Fourth St.Antioch, CA 94509(925) 779-6950CITY OF ANTIOCHNOTICE INVITING PROPOSALS, RFP NO. 968-0402-26BPUBLIC NOTICE IS HEREBY GIVEN that proposals will be received until 2:00 pm, April 2, 2026 at 1201W. 4th St. Antioch, CA 94509, for the furnishing to the City of Antioch (“City”) of On-Call Precast ConcreteSound Wall Repairs and Maintenance Services.Interested parties may obtain copies of the above captioned Request for Proposals (“RFP”) at the City’swebsite accessible at the following web address: www.antiochca.gov/rfps/ and the following boards:BidNet Direct (BidNet) www.bidnetdirect.com/california, Dodge Data & Analytics www.construction.com,Marin Builders Association www.marinbuilders.com, Placer County Contractors Association & BuildersExchange Website: www.pccamembers.com, Bay Area Builders Exchange www.bayareabx.com,Builders’ Exchange of San Joaquin www.bxsj.org.The successful Proposer will be required to furnish the City with a Performance Bond equal to 100% ofcontract price, and a Payment Bond equal to 100% of the contract price, prior to execution of theAgreement. Sample bonds incorporated into this RFP as Attachment “C”. All bonds are to be securedfrom a surety that meets all of the State of California bonding requirements, as defined in Code of CivilProcedure Section 995.120, and is admitted by the State of California.The Director of Industrial Relations has determined the general prevailing rate of per diem wages in SanBernardino County for each craft or type of worker needed to execute the Agreement, copies of whichare on file and will be made available to any interested party online at http://www.dir.ca.gov/dlsr. A copyof these rates shall be posted by the successful Proposer at the job site. The successful Proposer, andall its subcontractor(s), shall comply with all applicable Labor Code provisions, which include, but arenot limited to the payment of not less than the required prevailing rates to all workers employed by themin the execution of the Agreement, the employment of apprentices, the hours of labor and the debarmentof contractors and subcontractors.Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bidon, be listed in a bid proposal, or enter into a contract to perform public work must be registered withthe Department of Industrial Relations. No proposal will be accepted nor will any contract be enteredinto without proof of the contractor’s and subcontractors’ current registration with the Department ofIndustrial Relations to perform public work. If awarded a contract, the proposer, and its subcontractors,of any tier, shall maintain active registration with the Department of Industrial Relations for the durationof the Project. Notwithstanding the foregoing, the contractor registration requirements mandated byLabor Code Sections 1725.5 and 1771.1 shall not apply to work performed on a public works projectthat is exempt pursuant to the small project exemption specified in Labor Code Sections 1725.5 and1771.1.This Project is subject to compliance monitoring and enforcement by the Department of IndustrialRelations. In bidding on this Project, it shall be the Proposer’s sole responsibility to evaluate and includethe cost of complying with all labor compliance requirements under the Agreement and applicable lawin its proposal.The California Air Resources Board (“CARB”) implemented amendments to the In-UseOff-Road Diesel-Fueled Fleets Regulations (“Regulation”) which are effective on January 1, 2024 andapply broadly to all self-propelled off road diesel vehicles 25 horsepower or greater and other forms ofequipment used in California. A copy of the Regulation is available athttps://ww2.arb.ca.gov/sites/default/files/barcu/regact/2022/off-roaddiesel/appa-1.pdf. Proposers arerequired to comply with all CARB and Regulation requirements, including, without limitation, allapplicable sections of the Regulation, as codified in Title 13 of the California Code of Regulations section2449 et seq. throughout the duration of the Project. Proposers must provide, with their proposal, copiesof Proposer’s and all listed subcontractors’ most recent, valid Certificate of Reported Compliance(“CRC”) issued by CARB. Failure to provide valid CRCs as required herein may render the Proposalnon-responsive.The award of this contract is subject to available budget adequate to carry out the provisions of theproposed agreement including the identified scope of services. The City reserves the right to reject anyor all proposals determined not to be in the best interest of the City.CITY OF ANTIOCHREQUEST FOR PROPOSALSOn-Call Precast Concrete Sound Wall Repair and Maintenance ServicesRFP NO. 968-0402-26BI.INTRODUCTIONThe City of Antioch (City) seeks to retain the services of a qualified Contractor to provide on-call repairsand/or replacement of precast concrete sound walls throughout the City.The ideal Contractor shall have extensive experience in repairing and replacing precast soundwalls according to state, local, and industry standards. The selected Contractor shall have theability to reply