Description: The project includes the following major components as identified on the Bid Form and set forth in detail in the Drawings and Specifications for the Construction of Paradise Spillway Interim Risk-Reduction Repair: ITEM 1 - MAINTENANCE CLEANING OF SPILLWAY DRAINS AND WEEPHOLES ITEM 2 - JOINT REPAIR, CONCRETE DAMAGE REPAIR, AND CRACK REPAIR CONSTRUCTION Project shall be substantially complete, as defined in the General Conditions, no later than 60 working days after the Notice to Proceed has been issued. At this time, Notice to Proceed is expected prior to August 4, 2026. Refer to Section 01130, Special Project Constraints in the Technical Specifications for project constraints. A mandatory pre-bid meeting is scheduled between ENGINEER, OWNER and interested bidders on Tuesday, June 16th at 1:00 p.m.. Interested bidders should meet at Paradise Lake Spillway located off the end of Lucretia Road in Magalia, California 95954. At this time the project will be reviewed, followed by a tour of the facilities and work areas. It is a mandatory requirement that each prime contractor must have a representative at the pre-bid meeting to be allowed to submit a bid. Potential sub-contractors and suppliers are not required to attend the pre-bid meeting but are encouraged to attend. ** At the pre-bid meeting access to the spillway will be provided via a ladder. Any contractor wishing to enter the spillway will be responsible for their own Personal Protective Equipment (including rope, harness, fall arrest system, lanyard, etc.) and enters at their own risk. The spillway was recently active and does contain a fair amount of wet moss and growth. ADVERTISEMENT FOR BIDS

Sealed Bids for the Construction of Paradise Dam Spillway Interim Risk-Reduction Repair

Project, addressed to ATTN: Georgeanna Borrayo, Paradise Irrigation District, 6332 Clark

Road, Paradise, CA 95969 shall be received until 1:00 p.m., local time, on Thursday July

2, 2026. Bids will be opened immediately thereafter and read aloud.

Bids will be publicly opened, examined and declared by Paradise Irrigation District

(OWNER) on said day and hour, and will be reviewed in consultation with GHD, Inc.

(ENGINEER) for subsequent action. Any Bids received after the specified time and date

will not be considered.

The is a public works project located in Magalia CA, in the Paradise Irrigation District’s

service area.

The project includes the following major components as identified on the Bid Form and set

forth in detail in the Drawings and Specifications for the Construction of Paradise Spillway

Interim Risk-Reduction Repair:

website at no charge https://pidwater.com/bids.aspx . Supporting documents as required

(i.e., geotechnical reports, etc.) will also be posted on this site. Supporting and

informational documents are for informational purposes only and for the convenience of

the bidders and are not considered a part of the Bidding Documents.

Bidding Documents are provided electronically and free of charge. It is the responsibility

of each prospective bidder to verify the completeness of their printed Bidding Documents

before submitting their Bid and accompanying completed forms. Users are cautioned that

OWNER and ENGINEER do not assume any liability or responsibility based on any defective

All questions will be answered by the ENGINEER (GHD, Inc.) by end of day on Wednesday

June 24, 2026.

Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security

as prescribed in the Instructions to Bidders, payable to the OWNER in an amount not less

than 10 percent of the amount Bid.

The Successful Bidder will be required to furnish the additional Bond(s) prescribed in the

Bidding Documents.

In order to Bid and perform public work, the Bidder and Subcontractors shall hold or obtain

such licenses as required by State Statutes, and federal and local Laws and Regulations.

Bids will be accepted only from Bidders holding a Class A California Contractors'

License.

SECTION 00 21 13

INSTRUCTIONS TO BIDDERS

PART 1 - DEFINED TERMS

Terms used in these Instructions to Bidders have the meanings assigned to them in

the General Conditions.

Certain additional terms used in the Bidding Documents have the meanings indicated

below which are applicable to both the singular and plural thereof.

1.1 Bidder—one who submits a Bid to OWNER as distinct from a subbidder, who

submits a Bid to a Bidder.

1.2 Apparent Low Bidder—that Bidder whose Bids as offered in the Bid Form

represents the lowest total as determined by the Base Bid.

1.3 Base Bid:

1.3.1 Base Bid—Includes Bid for all Lump Sum and Unit Price Work.

1.4 Successful Bidder—lowest, responsible and responsive Bidder to whom OWNER

(on the basis of OWNER's evaluation as hereinafter provided) makes an award.

PART 2 - BIDDING DOCUMENTS

2.1 The Bidding Documents consist of the following volumes:

• Volume 1 – Bid Requirements

• Volume 2 - Drawings and Specifications

2.2 Complete sets of Bidding Documents obtained from Paradise Irrigation District

must be used in preparing Bids. Neither OWNER nor Engineer will not assume any

responsibility for errors or misinterpretations resulting from use of incomplete sets of

Bidding Documents.

2.2 Bidding Documents made available on the above terms are only for the purpose

of obtaining Bids for the Work and shall not be used for any other purpose.
