Facility,current issues, and future needs.4. Current workload and demonstrated ability to meet project schedules.5. Qualifications and experience of sub-consultants. List of sub-consultants shallbe submitted with proposal (if applicable).6. Proposed project timeline.7. Anticipated cost of services and demonstrated ability to meeting project costwithout significant change overs or over-runs.As the contracting authority, the City of St. Cloud shall make the final decision concerningConsultant selection and Consultant contracts.
