The Port anticipates awarding multiple contracts.The length of these agreements is from the date of execution to May 31, 2029, with theoption of two (2) one (1) year renewals at the sole discretion of the Port, for a possibletotal of five (5) years and each contract will not exceed a total of $275,000.00 (for firstthree years).The Port may apply for federal funding for various phases; Therefore, the contract thatresults from the RFP and various work packages may be subject to the Federal Termsand Conditions of each grant. Please see the following attachment (Attachment D)when submitting a statement of qualifications, which may be updated per each grant.A. BACKGROUNDCreated by Pierce County citizens in 1918, the Port of Tacoma is a major center forcontainer cargo, bulk, break-bulk, autos and heavy-lift cargo. SCOPE OF SERVICESConsultant will provide technical support – for example research, data collection andanalysis, Benefit-Cost Assessment (BCA) and/or Lifecycle Assessment (LCA) of policy,emissions modeling, comparative assessment of program and/or project alternatives,etc. – to support the AQSP Team’s work to implement the NW Ports Clean Air Strategyand the 2026-2030 Clean Air Implementation Plan. Examples may include, but are notlimited to, the following:1) Support compliance with the Washington Clean Building Performance Standard,including, but not limited to:a) Compliance documentation including the development of energy managementplans for Tier 1 and Tier 2 building sites and completion of the EMP reporting toolb) Development of Operations & Maintenance program for Tier 1 and Tier 2buildings sites and completion of the O&M reporting tool.c) Submit all required reporting and documentation to the Clean Buildings Portal forbuilding compliance or exemptions.2) Support the development of a new Port program using the concept of circulareconomics to reduce emissions, waste, and increase innovation within the TacomaTideflats and the surrounding area.3) Support potential Port engagement in carbon markets created by state Clean FuelStandard and/or Climate Commitment Act implementation.On-Call Air Quality General Technical SupportPage 2 of 15RFP 022026-10224) Track and advise the Port on the development and readiness of zero-emission fuelsand technologies related to ocean-going vessels, harbor vessels, cargo-handlingequipment, fleet vehicles, and locomotives.5) Support the development of a comprehensive emission reduction strategy for theTacoma Grain Terminal.6) Track and advise the Port on “best practices” in port-related clean air and climatesolutions, with emphasis on Port emission sources as outlined in the NorthwestPorts Clean Air Strategy.7) Support the development of state and federal funding proposals.8) Other tasks as assigned that support implementation of the Northwest Ports CleanAir Strategy.C. DELIVERABLESDeliverables will be fully defined in each approved task order, but generally will be alldeliverables as required to accomplish the services outlined above.D. PROPOSAL ELEMENTS & EVALUATION CRITERIAProposals should present information in a straightforward and concise manner whileensuring complete and detailed descriptions of the proposing team (to include theprime, key team members, and major sub-consultants) and the team’s ability to meetthe requirements and provide the requested services of this RFP. The written proposalsshould be prepared in the same sequential order of proposal criteria as outlined below.Proposals are limited to 10 numbered pages (8 ½ by 11 inches) excluding the coverletter, resumes, compensation information, and all appendices. All pages shall bein portrait orientation with 1-inch (1”) margins. Font size shall be 11 points or larger.Proposals that do not follow this format may be rejected.The cover letter shall include the RFP Title and Number, Name, Title, Email Address,Phone Number, and current Address of the submitting firm’s main contact and includethe following information:• Describe any claim submitted by any client against the prime firm within the pasttwo (2) years related to the professional services provided by the firm or its keypersonnel. For purposes of this request, “claim” means a sum of money indispute in excess of 10% of the firm’s fee for the services provided.