Overview

Summary

The Commissioners of Charles County are hereby requesting sealed proposals from qualified firms to provide professional program and project management services for the design and construction of various County Capital Improvement Projects, on an as-needed or on-call basis with no minimum quantity guaranteed, approved under the County’s Capital Budget Program. The Consultant shall manage assigned capital projects in a professional manner, administering projects in an expeditious and economical manner consistent with the best interest and goals of the County. The purpose of this work is to manage capital projects through planning, design, construction, warranty, and close out. Typical projects include, but are not limited to:

1. Transportation Facilities
2. Water and Sewer Facilities
3. Stormwater Management/Drainage Facilities
4. Solid Waste (Landfill) Facilities
5. NPDES/Environmental Compliance
6. Vertical Construction

Pre-Proposal Meeting Registration Deadline (Non-Mandatory):

December 2, 2025, 8:00am

Firms must register in advance to attend the pre-proposal meeting via the County's eProcurement Portal RSVP Manager.

Pre-proposal meeting will occur virtually/teleconference, unless otherwise specified. Firms that have registered timely will receive participation instructions.

If multiple attendees from your firm will be attending the meeting, please have each individual complete the eProcurement Portal RSVP Manager process.

Pre-Proposal Meeting (Non-Mandatory):

December 3, 2025, 10:00am

Pre-proposal meeting will occur virtually/teleconference, unless otherwise specified. Firms that register timely and via the County's eProcurement Portal RSVP Manager will receive participation instructions.

The attendance roster will be published on the County's eProcurement Portal.

Question Submission Deadline (Non-Mandatory):

December 10, 2025, 4:30pm

Questions shall be submitted via the eProcurement Portal Question & Answer feature prior to the due date and time specified. The County will not provide responses to questions received after the deadline.

Proposal Submission Deadline:

January 29, 2026, 11:00am
