ON CALL RIGHT-OF-WAY SERVICES

This Request for Qualifications (RFQ) seeks qualified firms to provide on-call right of way
services for the City of Sequim. An on-call contract for consulting services will be awarded to
selected respondents in an amount not to exceed $150,000.00. The contract term will be for 3
years and may be extended at the discretion of the City to the maximum 4 years allowed by
RCW 35.23.352(13)(c).
The City reserves the right to amend the terms of this RFQ, to circulate various addenda, or to
withdraw the RFQ at any time, regardless of how much time and effort consultants have spent
on their responses.
Description of Services
Services shall include assisting the City of Sequim in appraising and acquiring real property rights
in the support of a Federal Highway Administration (FHWA) funded transportation project with
oversight administration by the Washington State Department of Transportation (WSDOT) Local
Programs Office. The right of way services must be in accordance with the right of way
procedures of the WSDOT Right of Way Manual M26-01 and Federal acquisition laws. Appraisers
must be on the WSDOT approved appraisers list. The City of Sequim reserves the right to retain
the services of the successful firm for any subsequent phases (CN). Projects where right-of-way
consultant services may be utilized include but are not limited to; 9th Avenue Extension, Kendall
and Hendrickson Intersection Improvements, South 7th Avenue Sidewalks, South Sequim
Complete Streets, East Fir Street, Various Intersection Improvements, and other Federal, State,
and Local funded projects.
Submittal of Statement of Qualifications
Statements of Qualifications in response to this RFQ must include the following information:
Consultant or firm name, phone numbers, mail and email addresses
Resumés of key personnel (Up to three (3) single-sided 8.5”x11” Page Max)

List of past projects with brief description and reference contact information for each
(Up to three (3) single-sided 8.5”x11” Page Max)
A one (1) page single-sided 8.5”x11” cover letter (optional)
Please submit an electronic copy of your Statement of Qualifications in pdf format to: City
Engineering department at engineering@sequimwa.gov no later than the Response Deadline
above. Submittals will not be accepted after that time and date. Any questions regarding this
RFQ should be directed to the Public Works Department, at engineering@sequimwa.gov or
360-683-5062.
Evaluation Criteria
SOQs will be evaluated and ranked based on the below criteria. Top ranking firms may be asked
to participate in an interview and/or references may be contacted.
1) Qualification of proposed Project Manager to be assigned to the project (30 Points)
2) Qualifications/Expertise of Firm (30 Points)
3) Familiarity with WSDOT/FHWA standards (15 Points)
4) Past Performance/References (15 Points)
5) Proximity of the Firm to Sequim (10 Points)
