Invitation to Bid-Posted DateWater Service915 19th AvenueEDPL 4-2026IntroductionThe City of Rock Island is requesting bids from contractors for a rehabilitation project at a house locatedat 915 19th Avenue. This owner-occupied property will be undergoing rehabilitation using Housing andUrban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shallbe subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. Contractors who areinterested in this project will need to schedule a site visit with the homeowner, Swayzine Bacon-Foulk,by calling them at 309-631-4768, prior to submitting the bid. Sealed bids must be received on or beforeFebruary 11th by 2p.m. They shall be addressed and marked as follows.CED DepartmentAttn: Jeff Laxton1528 3rd AvenueRock Island, IL 61201ENCLOSED: 915 19th Avenue BidBids may be mailed or delivered in person. Late bids shall not be opened. All sealed bids shall be openedon 2/11/2026 by 2p.m. at City Hall in the CED Department offices. Contractors who have submitted bidsmay attend but are not required to do so. A bid tabulation shall be posted online afterward. Allquestions shall be directed to the Construction Officer at 309-732-2906.Scope of WorkThe bidder shall submit a project plan using the design standards below that is in compliance with allapplicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. Theplan must include a clear project timeline and budget with line item costs. The contractor shall act as thegeneral contractor for the project using subcontractors as required. Subcontractors that will be requiredshould be clearly identified in the project plan.This service is galvanized coming from the curb box located on 9 ½ Street and 19th Avenue in theright-of- way to the Southeast corner of the house. The main is in 9 ½ Street which is an attached PFDof the City water and sewer. There is two curb box side by side in the right-of-away so its importantto locate the service that connects to the address at the main before excavating in the street. Due tothe length of this service, an alternate material shall be used. This must be an approved HDPE pipingwith NSF/ANSI/CAD 61 rating that shall be used for the new service line and fittings. The line will bebored from the main in the street to a new shut off/ curb box to the Southwest side of the housemissing the front porch. There will be a section of concrete side walk removed to excavate andinstall the new shut off. That will be leaving a short run into the house. Once inside the house therewill need some plumbing modifications at the existing meter location to accommodate hooking up tothe service. A shut shall be installed before the meter location. There shall be a locating wire (IPC306.2.4) ran from the main to the house on this new service. At the main the old service line shall bedisconnected and terminated within a few inches of the main. This shall be inspected and the newconnect before backfilling begins. The soils from the street excavation shall be hauled away andclean rock brought in which will be compacted in lifts. A side walk patch will be done along with theroad patch per Rock Island Public Work department speciation’s. This project will require a licensedelectrician to run ground rods and connect a new wire to ground the houses electrical service.Electrical, Plumbing, and Excavation permit will be required before work begins.Alternative specifications shall be considered only if they are clearly justified, cost effective, and meetall project objectives. The contractor shall have 30 days to complete the work from the date of contractsigning. Change work orders over the course of the project are strongly discouraged.Bidder Qualifications & Requirements1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured.2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meetingall local, state, and federal requirements to perform requested work. Contractors mayberequired additional plans upon permit submittals.3. Bidders must have and provide proof of General Liability, Vehicle, and Workers CompensationInsurances and name the City of Rock Island as a Certificate Holder.4. Bidders must own or be able to rent sufficient equipment to complete the work.5. Contractor maybe required to supply additional plans or stamped drawings for a planreview. Which maybe need to obtain a building permit.Prevailing Wage RatesBidders must adhere to Federal Davis Bacon prevailing wage rates as shown in the attached GeneralWage Decision IL20220001, Modification 32. It is the policy of The City of Rock Island that allRehabilitation Housing projects will use commercial wage rates, not residential wage rates. Biddersmust complete the attached “Project Wage Rate Sheet” and include it with their bid. It must clearlyidentify the wage and fringe benefits of each worker with their job classification. Owner-operators arenot exempt and must pay themselves prevailing wage rates. HUD Form 4010, “Labor StandardsProvisions,” is also attached and provides additional guidance. Finally, a sample certified payroll form isattached for reference. HUD Form WH-1321 must be visible posted on-site of the project before workbegins. Apprentice certification from the DOL required for all apprentices.Preparation of BidEach bid must be submitted on paper and delivered in a sealed envelope. Said envelope shall be clearlylabeled with “ENCLOSED: 915 19th Avenue Bid.” The bid must clearly address all requirements asdescribed above. The cost of the work must be separated into line items with individual costs in additionto providing a total project cost. Labor costs and material costs must be clearly delineated. The companyname, federal tax ID number, SAMs entity number, contact person, email, phone number, and a datewith signature are all required as well.Awarding ContractsThe lowest bid shall not automatically guarantee that a contractor will get the work they bid on. Bidsshall be reviewed for pricing, experience, previous work history, references, State Licenses, StateRegistration, insurances, bonds, subcontractors, equipment owned, equipment rented, operatorexperience, and financial stability. The City at its sole discretion shall