• Any real or perceived conflicts of interests for team members, inclusive of theprime, sub-consultants and key team members.The Port’s Standard Terms and Conditions are included in Attachment B to this RFP. Bysubmitting a Proposal, the Proposer represents that it has carefully read and agrees tobe bound by the Port’s Standard Terms and Conditions. Identify during the questionsubmittal and response period, any sections you consider onerous, clarify why youconsider these sections onerous, propose alternative language and describe why it is inthe Port’s best interests to adopt the alternative language.On-Call Air Quality General Technical SupportPage 3 of 15RFP 022026-1022Proposals submitted with altered or conditioned Terms and Conditions without priorwritten agreement from the Port will be considered non-responsive and not consideredfor evaluation.Proposers submit proposals understanding all Contract terms and conditions aremandatory. Response submittal is agreement to the Contract without exception. ThePort reserves the right to negotiate changes to submitted proposals and to change thePort's otherwise mandatory Contract form during negotiations. If the Proposer isawarded a contract and refuses to sign the attached Contract form, the Port may rejectthe Proposer from this and future solicitations for the same work. Under nocircumstances shall Proposer submit its own boilerplate of terms and conditions.Proposals are to address, and will be evaluated upon, the following criteria. leaserespond in the same sequential order as specified below:INITIAL EVALUATION PHASEDo not include cost information when responding to items 1 or 2 below. All costinformation is to be included in the compensation sections only.1. Qualifications & Experience30 PTSIdentify the proposed team (to include working titles, degrees, certificates, andlicenses), demonstrate the team’s experience in performing the requested services, anddescribe how the team meets or exceeds the required qualifications.Resumes of the key individuals may be included as an appendix and are not included inthe total page count. Resumes are to be limited to one single-sided, letter-size page.Resumes exceeding this limit will not be reviewed.a) The Port will evaluate the experience, technical competence, and qualificationsof the Key Personnel identified in their project-specific roles andresponsibilities, and the overall organization of the project team. Emphasis willbe placed on experience and expertise in performing work of similar scope andcomplexity.b) Include a list of recent contracts/projects in the last five years, including a pointof contact, contact information (phone and email), and brief description, forservices relevant to the items listed in the Scope of Services as performed bythe key personnel. Only projects completed by key members of the projectteam will be considered.2. Project Approach Narrative30 PTSProposals should clearly outline the team’s recommended approach andmethodology for:a) Accomplishing the Scope of Services: Clearly describe the approaches andmethods that will be used to accomplish the tasks required in the scope ofservices. Include a summary of innovative ideas and suggestions forenhancing the scope of services.b) Schedule: Outline the team’s experience providing and describe how the teamis able to respond to the Port’s request for services.On-Call Air Quality General Technical SupportPage 4 of 15RFP 022026-1022c) Coordination & Communication: Provide a plan for communications andcoordination between the project team, the Port’s project manager, and thevarious stakeholders.d) What risks that are beyond your control do you see in providing this service andhow would you mitigate them?3. Communications20 PTSThe Port will evaluate the team’s ability to represent the Port, orally and in writing, toprovide clear, concise, and accurate communications on Port property requirements.• Provide two relevant sample documents showcasing your ability to botheffectively communicate to external parties on the Port’s behalf, and effectivelycommunicate to Port representatives. (The sample documents shall be includedin the appendix.)o Samples of external communications should be examples of the team’sability to write clear, concise, and accurate testimony, letters, publiccomments, briefing papers, or other federal communications.o Samples of communications to Port representatives should be examplesof documents or updates provided to a client to keep them informed on theprogress of their property searches.4. Compensation20 PTSPresent detailed information on the firm’s proposed fee structure for all resources forthe services proposed.Compensation information MUST be provided separately from the proposal, inan individual PDF document.All rates quoted shall be:a) Fixed, fully burdened, including, but not limited to, per diem, administrativeoverhead, travel, lodging, and transportation (all direct/indirect expensesincluded);b) Quoted in US Dollars;c) Full cost inclusive of sales tax and other government fees, taxes and charges;andd) Valid throughout the contract period unless otherwise amended and agreed toby both parties in writing.NOTE: The Port reserves the right to award a contract from the initial evaluationphase.
