NOTICE TO BIDDERS
Request for Proposals for a contracted architect for the Irvington Architectural Review Board will be received by the Irvington Village Administrator’s office until 12PM on Monday, January 19, 2026. Respondents shall submit proposals in accordance with the submittal guidelines in the RFP.
The RFP document and all information relative thereto may be secured at the Irvington Village Clerk's Office or downloaded from www.irvingtonny.gov. There is no cost for the Request for Proposal document. The Village will not be responsible for full or partial sets of contract documents, including any addenda obtained from any other source.
The Village of Irvington reserves the right to waive any informalities in the bids; or to reject any or all bids. No bidder may withdraw his bid within forty-five (45) days after the actual date of the opening thereof.

IntroductionThe Village of Irvington is seeking qualified architectural firms to respond to this Request forProposals (RFP) for contracted architectural services. The selected architect will providetechnical guidance and support to the Village's Architectural Review Board (ARB), whichoperates under the roles and responsibilities outlined in the Village Code. Description of the VillageThe Village of Irvington is located in Westchester County, NY, along the eastern bank of theHudson River. Known for its historic character and picturesque landscapes, Irvingtonencompasses approximately 1.29 square miles and is home to a diverse community. The Villageis dedicated to preserving its architectural heritage while accommodating modern developmentneeds. The Village has a Historic District on the National Register of Historic Places.3. BackgroundThe Architectural Review Board (ARB) is responsible for ensuring that new developments andrenovations within the Village respect the aesthetic and historical context of the community. TheARB evaluates applications for construction, alterations, and signage, focusing on compatibilitywith existing architecture and landscape.4. Purpose and OverviewThe Village of Irvington is issuing this RFP to solicit proposals from qualified architectural firmsto provide technical guidance to the ARB. The selected architect will assist the ARB in thereview process, ensuring compliance with local regulations and design standards.5. Project ScopeA. Technical GuidanceProvide expert architectural guidance to the Architectural Review Board (ARB) in support of theVillage’s goal of preserving and enhancing Irvington’s architectural character whileaccommodating appropriate change. Services shall include, but not be limited to, the following:• Design Review Leadership: Participate in public ARB design review discussions withARB members the goal of preserving and enhancing community character. This includesevaluating the appropriateness of proposed materials, massing, scale, and architecturaldetails, as well as assessing additions, alterations, and exterior changes to existingstructures.• Material and Technology Guidance: Advise and guide ARB members on theacceptance and application of new building technologies, construction methods, andexterior materials, ensuring compatibility with the Village’s architectural context anddesign standards.• Historic and Residential Architecture: Lead discussions concerning the language ofresidential architecture and the appropriateness of additions or alterations to historicstructures, balancing preservation objectives with functional and contemporary needs.• Preservation Guidelines Familiarity: Apply a working knowledge of National ParkService (NPS) guidelines and best practices related to the preservation, rehabilitation, andalteration of historic structures when advising the ARB.• Commercial and Modern Exterior Building Design: Facilitate discussions oncommercial adaptive reuse projects, alterations to existing commercial structures, andnew commercial construction, including familiarity with the language and principles ofmodern architectural design..B. ARB Support• Attend ARB meetings and provide professional input during discussions.• Prepare technical reports and presentations to support the ARB's decision-makingprocess.• Facilitate communication between applicants and the ARB.6. Evaluation & Award of ContractProposals will be evaluated based on completeness, relevant experience, understanding of thescope of work, and proposed fees. The Village reserves the right to negotiate with the selectedconsultant.12. General Requirements and Conditions• The Village is under no obligation to award a contract.• All proposal documents shall remain the property of the Village.• The selected consultant will be required to enter into a Professional Services contractwith the Village.
