Category: 3. Public-Private Education and Infrastructure Act Proposals(PPEA) Status: Open Description: PUBLIC NOTICE OF RECEIPT OF AN UNSOLICITED PPEA PROPOSAL
The Board of Supervisors of Roanoke County, Virginia, has accepted a proposal for review from G&H Contracting, Inc. for the Hollins Fire Station No. 5 renovation and additions development project located at 7401 Barrens Rd, Hollins, VA 24019, in accordance with the Public Private Educational Facilities and Infrastructure Act of 2002 (“PPEA”), as set forth in Chapter 22.1, Title 56 of the Code of Virginia, 1950, as amended, and the County's PPEA guidelines (the "Guidelines") which have been adopted pursuant to the Act.
Roanoke County intends to evaluate the proposal, may negotiate an interim or comprehensive agreement with the proposer based on the proposal, and will accept for simultaneous consideration any competing proposals that comply with the PPEA and the Guidelines.
Proposers shall provide a processing fee check in the amount of $5,000 payable to the "Treasurer of Roanoke County" with their proposal submissions. The proposal and processing fee must be submitted to:

In order to be considered, all proposals must be submitted in a sealed envelope/package and received in the Roanoke County Finance Department Purchasing Division, located at the address above, no later than 5:00 p.m. (local prevailing time) on Monday, January 5, 2026.
Any private entity submitting a competing proposal shall submit in a sealed envelope/package one (1) original and five (5) copies and one (1) redacted copy of its proposal fit for public dissemination in the event the County must respond to a Freedom of Information Act request. The redacted copy of Offeror's proposal shall be provided on a USB Drive or other electronically transferable media. It shall be redacted to protect confidential and/or proprietary information and be labeled as such.
Selected private entities are expected to be available to present to the selection committee on January 20, 2026.
The total Project Budget is $5.3 million.
