INVITATION TO BIDSealed bids, in accordance with Stark County's plans and specifications for the ROBERTSVILLE AVEBRIDGE NO. PA-8-30 REMOVAL PROJECT, PID #114325 in Stark County, Ohio, will bereceived at the Offices of the Stark County Commissioners, County Administration Building, 110Central Plaza South (Suite 240), Canton, Ohio 44702, until 10:00 A.M. local time on, December 12,2025 at which time they will be publicly opened and read.Bid envelopes shall be marked: ROBERTSVILLE AVE BRIDGE NO. PA-8-30 REMOVALPROJECT, PID #114325On and after November 20, 2025, from 7:30 AM to 4:00 PM, Monday through Friday, specificationsand other contract documents are on file for review at: Stark County Engineer's Office, 5165 SouthwayStreet SW, Canton, Ohio 44706. (Phone 330-477-6781)Please Note: On and after November 20, 2025, specifications and other contract documents are on filefor purchase either electronically anytime, or by mail or in person from 8:00 AM to 5:00 PM, Mondaythrough Friday at: AA Blueprint Office, 2757 Gilchrist Road, Akron, Ohio 44305. (Phone 330-794-8803) Website: www.aaplanroom.comReproduction cost is non-refundable and is the responsibility of the bidder. Bidding Documents can beforwarded upon request and a fee will be required; forwarding via the least expensive carrier. Onlybidders of record will receive addendum to the specification, if any. The County nor AA Blueprint is notresponsible if bidding documents so mailed are received too late for filing a timely bid.The only bids that will be accepted will be those of bidders of record. Bidders of record are those whohave signed the bidders list, obtained specifications and paid the prescribed fee.The Engineer’s Estimate for this project is: $900,000.00.Construction Work shall be completed 120 Calendar Days after date of Notice to Proceed isissued. Upon receiving a responsible and responsive low bid, the County will proceed with Award ofthe Contract. Time is of the essence to this agreement.A pre-bid conference will be held in the Stark County Engineer's Office, 5165 Southway Street SW,Canton, Ohio 44706 at 9:00 AM on December 4, 2025 to advise all prospective bidders of the variouscontract requirements, and to answer any questions that may occur. Questions are required to besubmitted by December 8, 2025.Each bidder shall be in current good standing on the Ohio Department of Transportation Pre-qualified Contractors List kept by the Office of Contracts.Construction work shall be subject to the Federal prevailing wage rates established for Ohio bythe Secretary of Labor’s general wage decision.Each bid shall be in conformity with the Ohio Revised Code and all bids and certificates shall be uponthe forms furnished with the specifications. All bids shall be delivered to the office of the Stark CountyCommissioners, at or prior to the date and hour specified for receiving bids.1In the case of corporations not chartered in the State of Ohio, the bid shall be accompanied by a propercertificate of the Secretary of State, certifying that such corporation is authorized to do business in Ohio.Each bid shall be accompanied by a bid guaranty in the form of (1) a certified check, or cashier's check,or letter of credit equal to ten percent (10%) of the bid; or (2) a bid guaranty bond for the full amount ofthe bid; both forms of guaranties as provided in Chapter 153 of the Ohio Revised Code and in theproject specifications. The amount of the bid for said guaranty purposes shall include all additivealternates. All bid guaranties shall be conditioned that if the bid is accepted within sixty (60) days of thebid opening, a proper contract shall be executed and that upon failure or refusal to enter into saidcontract within ten (10) days after receipt of notification of award, the bidder and the surety on any bondshall be liable to the County in an amount not to exceed ten (10) percent of the bid.Bidders shall comply with the Affirmative Action-Equal Employment Opportunity requirements setforth in the specifications. A Bidder/Contractor will be deemed committed to the goal of such bidconditions by submitting a properly signed bid.Each bidder must insure that all employees and applicants for employment are not discriminated againstbecause of race, color, religion, sex, handicap or national origin.Terms of payment shall be as provided in Chapter 153 of the Ohio Revised Code.All steel products must meet the requirements of ODOT CMS 106.09The Stark County Commissioners reserve the right to reject any or all bids, to waive any informalities orirregularities in the bids received, and to accept any bid which is deemed most favorable to the Countyat the time and under the conditions stipulated. The Engineer will review all bids for irregularities andunbalancing. Any unbalancing or irregularities found may be cause for rejection of the entire bid.The commissioners further declare that they will award the contract for this project to the lowest andbest bid which may not necessarily be the lowest bid. No single factor will control the Board's decisionto award, and the Board reserves the right to exercise its full discretion."Disadvantaged Business (DBE) Requirement. DBE participation goals (Subcontracts,materials, supplies) have been set on this project for those certified as DBE's inaccordance with the TEA - 21 (1998) and 49 CFR, Part 26, and qualified to bid with ODOTunder Chapter 5525 of the Ohio Revised Code (O.R.C.)". At the beginning following theproject identification the DBE goal designation is written, i.e. DBE Goal: 0%.WAIVER PROCESS FOR DBE GOALS:In the event the Contractor is unable to meet the DBE Goal placed on this project, a requestfor waiver of all or part of the goal may be made to the Ohio Department of Transportation witha copy sent to the LPA. The written request must indicate that a good faith effort was made tomeet the goal and be sent to the ODOT DISTRICT 4 LPA COORDINATOR.The Planning and Programs Administrator will review the request and then forward it to theDepartment’s Central Office. Central Office will review the submitted documentation anddecide the issue within (3) business days. There will be no extension of the time for the projectgranted if the prime Contractor wishes to avail himself of this process. The LPA will be notifiedas to the decision.2Record Retention – As the LPA, ODOT or the United States government may legitimately requestfrom time to time, the contractor agrees to make available for inspection and/or reproduction by theLPA, ODOT or United States government, all records, books, and other documents of every kinddescription that relate to this contract.Drug-Free Work Place – The Contractor and all subcontractors for this project must be enrolled in theOhio Bureau of Workers’ Compensation Drug-Free Workplace Program or in a similar programapproved by the Bureau of Workers’ Compensation and in good standing with the Bureau of Workers’Compensation. Contractors that are not previously enrolled in a drug-free workplace program mustenroll in such a program within 10 days of the bid opening.