decide after a review whichcontractor, if any, is responsive to the invitation to bid. All bidding and award procedures undertaken bythe City in regard to this project shall be consistent with the City’s adopted procurement procedures.Submitted bid prices shall remain valid for 60 days after bid opening.Bidder ResponsibilityBidders shall keep the bidding process confidential. Each bidder shall be fully acquainted with conditionsrelating to the site, the scope of work, any current EPA and HUD regulations pertaining to the work, andrestrictions associated with acceptable execution of requested work. Failure or omission of the bidder toacquaint themselves with site conditions shall in no way relieve them of any obligation with respect totheir bid or subsequent contract.Federal, State, and Local Reporting ComplianceThe contractor shall provide financial and programmatic information as required by the City of RockIsland to comply with all Federal, State, and local law reporting requirements. (i) Minimum Wages. All laborers and mechanicsemployed or working upon the site of the work, will be paidunconditionally and not less often than once a week, andwithout subsequent deduction or rebate on any account(except such payroll deductions as are permitted byregulations issued by the Secretary of Labor under theCopeland Act (29 CFR Part 3), the full amount of wagesand bona fide fringe benefits (or cash equivalents thereof)due at time of payment computed at rates not less thanthose contained in the wage determination of theSecretary of Labor which is attached hereto and made apart hereof, regardless of any contractual relationshipwhich may be alleged to exist between the contractor andsuch laborers and mechanics. Contributions made orcosts reasonably anticipated for bona fide fringe benefitsunder Section l(b)(2) of the Davis-Bacon Act on behalf oflaborers or mechanics are considered wages paid to suchlaborers or mechanics, subject to the provisions of 29 CFR5.5(a)(1)(iv); also, regular contributions made or costsincurred for more than a weekly period (but not less oftenthan quarterly) under plans, funds, or programs, whichcover the particular weekly period, are deemed to beconstructively made or incurred during such weekly period.Such laborers and mechanics shall be paid the appropriatewage rate and fringe benefits on the wage determinationfor the classification of work actually performed, withoutregard to skill, except as provided in 29 CFR 5.5(a)(4).Laborers or mechanics performing work in more than oneclassification may be compensated at the rate specified foreach classification for the time actually worked therein:Provided, That the employer’s payroll records accuratelyset forth the time spent in each classification in whichwork is performed. The wage determination (including anyadditional classification and wage rates conformed under29 CFR 5.5(a)(1)(ii) and the Davis-Bacon poster (WH-1321) shall be posted at all times by the contractor and itssubcontractors at the site of the work in a prominent andaccessible, place where it can be easily seen by theworkers.(ii) (a) Any class of laborers or mechanics which is notlisted in the wage determination and which is to beemployed under the contract shall be classified inconformance with the wage determination. HUD shallapprove an additional classification and wage rate andfringe benefits therefor only when the following criteriahave been met:(1) The work to be performed by the classificationrequested is not performed by a classification in the wagedetermination; and(2) The classification is utilized in the area by theconstruction industry; and(3) The proposed wage rate, including any bona fidefringe benefits, bears a reasonable relationship to thewage rates contained in the wage determination.(b) If the contractor and the laborers and mechanics to beemployed in the classification (if known), or theirrepresentatives, and HUD or its designee agree on theclassification and wage rate (including the amountdesignated for fringe benefits where appropriate), a reportof the action taken shall be sent by HUD or its designee tothe Administrator of the Wage and Hour Division,Employment Standards Administration, U.S. Department ofLabor, Washington, D.C. 20210. The Administrator, or anauthorized representative, will approve, modify, ordisapprove every additional classification action within 30days of receipt and so advise HUD or its designee or willnotify HUD or its designee within the 30-day period thatadditional time is necessary. (Approved by the Office ofManagement and Budget under OMB control number 1215-0140.)(c) In the event the contractor, the laborers or mechanicsto be employed in the classification or theirrepresentatives, and HUD or its designee do not agree onthe proposed classification and wage rate (including theamount designated for fringe benefits, where appropriate),HUD or its designee shall refer the questions, includingthe views of all interested parties and the recommendationof HUD or its designee, to the Administrator fordetermination. The Administrator, or an authorizedrepresentative, will issue a determination within 30 days ofreceipt and so advise HUD or its designee or will notifyHUD or its designee within the 30-day period thatadditional time is necessary. (Approved by the Office ofManagement and Budget under OMB Control Number1215-0140.)(d) The wage rate (including fringe benefits whereappropriate) determined pursuant to subparagraphs(1)(ii)(b) or (c) of this paragraph, shall be paid to allworkers performing work in the classification under thiscontract from the first day on which work is performed inthe classification.(iii) Whenever the minimum wage rate prescribed in thecontract for a class of laborers or mechanics includes afringe benefit which is not expressed as an hourly rate, thecontractor shall either pay the benefit as stated in thewage determination or shall pay another bona fide fringebenefit or an hourly cash equivalent thereof.(iv) If the contractor does not make payments to a trusteeor other third person, the contractor may consider as partPrevious editions are obsoletePage 1 of 5form HUD-4010 (06/2009)ref.
