It differs from a Request for Bid or Quotation in that the county is seeking asolution, as described on the cover page and in the following Background Information section, not a bid or quotation meetingfirm specifications for the lowest price. As such, the lowest price proposed will not guarantee an award recommendation.As defined in Charter Resolution No. 68, Competitive Sealed Proposals will be evaluated based upon criteria formulatedaround the most important features of the product(s) and/or service(s), of which quality, testing, references, service,availability or capability, may be overriding factors, and price may not be determinative in the issuance of a contract oraward. The proposal evaluation criteria should be viewed as standards that measure how well a vendor’s approach meetsthe desired requirements and needs of the county. Criteria that will be used and considered in evaluation for award are setforth in this document. The county will thoroughly review all proposals received. The county will also utilize its bestjudgment when determining whether to schedule a pre-proposal conference, before proposals are accepted, or meetings withvendors, after receipt of all proposals. A Purchase Order/Contract will be awarded to a qualified vendor submitting the bestproposal. Sedgwick County reserves the right to select, and subsequently recommend for award, the proposedservice(s) and/or product(s) which best meets its required needs, quality levels and budget constraints.The nature of this work is for a public entity and will require the expenditure of public funds and/or use of public facilities,therefore the successful proposer will understand that portions (potentially all) of their proposal may become public recordat any time after receipt of proposals. Proposal responses, purchase orders and final contracts are subject to public disclosureafter award. All confidential or proprietary information should be clearly denoted in proposal responses and respondersshould understand this information will be considered prior to release, however no guarantee is made that information willbe withheld from public view.II. BackgroundSedgwick County, located in south-central Kansas, is one of the most populous of Kansas’ 105 counties with a populationestimated at more than 514,000 persons. It is the 16th largest in area, with 1,008 square miles, and reportedly has the secondhighest per capita wealth among Kansas’ counties. Organizationally, the county is a Commission/Manager entity, employsnearly 2,500 persons, and hosts or provides a full range of municipal services, e.g. – public safety, public works, criminaljustice, recreation, entertainment, cultural, human/social, and education.Sedgwick County is allocating $100,000.00, for calendar year 2026, in support of Primary crime prevention and earlyintervention program(s) targeted to elementary & middle school aged youth at risk for juvenile delinquency. Programs withthe most direct, quantifiable impact on juvenile crime/crime prevention will receive a higher priority than programs withless direct impacts. Funded programs are subject to an annual performance evaluation and are required to track and reportspecific data for this evaluation.Consideration for funding is based on ensuring a comprehensive continuum of services for at-risk youth and their familiesin Sedgwick County. Additionally, all grants are contingent on final budget approval by the Sedgwick CountyCommission.Preference for funding is given to evidence-based model programs or programs demonstrating a strong research basisshowing positive effects reducing participant’s risk for future juvenile delinquency. To be considered an evidence-basedmodel program, programs must meet the rigorous research standards as defined by Blueprints for Violence Prevention(refer to http://www.blueprintsprograms.com/programs). Priority will be given for programs not currently receivingKansas Department of Corrections grant funding.Programs other than Blueprint model programs may be considered evidence-based if they meet or exceed the level ofresearch the Blueprint model program uses in their determination (see for Blueprint research requirements). Evidence-basedpractices (such as Motivational Interviewing, Cognitive Social Learning, etc.) are also given preference over unprovenmethods of intervention.RFP # 25-00783Every year, Team Justice reviews service gaps and affirms priorities. In the annual review for FY25, Team Justice hasidentified services for youth with weapons related arrests/charges and services for at risk middle school aged youth as thehighest priorities and the focus of funding considerations. With additional focus on a longer-term plan for addressing mentalhealth/substance treatment ranking the highest community priorities for future funding considerations and likely fallsoutside of the capabilities of the funding made available by the Kansas Department of Corrections/evidence based fundinggrant. The most recent Comprehensive Plan for Juvenile Justice and Delinquency Prevention was approved on April 2, 2021identifying three (3) risk factors commonly found with other risk factors (https://www.sedgwickcounty.org/corrections/reports-plans-and-initiatives/). Those three (3) are antisocial personality, antisocial cognition, and antisocial associates. There isidentification that the combination of risk related to family, school/work, leisure/recreation, and substance abuse should beconsidered. The 2nd tier of risk factors (family, school/work, leisure/recreation and substance abuse) provides the means toaddress the three (3) priority risk factors.All programs and services funded through County prevention funds are expected to target identified risk factorsand include measurable goals and outcomes towards this purpose.Programs should be offered by experienced qualified organizations or individuals and provide services that are designed toprevent youth from entering the juvenile justice system or preclude further involvement in the system.The targeted population includes children/youth at moderate to high risk for delinquency and their families. Funding islimited to children in kindergarten grades through 5th elementary through middle school. Organizations may have anopportunity to give presentations to clarify proposed services if requested by the grant review committee.III. Project ObjectivesSedgwick County, Kansas (hereinafter referred to as “county”) is seeking a firm or firms to provide delinquencyprevention/early intervention services to youth and families in Sedgwick County. The following objectives have beenidentified for this contract:The county requires the most thorough and professional services available. The following requirements are listed to assistproposers in understanding the objectives and in submitting a thorough response. All proposals must speak to their abilityto meet the following requirements. Please note a copy of the most recent financial annual audit or financial statement (ifno audit is available) must be included with your proposal. (Appendix D) If it is your belief a mandatory requirement doesnot apply to your agency, this must be noted on the attached check-off sheet. Any proposals that do not satisfactorily meetthe mandatory requirements will not be considered for funding. The successful proposer shall:1. Agree to abide by the terms and conditions of any Federal/State/County contract provisions and guidelines.2. Have the capability of entering into a written agreement with the county, setting forth the specific terms andconditions with which the proposer must comply.3. Provide the agency's most recent annual independent financial audit, including any single Audit Act Reports thatare required of the agency (OMB A-133 or Title 2 Part 200 Uniform Guidance); or, financial statement prepared bya professional accountant or accounting firm if no audit is available (Appendix D).4. Assure the county that grant funds will not be used to supplant existing resources. Prevention grant funding can beused to expand an existing program or to create a new program but may not be used in place of current funding.5. Ensure that quarterly status reports and information is provided documenting, service delivery location(s), progresson meeting goals or risk loss of remaining funds.RFP # 25-007846. Appropriately fill out the Proposal Response Form, following the directions and ensuring the narrative [whichincludes the statement of problem and community need, proposed service location(s), use of evidence basedpractice(s) (EBP), the management plan and outcomes] is no longer than ten pages with at least one inchmargins and font no smaller than 12 pt. The Proposal Response Form should provide complete information onthe program. Unrequested information, such as brochures, newspaper articles and videotapes, will not be reviewedor considered as part of the proposal.7. Clearly state the number of youth to be served, Program’s Goals, Target Population, Actions to achieve thePrograms Goals and identify direct, measurable participant outcomes and methods of measurement (see the attachedexample for guidance).8. Specify how youth will be identified and how risk factors will be identified/assessed. Programs that conduct aparticipant risk assessment to determine risk for delinquency should describe assessment tool. All proposals shouldaddress prevention/early intervention relative to one or more of the following risk factors (see Background andObjectives section above for more details):Primary Risk Factors:1) Antisocial Personality2) Antisocial Cognition3) Antisocial AssociatesAddressed through Secondary Risk Factors:1) Family2) School/Work3) Leisure/Recreation; and4) Substance AbuseIV.
