The RFP is posted here on the Town of Bloomfield’s website only for ease of reference by potential bidders and was neither reviewed nor approved by the Town of Bloomfield for publication. Posting here of the RFP is simply as a convenience to potential bidders. Any questions regarding the RFP or the bid process related to this RFP should be directed to the Housing Authority of Bloomfield.

1. Introduction

Bloomfield Housing Authority (BHA) is seeking qualified contractors to provide and install windows and doors for the Scattered Site Program. This project requires high-quality materials and professional installation to meet safety, energy efficiency, and aesthetic requirements.

2. Scope of Services

The selected contractor will be responsible for the following services:

2.1. Supply and Installation of Windows and Doors
  • Provide 45 installations of windows and 20 installations of doors as per specifications.
  • Install windows and doors in compliance with local building codes and industry standards.
  • Ensure proper sealing, insulation, and weatherproofing.
  • Dispose of old windows and doors in an environmentally responsible manner.
2.2. Material and Design Specifications
  • Windows: White double-pane, energy-efficient, insulated glass and vinyl finish etc..
  • Doors: (Entry doors and security locks,        fire ratings.
  • All products must meet Energy Star, LEED, or other applicable certifications.
2.3. Installation Requirements
  • Conduct site inspections before installation.
  • Provide structural reinforcements if necessary.
  • Ensure all installations meet ADA (if applicable) and local compliance requirements.
  • Minimize disruption to the surrounding area and clean up the site after installation.
2.4. Warranty and Maintenance
  • Provide a minimum warranty for materials and workmanship.
  • Offer an optional maintenance plan, if available.
  • Address any defects or installation issues within time of notification.
3. Proposal Submission Requirements

Interested vendors must submit a proposal that includes the following:

  1. Company Information – Business name, address, years in business, and relevant experience.
  2. Project Approach – Description of how the company plans to execute the installation.
  3. Schedule & Timeline – Estimated start and completion dates.
  4. Cost Proposal – Detailed pricing breakdown, including labor and materials.
  5. References – List of similar completed projects with client contact information.
  6. Licenses & Insurance – Proof of licensing, bonding, and insurance coverage.
  7. BABA Compliance -Certification that all windows and door are manufactured in the U.S.
4. Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  • Experience and qualifications (30%)
  • Compliance with specifications and BABA requirements (20%)
  • Cost-effectiveness (20%)
  • Project timeline (15%)
  • References and past performance (15%)
