Oral proposalsor proposals received by telephone, fax, or email shall be rejected. Proposals must be submittedin sealed packages and clearly marked with the RFP number on the outside of the package. