Summary

The County of Santa Cruz invites sealed proposals from qualified consulting firms to provide comprehensive wildfire risk reduction project development and environmental compliance documentation for roadside fuel reduction work along approximately 52 miles of County-maintained roads.

Established in 1850 as one of the state’s original 27 counties, the County of Santa Cruz was originally called Branciforte. The name was later changed to Santa Cruz, which is “holy cross” in Spanish. The County of Santa Cruz geographically is the second smallest county within the State of California yet it has one of the largest unincorporated area populations. The 2020 estimated population for the County of Santa Cruz by the U.S. Census Bureau was 270,861. The County encompasses an urban service area of 440 square miles.



Background

This work is funded by Phase 1 of a FEMA Building Resilient Infrastructure and Communities (BRIC) grant, which supports early-stage project development and permitting for community wildfire risk reduction. Because future funding for later BRIC phases is uncertain, this Phase grant 1 is focused on advancing “shovel-ready” implementation status for priority roadside fuel reduction projects that could proceed under BRIC or alternative local, state, or federal funding sources.

The six original BRIC Phase 1 project areas include sensitive habitats and rural development patterns where critical evacuation corridors run alongside areas subject to additional regulatory requirements, such as fish-bearing streams and sandhills habitat. This effort will develop roadside fuel reduction treatment descriptions that include measures to avoid, minimize, and mitigate impacts on environmental, historic, and cultural resources and that can be applied or adapted to future projects in other unincorporated areas with similar resource and development constraints.
