The City adheres to the Americans with Disabilities Act (ADA) and commits to nondiscrimination on the basis of disability in all of its programs and activities and the provisions of Title VI of the Civil Rights Act of 1964 acknowledging that disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

NOTICE TO CONSULTANTSREQUEST FOR QUALIFICATIONSON CALL RIGHT-OF-WAY SERVICESResponse Deadline: Friday June 19, 2026 by 4:00 PM Local Time(Electronic Submissions Only; Limit 10MB)This Request for Qualifications (RFQ) seeks qualified firms to provide on-call right of wayservices for the City of Sequim. An on-call contract for consulting services will be awarded toselected respondents in an amount not to exceed $150,000.00. The contract term will be for 3years and may be extended at the discretion of the City to the maximum 4 years allowed byRCW 35.23.352(13)(c).The City reserves the right to amend the terms of this RFQ, to circulate various addenda, or towithdraw the RFQ at any time, regardless of how much time and effort consultants have spenton their responses.Description of ServicesServices shall include assisting the City of Sequim in appraising and acquiring real property rightsin the support of a Federal Highway Administration (FHWA) funded transportation project withoversight administration by the Washington State Department of Transportation (WSDOT) LocalPrograms Office. The right of way services must be in accordance with the right of wayprocedures of the WSDOT Right of Way Manual M26-01 and Federal acquisition laws. Appraisersmust be on the WSDOT approved appraisers list. The City of Sequim reserves the right to retainthe services of the successful firm for any subsequent phases (CN). Projects where right-of-wayconsultant services may be utilized include but are not limited to; 9th Avenue Extension, Kendalland Hendrickson Intersection Improvements, South 7th Avenue Sidewalks, South SequimComplete Streets, East Fir Street, Various Intersection Improvements, and other Federal, State,and Local funded projects.Submittal of Statement of QualificationsStatements of Qualifications in response to this RFQ must include the following information:• Consultant or firm name, phone numbers, mail and email addresses• Resumés of key personnel (Up to three (3) single-sided 8.5”x11” Page Max)Rev. 12/2023Page 1 of 2• List of past projects with brief description and reference contact information for each(Up to three (3) single-sided 8.5”x11” Page Max)• A one (1) page single-sided 8.5”x11” cover letter (optional)Please submit an electronic copy of your Statement of Qualifications in pdf format to: CityEngineering department at engineering@sequimwa.gov no later than the Response Deadlineabove. Submittals will not be accepted after that time and date.
