DOCUMENT 00 11 16NOTICE TO BIDDERS / INVITATION TO BID1. Notice is hereby given that the governing board (“Board”) of the Bassett Unified School District (“District”)will receive sealed bids to construct the following project:Track & Field Improvements — Don Julian Elementary School & Edgewood Academy (“Project” or“Contract”)2. To bid on this Project as a General Contractor, the Bidder is required to have been prequalified by the Districtprior to submitting its bid. The prequalification period has closed. The following general contractors have beenprequalified and are eligible to submit bids: Paul C. Miller Construction Co., Inc.; The Nazerian Group; Byrom-Davey, Inc. Any bid submitted by a Bidder that has not been prequalified shall be deemed non-responsive andshall be rejected. Subcontractors (including MEP trades) are not required to be prequalified for this Project.3. Bidders must submit sealed bids on or before 2:00 p.m., on May 20, 2026, at the District Office, located at 904N. Willow Avenue, La Puente, California 91746, and Bidders must ensure that the District time stamps theBidder’s bid at or before that time. After the designated bid opening time, the District will open the bids andpublicly read them aloud. Any claim by a Bidder of error in its bid must be made in compliance with PublicContract Code § 5100, et seq. The District is not responsible for (1) bids received after the deadline noted above;or (2) bids misdelivered, by any method, even to a different District address.4. The Project consists of:The Track & Field Improvements Project generally consists of the construction of new state-of-the-art artificialturf fields for football and soccer, new rubber surface running tracks, associated bleachers, concession standswith restrooms (men’s, women’s, and gender-neutral), six (6) new stadium lights per site with associatedsound and communications systems, audio/PA system, security cameras, wireless access points (WAPs), andall associated site work, utilities, drainage, grading, and environmental remediation of the soils, at BOTH DonJulian Elementary School (13855 Don Julian Road, La Puente, CA 91746) and Edgewood Academy (14135Fairgrove Avenue, La Puente, CA 91746). The Contractor shall perform all Work at both school sitesconcurrently under a single contract.Dual-Site Project — Independent DSA Applications and Site-Specific Contract Documents. This Contractencompasses two (2) separate school sites under a single prime contract. Each site has been designed andpermitted as an independent project under its own Division of State Architect (DSA) application: Don Julian Elementary School — DSA Application No. 03-125038 Edgewood Academy — DSA Application No. 03-125037Each site has its own DSA-approved (or pending-approval) Drawings, technical specifications, geotechnicalinvestigation report, environmental/hazardous materials reports, and DSA inspection records, verified reports,and closeout documents.Bidders are responsible for reviewing the complete, site-specific Contract Documents for both Don JulianElementary School and Edgewood Academy prior to submitting their bid. Failure to review any site-specificdocument for either site shall not constitute grounds for a change order, extra compensation, or time extensionafter award. No claim based on lack of knowledge of site conditions, site-specific drawings, specifications, orreports will be recognized.5. All bids shall be on the forms provided by the District. Each bid must conform and be responsive to all pertinentbid and Contract Documents, including, but not limited to, the Instructions to Bidders.Bassett Unified School DistrictINVITATION TO BIDDOCUMENT 00 11 16- 16. To bid on this Project, the Bidder is required to possess one or more of the following State of CaliforniaContractor Licenses: A — General Engineering Contractor, or B — General Building Contractor.The Bidder's license(s) must be active and in good standing at the time of the bid opening and must remain sothroughout the term of the Contract.7. As security for its Bid, each Bidder shall provide with its Bid forma. a bid bond issued by an admitted surety insurer on the form provided by the District,b. cash, orc. a cashier's check or a certified check, drawn to the order of the Bassett Unified School District,in the amount of ten percent (10%) of the total bid price. This bid security shall be a guarantee that the Biddershall, within seven (7) calendar days after the date of the Notice of Award, enter into a contract with the Districtfor the performance of the services as stipulated in the bid.8. The successful Bidder shall be required to furnish a 100% Performance Bond and a 100% Payment Bond if it isawarded the Contract for the Project.9. The successful Bidder may substitute securities for any monies withheld by the District to ensure performanceunder the Contract, in accordance with the provisions of Public Contract Code § 22300.10. The successful Bidder and its subcontractors shall pay all workers on the Project not less than the generalprevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determinedby the Director of the Department of Industrial Relations, State of California, for the type of work performedand the locality in which the work is to be performed within the boundaries of the District, pursuant to LaborCode § 1770 et seq. Prevailing wage rates are on file with the District and are available to any interested partyon request or at www.dir.ca.gov/oprl/statistics_and_databases.html. Bidders and Bidders’ subcontractorsshall comply with the registration and qualification requirements pursuant to Labor Code §§ 1725.5 & 1771.1.11. A mandatory pre-bid conference and site visit will be held on April 30, 2026 @ 9:00am, at Don Julian ElementarySchool, 13855 Don Julian Road, La Puente, California 91746. The site visit will include both school sites: DonJulian Elementary School and Edgewood Academy (14135 Fairgrove Avenue, La Puente, California 91746). Allprospective Bidders