I. INTRODUCTION
Censere Consulting LLC (“Censere”), on behalf of the Housing Authority of the City of
New Britain (“NBHA”), is soliciting proposals from qualified and experienced moving
companies to provide residential relocation and moving services associated with Phase
I relocation activities for the Mount Pleasant Redevelopment Project located in New
Britain, Connecticut.
The Mount Pleasant Redevelopment Project is a multi-phase redevelopment initiative
being undertaken through the U.S. Department of Housing and Urban Development
(“HUD”) Rental Assistance Demonstration (“RAD”) program and related financing
sources. As part of Phase I redevelopment activities, approximately thirty-four (34)
occupied public housing households will require temporary relocation to other housing
units.
Censere is seeking qualified contractors capable of coordinating and completing
residential moves in a professional, efficient, resident-sensitive, and timely manner
while maintaining compliance with all applicable HUD, state, and local requirements.
II. PROJECT DESCRIPTION
The selected contractor(s) will provide comprehensive residential moving services for
families residing within the Phase I redevelopment area of Mount Pleasant. Relocations
are anticipated to occur between July 2026 and September 2026.
NBHA anticipates relocating a minimum of two (2) families per day; however, the
selected contractor(s) must demonstrate the operational capacity to complete additional
moves per day if necessary to maintain the overall redevelopment schedule.
Households anticipated to be relocated include residents occupying:
• Two-Bedroom Units
Three-Bedroom Units
• Four-Bedroom Units
Please note that all existing and replacement units are townhouse-style units. Living
areas are generally located on the first floor, while bedrooms are located on the second
floor. Respondents should consider the movement of furniture and household
belongings between floors when preparing their proposals.
All moves are expected to occur within the City of New Britain unless otherwise directed
by NBHA or Censere.
III. SCOPE OF SERVICES
The selected contractor(s) shall furnish all labor, supervision, transportation, equipment,
packing materials, and related services necessary to complete residential relocations
associated with the redevelopment project.
Services shall include, but not be limited to:
• Packing resident household belongings, where necessary;
• Providing packing materials including boxes, tape, labels, packing paper, and
protective materials;
• Furniture disassembly and reassembly, where necessary;
• Loading and unloading household items;
• Transportation of resident belongings to replacement units;
• Placement of furniture and personal property within replacement units as directed by
residents;
• Protection of resident property during transport;
• Coordination with NBHA staff and relocation consultants;
Removal and disposal of used packing materials where applicable; and
• Compliance with all applicable safety and insurance requirements.
The selected contractor(s) shall conduct all work in a manner that minimizes disruption
to residents and protects resident property throughout the relocation process.
Please note that certain households may include elderly residents or residents with
disabilities who may require full packing assistance by the selected contractor(s). In
such cases, the contractor(s) may be required to pack the resident’s unit and
belongings at an additional charge. The selected contractor(s) will be notified in
advance of any such special accommodation or service needs.
Storage Services
The selected contractor(s) shall have access to secure, bonded, and insured storage
facilities should temporary storage of resident belongings become necessary during
construction or relocation activities.
Storage facilities shall:
• Be secure and protected from theft, vandalism, and weather-related damage;
• Be adequately insured to protect resident belongings;
• Allow for inventory control and tracking of stored items; and
• Be available for both short-term and long-term storage needs.
The selected contractor(s) shall be capable of transporting belongings to storage,
maintaining items in storage, and returning belongings to residents as directed by
NBHA and/or Censere.
IV. PROPOSAL REQUIREMENTS
Respondents shall submit a fixed-fee proposal structure based upon bedroom size.
Separate pricing shall be provided for:
• Two-Bedroom Unit Moves;
• Three-Bedroom Unit Moves; and
• Four-Bedroom Unit Moves.
Pricing shall include all labor, vehicles, fuel, supervision, packing materials, equipment,
transportation costs, and all other costs associated with completing the relocation.
Respondents shall separately identify:
• Monthly storage cost per household;
• Monthly storage cost per storage unit or storage container, if applicable;
• Delivery and retrieval costs associated with stored belongings;
• Overtime rates;
• Specialty item handling charges; and
• Additional packing fees associated with disability accommodations or special
circumstances.
Proposals shall also include:
1. Company background and qualifications;
2. Description of relevant experience;
3. Proposed staffing and operational capacity;
4. Proposed relocation schedule and ability to perform multiple daily moves;
5. Description and location of available storage facilities;
6. Confirmation that storage facilities are bonded, secure, and insured;
7. References from similar projects;
8. Proof of insurance and licensing; and
9. Any additional information the respondent believes relevant to the project.
V. MINIMUM QUALIFICATIONS
Respondents shall demonstrate experience and qualifications including, but not limited
to:
• Residential moving and relocation services;
• Experience working with occupied affordable housing, public housing, senior housing,
or multifamily housing developments preferred;
• Sufficient staffing and equipment capacity to meet project schedules;
• Access to secure storage facilities;
• Proper licensing and insurance; and
• Ability to coordinate multiple daily moves.
VI. INSURANCE REQUIREMENTS
The selected contractor(s) shall maintain insurance coverage throughout the duration of
the contract, including:
• Commercial General Liability Insurance with limits not less than $1,000,000 per
occurrence and $2,000,000 aggregate;
• Automobile Liability Insurance with limits not less than $1,000,000 combined single
limit;
• Workers Compensation Insurance as required by Connecticut law;
• Cargo/Property Insurance sufficient to cover resident belongings during packing,
loading, transport, storage, unloading, and placement; and
• Warehouseman’s Legal Liability Insurance or equivalent coverage if storage services
are offered.
The selected contractor(s) shall provide Certificates of Insurance prior to
commencement of services and shall name the Housing Authority of the City of New
Britain and Censere Consulting LLC as additional insureds where applicable.
VII. EVALUATION CRITERIA
Proposals will be evaluated based upon:
• Qualifications and experience;
• Experience with public housing, affordable housing, or large-scale residential
relocations;
• Operational capacity and staffing levels;
• Availability and quality of storage facilities;
• Responsiveness to the RFP requirements;
• References;
• Overall project cost; and
• Ability to meet the relocation schedule.
