REQUEST FOR PROPOSALRFP # 26-15EV Charging Station Design and Construction ManagementSupport ServicesCity of Ann ArborOffice of Sustainability and InnovationsDue Date: March 19, 2026 by 11:00 a.m. (local time)Issued By:City of Ann ArborProcurement Unit301 E. Huron StreetAnn Arbor, MI 48104TABLE OF CONTENTSSECTION I: GENERAL INFORMATION .....................................................................…3SECTION II: SCOPE OF SERVICES ........................................................................... 11SECTION III: MINIMUM INFORMATION REQUIRED ................................................. 16SECTION IV: ATTACHMENTS .................................................................................... 20APPENDIX A: SAMPLE PROFESSIONAL SERVICES AGREEMENT2SECTION I - GENERAL INFORMATIONA. OBJECTIVEThe City of Ann Arbor has the ambitious goal of achieving community-wide carbonneutrality by the year 2030. A key element of that work involves electrifyingtransportation and supporting growth of electric vehicle (EV) use and ownershipthroughout the community. To ensure the benefits of EV ownership are experiencedacross the entire community, the City is building a convenient, reliable, and affordablepublic EV charging network. There are currently over 50 City-owned public EVchargers within this network, which includes Level 2 and Direct Current Fast Chargers(DCFC) manufactured by FLO and ChargePoint. The City wants to remain asconsistent as possible with EVCS hardware, software, and mobile applications foractivation as it grows its network.Specifically, the City has identified 30-45 potential site hosts, including parks, libraries, schools, multifamily apartments, private retail lots, and right-of-way, curbsidelocations. Over the next 18-24 months, the City intends to install a minimum of 48Level 2 and Direct Current Fast Chargers (DCFC) at some of these potential sites, with four network-connected charging ports at each location. In preparation for the expansion of electric vehicle charging stations (EVCS), the Cityis looking to contract with an experienced EVCS design team to successfully executetechnical and design work to make EV charging fully operational at select sites. Thespecific contractor(s) will be asked to work with City staff and potential site hosts tofully evaluate site feasibility, electrical capacity, cost variables, and other technicalrequirements across the pool of candidate sites. The project team will continuallyeliminate and refine sites based on viability, in order to reach a final group of 10-20sites. Once the final sites have been determined, the selected contractor will preparecomplete EVCS engineering design for either four Level 2 charging ports, four DCFCports, or a combination of both at each of the final sites. This will include final drawings, permitting, and other technical documents needed for construction. The successfulbidder(s) will also provide EVCS construction management support to the City.Importantly, bidders selected under this RFP will NOT be constructed the EVCS’, butwill be responsible for pre-construction, final design, and construction management. The City intends to award this design scope to a single qualified firm. Multiple awardsmay be made if no single proposer can meet the full scope in the required timeframe. The City intends to issue a separate solicitation for construction services; award ofthis RFP does not assume preference or obligation for future construction phases.B.