to call outs for service in a timely manner, and schedule and complete repair andreplacement work in a safe and efficient manner.A. BACKGROUNDThe City has approximately 43 miles of precast concrete sound walls to maintain. The City’s soundwalls are located in various areas including along major arterial roadways, open spaces and trailpathways. The sound walls are subject to damage from soil erosion due to weather and othernatural elements. Repairs are also needed due to accidents caused by motorists. The selectedContractor will need to access sound walls from all types of terrain, and traffic control will berequired to complete most jobs.B. DEMONSTRATION REQUIREMENTThe Contractor must have a valid C8 California Contractor’s license with at least five (5) years’experience installing or repairing precast concrete sound walls for Builders/Developers and/orstate or local governments. The contractor must also provide references of Builders/Developersand/or state or local governments for whom services have been provided in the past five (5) years.The Contractor must be available to inspect the sound walls and provide quotes for repairs,maintenance and replacements as needed on an on-call basis. The Contractor must be able torespond to requests for quotes within five (5) business days. A request for quote of repairs,maintenance and/or replacement must also be returned to the City within five (5) business days ofinitial site inspection. Once a quote is accepted by the City, the Contractor is expected to completethe work in a timely manner. Work must be scheduled and started within 30 days of quoteacceptance.The deadline for submission of qualifications for this work is Thursday April 2, 2026II. REQUEST FOR PROPOSALSa. Scope of Services; Maintenance Services AgreementThe Services sought under this RFP are set forth in more detail in Attachment “A” attachedhereto and incorporated herein by this reference.The City intends to enter into an agreement with the successful Proposer for the Services usingthe Maintenance Services Agreement (“Agreement”) form attached to this RFP as Attachment“B” and incorporated herein by this reference. Proposers should review the Agreement and befamiliar with its terms. As part of the proposal, Proposers must agree to enter into the Agreementin the form attached as Attachment “B”.b. Content and Format of ProposalThe submittal is to be prepared in a bound 8 ½” x 11” format limited to approximately 20 pages,including brochures. Covers, dividers are not included in the page count. In addition, anyinformation that needs to be returned should not be submitted. The Contractor is requested toinclude the following information in the RFP. It is expected that the RFPs will follow the order listedbelow:• Cover Letter introducing the firm and describing why you want to be considered. Providelocation of the office that will be performing the work• Organization Chart for the Project Team• Brief Information for Key Staff including education, directly related experience, descriptionof their assignment on this project, and résumé• A list of proposed Sub-Contractors, and a description of their proposed services• Summary of the Company’s Relative Experience and Performance• Summary of Approach for Completing the Work• Detailed Scope of Work of Activities Required• List of contracts/agreements terminated for convenience or default within the past threeyears, if any.• List any litigation that now affects or may affect in the future Contractor firm’s ability toperform.• Confirm your firms’ ability to meet contract & insurance requirements.• Anticipated Labor Effort by Task and Classification for Each Activity• Milestone schedule for Project Completion• Bid Submittal pages (these do not count toward the ~20 page limit):• I. DIR Certification• VII Insurance Requirement AcknowledgementCONSULTANT SELECTION PROCESSEnclosed is a copy of the City of Antioch’s Consultant Service Agreement. By submitting a proposal forthis work, a firm agrees to comply with all terms and conditions outlined in the agreement.It is anticipated that from the proposals submitted, City staff will be able to select the firm best suited tomeet the City’s needs. However, if that is not possible, the City will ask a “short list” of firms to meet withstaff to discuss the project and the firm’s proposal. The City will negotiate a professional services contractfor the work after staff have determined the best qualified firm.No compensation will be due any firm for preparation of a written proposal or for meeting with staff after a“short list” has been determined.The selected firm will receive a notice to proceed after the City Council has approved their contract.CRITERIA FOR SELECTIONAll proposals will be evaluated based on the criteria below.• Qualifications and experience with similar projects - 30 points• Fee Schedule - 25 points• References - 15 points• Organization of proposal – 10 points• Familiarity with applicable standards and procedures - 10 points• Understanding of the scope and potential challenges - 10 points
