Description:

The City of Sequim issues this call for bids for the construction of a new pump and wellfield building for the new production well (Deep Well #4) at the City’s Silberhorn Wellfield, located at 124 W. Silberhorn Road. The work shall include, but not be limited to, installation of a new well pump, construction of a new wellfield building, demolition of the existing well house, chlorine storage and dosing equipment, electrical, instrumentation, and appurtenances for Deep Well #4, construction of a new 18-inch water main along W. Silberhorn Rd. between Glendale Drive and River Road, protection of surrounding areas, and cleanup.

The City of Sequim in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

Notice is hereby given that sealed bids will be received by the undersigned up to 2:00 p.m.; local time
on APRIL 29, 2026 at the City of Sequim Council Chamber, first floor of the Sequim Civic Center, 152
West Cedar Street, Sequim, Washington 98382, for furnishing the necessary labor, materials, equipment,
tools, and guarantees thereof to construct the SILBERHORN DEEP WELL #4. The sealed bids will be
publicly opened and read aloud shortly after the time and date stated above.
This contract calls for the construction of a new pump and wellfield building for the new production well
(Deep Well #4) at the City of Sequim’s Silberhorn Wellfield, located at 124 W. Silberhorn Road. The work
shall include, but not be limited to, installation of a new well pump, construction of a new wellfield building,
demolition of the existing well house, chlorine storage and dosing equipment, electrical, instrumentation,
and appurtenances for Deep Well #4, construction of a new 18-inch water main along W. Silberhorn Rd.
between Glendale Drive and River Road, protection of surrounding areas, and cleanup. The Engineer’s
Estimate including all applicable sales tax is $2,750,000 - $3,500,000. The work locations include but are
not limited to:
124 W. SILBERHORN ROAD, SEQUIM, WA 98382 (PARCEL NO. 043025210150)
W. SILBERHORN ROAD BETWEEN GLENDALE DRIVE AND RIVER ROAD
All bidding and construction are to be performed in compliance with the Contract Provisions, Contract
Plans and Standard Specifications for this project and any addenda issued thereto that are on file at the
office of the City Clerk, 152 W. Cedar St., Sequim, WA 98382. Bidders may obtain a copy of the Contract
Provisions, Plans and Bid Proposal Form, free of charge, in electronic format (PDF via email) along with
registration as a plan-holder by contacting the City of Sequim Public Works at engineering@sequim.gov.
Bid Proposals are to be submitted only on the Proposal Form provided to registered plan- holders who
are licensed contractors per RCW Chapter 18.27. All Bid Proposals must be accompanied by a
certified check, cashier’s check, money order, or bid bond payable to the “City of Sequim” and in an
amount of not less than five percent (5%) of the total amount bid.
The basis for determining the lowest responsive bidder will be the resulting Total Bid Amount identified
on the Proposal Form. The City of Sequim expressly reserves the right to reject any or all Proposals and
to waive minor irregularities or informalities and to Award the Project to the lowest responsive and
responsible bidder as it best serves the interest of the City.
The City of Sequim is an equal opportunity and affirmative action employer. All work performed on the
project will be subject to state prevailing wage rates.
The project is funded through the Washington State Public Works Board (PWB) Loan program. PWB
requirements and provisions must be met by general contractors and all subcontractors.