are required to sign in at the Administration Building at each site. The Site Visit will beginand Don Julian and then will move together to Edgewood, the visit is expected to take approximately 2 hours.Failure to attend both sites or tardiness will render bid ineligible.12. Contract Documents are available on April 20, 2026, for review at the District Facilities Office, 904 N. WillowAvenue, La Puente, California 91746. Contract Documents are also available at the District’s website:https://www.bassettusd.org/apps/pages/index.jsp?uREC_ID=1184493&type=d&pREC_ID=1792968 There isno purchase fee for Contract Documents.13. The District’s Board has found and determined that the following items shall be used on this Project (PublicContract Code § 3400). These items have been procured directly by the District and are not part of the GeneralContractor’s supply scope. The General Contractor shall not purchase, supply, or contract for these items.Prior to submitting a bid, each Bidder is required to contact each vendor listed below directly to obtain thevendor’s current scope of work. The Bidder’s bid price must include all work, labor, materials, equipment, andcoordination NOT included in each vendor’s scope (“scope gaps”). No additional compensation will be allowedafter award for scope gaps that a Bidder could have identified by contacting the vendor prior to bid.Contractor shall be responsible for furnishing all labor, materials, equipment, coordination, temporary work,access, phasing, layout, utility rough-ins, supports, foundations, receiving, unloading, storage, protection, andincidental work necessary to integrate all Contractor work, Owner-Contracted Vendor work, and Owner-Furnished/Contractor-Installed work into a complete and fully operational Project at both sites.Bassett Unified School DistrictINVITATION TO BIDDOCUMENT 00 11 16- 2a. Musco TLC for LED Sports Lighting System Owner-Furnished, Contractor-Installed: Supplier| Musco SportsLighting, LLC Contact: Mike Higgins | 714-614-0863 | mike.higgins@musco.com. Purpose: In order to matchother products in use on District facilities and to obtain a necessary item available from one source. Muscofurnishes: all poles, cross-arms, LED luminaires, remote driver enclosures, Control-Link CMC panel, andShowlight system. Contractor scope includes but is not limited to: excavation and concrete foundations perMusco PE-stamped structural drawings; electrical service (208V 3-phase) to Musco control cabinet; conduitfrom service panel to control cabinet and from control cabinet to each pole base; unloading and rigging.Contractor shall receive, unload, inventory, store, and protect all Musco equipment. Contractor isresponsible for all testing, DSA inspections, and approvals required for a fully operational, warrantiedlighting system at project closeout.b. Synthetic Turf and Track Surfacing — Owner-Contracted Vendor: Supplier |AstroTurf, LLC Pat Cassa | 714-318-0763 | pat.cassa@astroturf.com. Purpose: In order to obtain a necessary item available from onesource. AFE/AstroTurf furnishes and installs: synthetic turf (AstroTurf Rootzone 3DM 52), shock pad (BrockPowerBase YSR), and running track surfacing (Rekortan WBS BSS).IMPORTANT — Aggregate base is NOT included in AFE's scope. The crushed aggregate base course (Section02319) is Contractor-furnished and installed scope. Contractor scope includes but is not limited to: allexcavation, grading, and earthwork; aggregate base course (crushed stone, minimum 95% compaction perSection 02319); asphalt base course (minimum 95% compaction, flood-tested for bird baths exceeding 1/8"in 10', cured minimum 14 calendar days before track installation); cleaning of asphalt surface before AFEmobilization; written sign-off acceptance of sub-base prior to AFE installation. Contractor coordination costfor AFE activities shall be included in the base bid.c. Bleachers / Grandstand System — Owner-Contracted Vendor: Supplier: Herk Edwards Design | Contact:Tony Bui (PM) | 562-356-7333 | 310-373-0543 | tbui@herkedwards.com. Purpose: In order to obtain anecessary item available from one source. Herk Edwards furnishes and installs: complete OutdoorGrandstand system (Sturdisteel), including all steel frames, bracing, aluminum seating, risers, guardrails,chain link rail system, access walkway, handicap companion seats, and submittal drawings with CAEngineer’s Seal. Herk Edwards excludes: all concrete foundations, slabs, and footings; all site preparatorywork. Contractor scope includes but is not limited to: concrete foundation slab at grandstand location, sizedto accommodate required wheelchair spaces and designed to receive bleacher anchor bolts per HerkEdwards PE-stamped drawings; site preparation (leveling, grading, demo of existing obstacles) in thegrandstand area; coordination of Herk Edwards delivery and installation access.d. Modular Concession/Restroom Building — Owner-Contracted Vendor: Supplier: NextMod | Contact: SheriAllen | 714-873-6599 | Sheri@nextmodinc.com. Purpose: In order to obtain a necessary item available fromone source. NextMod furnishes and installs: the 12x40 modular concession/restroom building unit.Contractor scope includes but is not limited to: reinforced concrete foundation pad per NextModspecifications; utility stub-outs (water supply, sanitary sewer, electrical conduit) at locations and elevationsrequired by NextMod prior to slab pour; ADA-compliant ramp and approach walks. NextMod buildinginstallation is a first-phase construction activity and must be scheduled as early work in the Contractor'sbaseline schedule.14. The District’s Board reserves the right to reject any and all bids and/or waive any irregularity in any bidreceived. 1If the District awards the Contract, the security of unsuccessful Bidder(s) shall be returned withinsixty (60) days from the time the award is made. Unless otherwise required by law, no Bidder may withdrawits bid or bid security for ninety (90) days after the date of the bid opening.15.
