INVITATION FOR BIDS

AGUA FRIA WASTEWATER PROJECT PHASE III

IFB 2026-0231-PW/DK

The Santa Fe County Public Works Department requests bids for the purpose of procuring a licensed,

insured, and qualified Contractor to provide construction services for Agua Fria Wastewater Project

Phase III, located at Historic Village of Agua Fria in Santa Fe County utilizing construction plans and

technical specifications prepared by Bohannan Huston, Inc. and Santa Fe County. Bids may be held

for ninety (90) days subject to all action by the County. Santa Fe County reserves the right to reject

any and all bids in part or in whole.

A completed bid package must be submitted in a sealed container indicating the bid title and number

along with the bidding firm’s name and address clearly marked on the outside of the container. All

bids must be received by 2:00 PM on Tuesday, May 26, 2026, at the Santa Fe County Purchasing

Division located at 102 Grant Avenue, Santa Fe, NM 87501. By submitting a bid for the requested

materials and/or services each firm is certifying that their bid is in compliance with the regulations

and requirements stated within this IFB.

Contract is funded in whole or part by funds made available under the State of New Mexico Department

of Environment Fund 89200 Capital Appropriation Project SAP 24-I2454.

A NON-MANDATORY Pre-Bid Meeting and Site Visit will be held at 10:00 AM on Thursday,

May 7, 2026, at Nancy Rodriguez Community Center located at 1 Prairie Dog Loop, Santa Fe,

NM 87507.

BID INSTRUCTIONS

IFB 2026-0231-PW/DK

Bids are requested by Santa Fe County for construction services for the Agua Fria Wastewater

Project Phase III in the Historic Village of Agua Fria, in accordance with the plans and

specifications prepared by Bohannan Huston, Inc. and Santa Fe County. The project involves

the construction of wastewater system improvements in the Village of Agua Fria, including new

sewer lines, manholes, service connections, utility relocations, and associated surface

restoration.

The bids shall be based upon the material descriptions, units, and estimated quantities shown on

the attached bid sheets. Final payment will be made upon quantities completed in accordance

with the specifications, measured and accepted by the County, paid at the unit prices contained

in the bid.

The Contractor shall supply all labor, materials and equipment necessary to complete the work

in accordance with the construction plans and specifications. The bid shall include all permits,

fees, tie-in fees for all utilities, overhead and profit, and incidental costs in the bid amounts. All

applicable taxes shall not be included in the bid amounts.

All applicable laws and ordinances and the rules and regulations of all authorities having

jurisdiction over the project shall apply to the Contractor and all agreements between the

Contractor and the County.

1. LOCATION AND DESCRIPTION OF WORK:

The work to be completed is located at Historic Village of Agua Fria within Santa Fe County,

New Mexico. The work includes but is not limited to the following:

Avenida De Sesario

• Construction of approximately 1700 LF of 2” of HDPE Low pressure sewer,

including seven (7) stub outs for future residential grinder pump connections.

• Construction of approximately 125 LF of 1 ¼” HDPE low pressure service line for

future connections, including all fittings.

• Install one (1) low pressure flush terminal and one (1) in line flushing station.

• Connection to an existing manhole in Avenida De Sesario.

• Remove and replace approximately 665 square-yards of asphalt roadways.

• All associated surface repairs.

Alamo Lane

• Construction of approximately 1300 LF of 8” gravity sewer.

• Construct ten (10) new manholes as well as eight (8) sewer service connections,

including double cleanout and appurtenances.

• Construction of approximately 60 LF of 4” PVC private residential service line,

including all fittings.

• Connection to an existing manhole in La Junta Del Alamo.

• Remove and replace approximately 800 square-yards of asphalt roadways.

• All associated Service Connections, Valves, and surface repairs.

Lopez Lane

• Construction of approximately 1010 LF of 8” gravity sewer.

• Construct three (3) new manholes as well as seven (7) sewer service connections,

including double cleanout and appurtenances.

• Connection to an existing manhole in Rufina Street.

• Construction of approximately 80 LF of 4” PVC private residential service line,

including all fittings.

• Construction of approximately 590 LF of 2” of HDPE Low pressure sewer, including

nine (9) stub outs for future residential grinder pump connections.

• Construction of approximately 265 LF of 3” of HDPE Low pressure sewer, including

four (4) stub outs for future residential grinder pump connections.

• Construction of approximately 185 LF of 1 ¼” HDPE low pressure service line for

future connections, including all fittings.

• Install one (1) low pressure flush terminal station.

• Remove and replace approximately 2,100 square-yards of asphalt roadways.

• All associated Service Connections, Valves, and surface repairs.

Ledd Drive

• Construction of approximately 275 LF of 2” of HDPE Low pressure sewer, including

four (4) stub outs for future residential grinder pump connections.

• Tie in to existing sanitary sewer line in Agua Fria using an 8” x 4” wye.

• Construction of approximately 40 LF of 1 ¼” HDPE low pressure service line for

future connections, including all fittings.

• Install one (1) low pressure terminal flushing station.

• Remove and replace approximately 10 square-yards of asphalt roadways.
