Category: Procurement Status: Open Description: The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain the services of qualified consulting Engineering Firms to provide, on an as-needed basis, professional traffic engineering in support of review of developer submitted traffic reports and studies. Contracts will be for a one (1) year base period with up to three (3) additional one (1) year renewal periods. The number of contracts awarded will depend on the number and quality of the proposals received, with a maximum of four (4).
Typical services under this contract include, but are not limited to, the preparation of traffic warrant studies, including traffic signal warrants, signal justification reports (SJR), all-way stop control, and pedestrian crosswalk warrants associated with land development application traffic impact studies and/or developer-funded improvements.
A County Purchase Order (PO) will be issued for each task prior to the start of work. Consultants will normally be selected on a rotating basis for individual tasks within each service group under Section 5.5; however, the County, at its sole discretion, reserves the right to select consultants out of rotation when deemed to be in the best interests of the County.

It shall be the Offeror’sresponsibility to advise the Purchasing Agent in writing if any language, requirement,specification, etc., or any combination thereof, inadvertently restricts or limits therequirements stated in this RFP to a single source. The Purchasing Agent mustreceive such notification not later than fifteen (15) days prior to the date set foracceptance of proposals.3.0 BACKGROUND INFORMATIONLoudoun County, Virginia, is located in the Washington, D.C., Metropolitan Area.While protecting its rural and agricultural areas to the west, residential andcommercial growth in Loudoun County has been significant in suburban areas inthe east. With the opening of the Silver Line Metrorail Stations, Loudoun County isexpected to continue to be one of the fastest growing counties in the nation andnow consists of four geographic policy areas - Urban, Suburban, Transition, andRural - and several smaller planning areas designated as Joint Land ManagementAreas (JLMA), which surround some of the County’s incorporated towns, and RuralHistoric Villages. Transportation in and through these areas is supported byroadways in the Virginia Department of Transportation (VDOT) Primary andSecondary Roadway Systems.The County’s Department of Transportation and Capital Infrastructure (DTCI) hasreceived direction by the County Board of Supervisors that County staff manageRFP RFQ 683943Task Order Development Traffic Analysis ServicesPage 3 of 45and oversee the preparation of traffic warrant studies including traffic signalwarrant, signal justification reports, all-way stop control, pedestrian crosswalkwarrant and/or other studies associated with land development application trafficimpact studies and/or developer funded improvements. It is the intent of theresultant Contract(s) to provide professional consulting services on an as-neededbasis to prepare analyses for developer-driven land use applications andimprovements.4.0 OFFEROR’S MINIMUM QUALIFICATIONSIntentionally Omitted.5.0 SCOPE OF SERVICESAll proposals must be made on the basis of, and either meet or exceed, therequirements contained herein. All Offerors must be able to provide professionalexpertise for each service described herein. The services to be provided shallinclude but not be limited to the following:5.1 General Scope of Services:A. A County issued Purchase Order must be issued for each task prior tothe start of work. The signed Purchase Order shall constitute the noticeto proceed, unless otherwise indicated.B. Individual tasks may require supervision, manpower, materials,equipment, and supplies necessary to complete any of the servicesoutlined below. All individuals performing work under the resultantContract must have the appropriate licenses, certifications, orcredentials that prove competence in tasks being performed. Proof oflicensure shall be provided in the proposal document.C. All services shall be performed in compliance with the most currentapplicable federal, state, and local standards, specifications,policies, ordinances and regulations such as and not limited to theFederal Highway Administration Manual on Uniform Traffic ControlDevices (MUTCD), Virginia Supplement to the MUTCD, VDOTTraffic Operations and Safety Analysis Manual, Virginia Work AreaProtection Manual, VDOT Instructional and InformationalMemorandums, Loudoun County Countywide Transportation Plan,Loudoun County Codified Ordinances, Loudoun County TrafficManagement Guide, and Loudoun County Facilities StandardsManual.D. The services to be provided under this Contract shall include, but notbe limited to, the following:1. Evaluations, investigations, analysis, recommendations, costand time estimates, reports, studies, conceptual designs,preparation of documents, field inspections and investigation,field measurements, Geographic Information System (GIS) andMapping, visualization/graphic design, and public participationand outreach.RFP RFQ 683943Task Order Development Traffic Analysis ServicesPage 4 of 452. Professional involvement throughout all phases of the project,including but not limited to, development of programs,preparation of reports, periodic progress reports/meetings,preparation for and participation in briefings and presentationsto staff groups, citizen groups, the County Board of Supervisorsand federal or state agencies, processing of invoices forservices, timely processing of project correspondence,Consultants’ requests for payment, and material andequipment submittals.3. Coordination with other County Consultants.4. Other types of professional and non-professional services ofa nature consistent with the intent of this RFP as so directedby the County.E. A Scope of Work will be developed by the County Project Managerfor each task order under this Contract. See Section 8.26 foradditional details on scope of work development.1. The level of supervision, quality assurance, and staff assignedby the Consultant to an individual task order will be clearlydefined in the Scope of Work.2. The Consultant will make every effort to keep the personnelassigned to a task order consistent, reference Section 8.213. Project documentation requirements to include report typeand content, content of engineering drawings, and the needfor a professional engineer’s stamp will be identified in theScope of Work.4. A Project Manager shall be assigned to each task order by theConsultant to provide consultation, engineering, andmanagement services. The Consultant’s Project Manager willbe responsible for staffing the work and the review of reportsfor accuracy and completeness prior to submission to theCounty. The Consultant’s Project Manager shall have the finalresponsibility for quality control.5. The Consultant shall provide a Quality Control (QC) programnarrative in their Task Order proposal with QC team membersidentified. QC team shall be an independent senior memberof the Offeror and shall not be the Consultant’s ProjectManager.F. The County will require Consultants awarded contracts as a result ofthis RFP to use Trimble (formerly e-Builder) Construction ProgramManagement Software. The County will purchase one (1) license forthe Consultant’s use and will provide training for the Consultant toensure proficiency as recommended by Trimble. The license andtraining will be provided to the Consultant at no cost.
