NOTICE INVITING BIDSProject Title: Citywide Alleyway Resurfacing - La Colonia Neighborhood Alley ReconstructionProject, Specification No. PW 25-121.Bid Submission. The City of Oxnard, California (“City”) will accept Bids for the above referencedproject through electronic submission at Planet Bids at the link listed here:https://vendors.planetbids.com/portal/69575/portal-home until 2:00 p.m. on April 7, 2026. Shortlyafter 2:00 p.m. there will be a public reading of the bids in the City Council Chambers located at305 West Third Street, First Floor, Oxnard, California 93030.Contract Documents. Prospective Bidders may obtain bid documents through the City ofOxnard’s electronic bidding portal located at Planet Bids at the link listed herehttps://vendors.planetbids.com/portal/69575/portal-home.Scope of Work. As more specifically described in the Bid Package, the Project includesfurnishing all necessary labor, materials, equipment and other incidental and appurtenant Workto reconstruct existing asphalt concrete alleys on twelve (12) locations within the La ColoniaNeighborhood. The Work includes the removal & disposal of excavated asphalt concrete andbase materials; removal of weeds, roots & debris; compaction of subgrade and base; installationof 6” PCC pavement over 6” of Class 2 Aggregate base; and adjustment of manhole, water valve,and meter frames & covers to finished grade.Bid Security and Bonds. Bid Security in the form of either (a) cash; (b) a certified or cashier’scheck; or (c) a bidder’s bond made payable to City of Oxnard in an amount equal to ten percent(10%) of the Total Bid Price is required to be mailed or delivered by the Bid Due Date to theOxnard City Clerk’s office located at 300 West Third Street, Fourth Floor, Oxnard, CA 93030. TheBid Security envelope must be clearly marked “BID SECURITY–LA COLONIA NEIGHBORHOODALLEY RECONSTRUCTION PROJECT, SPECIFICATION NO. PW 25-121” including theBidder’s name and address on the outside of the envelope. The successful Bidder will be also berequired to furnish performance and payment bonds, each in an amount equal to one hundredpercent (100%) of the Total Contract Price upon Contract award. The bonds shall be inaccordance with Greenbook Section 1-7.2 as modified by the City of Oxnard in the GeneralProvisions and the Contract Documents. The Performance Bond shall include a one-yearwarranty period. Bonds must be on the forms in the Contract Documents unless other forms meetall of the City’s requirements including that the Bond limit be automatically increased if theContract amount is increased after execution of the Contract, and the City Attorney at his or herdiscretion approves the Surety’s form. Whenever Bonds are submitted for this Project, Biddermust also submit a photocopy of each Bond.California State Prevailing Wage. This Project is a “public work” subject to the requirements ofDivision 2, Part 7, Chapter 1 of the Labor Code and Title 8, Division 1, Chapter 8 of the CaliforniaCode of Regulations (“CCR”). The Contractor and all Subcontractors shall pay wages inaccordance with the determination of the Director of the DIR. Copies of these rates are on filewith lisa.shirley@oxnard.org and pw-public projects@oxnard.org and will be made available toany interested party on request. They are also available at http://www.dir.ca.gov/Public-Works/Prevailing-Wage.html. The Contractor shall post a copy of the DIR’s rates at each job site.1DIR Registration; Compliance Monitoring. Pursuant to Labor Code Section 1771.1, the Citymay not accept a Bid Proposal from or enter into a Contract with any Bidder, without proof thatBidder and its prospective subcontractors are registered with the DIR to perform public workpursuant to Labor Code Section 1725.5, subject to limited legal exceptions. This Project is subjectto compliance monitoring and enforcement by the DIR and the submission of electronic certifiedpayroll records to the California Labor Commissioner in the manner set forth in Labor CodeSection 1771.4.License. Bidders must be licensed in accordance with the “Contractor’s License Law,” Chapter 9of Division 3 of the California Business and Professions Code. At the time of submitting the bidBidders must possess a valid California Class A General Engineering Contractor’s License, anda current City business license at the time of Contract award.Substitution of Securities and Retention. Pursuant to Public Contract Code Section 22300,substitution of eligible equivalent securities for any moneys withheld to ensure performance underthe Contract for the work to be performed will be permitted at the request and expense of thesuccessful Bidder. The City shall withhold five percent (5%) of any progress payment as retention.Award. Any contract for the Project will be awarded to the lowest responsive, responsible Bidderas determined by the City using the amount of the Total Bid Price for bid comparison purposes.The City reserves the right to reject any or all bids or to waive any irregularities or informalities inany bids or in the bidding process.Liquidated Damages. Contractor must complete all Work within one hundred (100) WorkingDays of the City’s Notice to Proceed. There will be a $5,200 assessment for each Calendar Daythat Work remains incomplete beyond the Project completion deadline.Instructions to Bidders.
