CITY OF SAN CARLOSSAN MATEO COUNTY, CALIFORNIANOTICE INVITING SEALED PROPOSALSNOTICE IS HEREBY GIVEN that sealed proposals or bids for the 2025 Storm Drain Improvement Project Clifton Avenue, Kenton Avenue, Manzanita Avenue, and Shoreway Road, City Project No. C9531 shall be publicly opened, examined and announced on Tuesday, March 3, 2026, at 10:00 a.m. at the San Carlos City Clerk’s Office at City Hall - 600 Elm Street, San Carlos, CA 94070. Sealed bid proposals shall be received in-hand by the City Clerk before that bid opening date and time. No Pre-Bid meeting has been scheduled for this project.
A Class A, Contractor’s License is required for this work. Work will be done and payments will be made in accordance with provisions more particularly described in the plans and specifications.
The scope of work generally includes mobilization, traffic control, water pollution control, dust prevention and control, shoring, pipe replacement, pipe installation, manhole installation, catch basin installation, catch basin replacement, asphalt repair, concrete repair, striping removal & replacement, and all other work as shown on the Plans and as called for in the Technical Provisions and as directed by the Engineer.
Bids are required for the entire work described herein in accordance with the instructions to bidders. The Engineer’s Estimate is between $900,000 and $1,100,000.
Bids must be accompanied by a Proposal guarantee amounting to ten (10%) percent of the bid as described in the specifications. Said guarantee shall be forfeited to the City in case the bidder depositing the same does not, within fifteen days after written notice that the contract has been awarded to him/her (1) enter into a contract with the City and (2) furnish Performance and Payment Bonds as described in the specifications.
The City Council reserves the privilege of rejecting any and all proposals or to waive any irregularities or informalities in any proposals or in the bidding. No bidder may withdraw his/her proposal for a period of ninety (90) calendar days after the date set for opening of proposals.
As a “Public Works” project and pursuant to Section 1773 of the Labor Code, the general prevailing wage rates for San Mateo County shall apply to this contract, as determined by the Director of the California Department of Industrial Relations.
