The City of Mobile's Department of Community and Housing Development (CHD) has opened the bidding process for 1571 Dover St. Should you choose to bid the project, all quotes are due by Friday, November 24, 2025 at 2pm. Please print out the attached PDF to submit your quote. All bids must be submitted in person at 205 Government Street, South Tower Fifth Floor, Mobile, AL 36602. If you have any questions, you can call Ginny Kirby at 251-208-6297.
** Please make sure to accommodate homeowners and be considerate of their time and families. Any complaints received will be considered and may result in a bid not being awarded to a particular contractor. ** Appointments are encouraged and preferred.
In order to participate in the Critical Repair Program, contractors interested in bidding must have a verified application, including all required documentation and credentials, on file with the Community & Housing Development Office. If you are a new contractor and are interested in bidding with the Critical Repair Program, please contact Ginny Kirby at 251-208-6297. All contractors are required to meet with the program inspector in person to receive the application packet and to discuss the requirements, rules, and expectations of the program. Bids will not be considered from any Contractor that has not completed the application/verification process.

It is the responsibility of the BIDDER to check for, download and to include with their BID RESPONSE any and all ADDENDUMS that are issued for a specific BID issued by the City of Mobile. Failure to download and include ADDENDUM(s) in your BID RESPONSE may cause your bid to be rejected. This is a sealed bid. Any responses faxed or e-mailed will be rejected. This is a sealed bid. All responses must be submitted in a sealed envelope with the bid number on the outside of the envelope with the bid opening date. Any response that arrives improperly marked or with no bid number and opening date on the outside of the delivery or express package and opened in error will be rejected and not considered. It is the responsibility of the bidder to insure that their bid response is delivered to and received in the at the location or address specifically directed in the specification by the date and time prescribed.

Pictures must be clear, and referenced to home being workedon. Pictures are to be provided in real time, prior to home being completed. Thirdparty apps such as Company Cam® are acceptable.o Areas that are found to be spaced decked shall be covered with ½” exterior gradesheathing material after removing the existing decking. It is the contractors responsibilityto ensure the framing and structure will support the additional load.o Remove existing roofing materials down to bare decking.o Check all roof trusses/rafters and repair/replace as needed to ensure that new roof structureis flat and smooth without rises or depressions in roof system.o Replace all rotten, broken, un-even, weak, or deteriorated decking framing; includingsupporting roofing system such as rafter tails, facia and etc.o Any exposed repaired or replace wood should be protected from the elements, paintedto match existing color.o Replaced/repaired decking shall be level and ready to accept felt and shingles.o Check all roof trusses for strength and stability before re-shingling house.o Remove all unused elements, vents, etc., that are not operational and close them below rooflevel.o Re-flash all valleys, vents, roof openings, and chimneys.o Install new boots around all roof penetrations.o Haul away debris immediately.o Use a magnetic sweep around the perimeter of house and rake away any other debris.o Cover entire roof decking with self-adhered roofing underlayment then installsynthetic or 15# asphalt impregnated felt underlayment.o Prepare roof decking to accept a ridge vent.o Starter shingles must be self-adhered.o Re-roof with a 30year dimensional class A fiberglass asphalt shingle. (Owners choice ofcolor) (any area deemed to need roll roofing material will be self adhering modifiedbitumen) cap sheet and (base sheet if needed) install proper metal drip rail for this styleroofing.o Contractor must provide shingle color sample to homeowner prior to material delivery.o Shingles must be 1st quality still in the wrapper. Seconds will not be accepted.o Install drip rail around perimeter of house.
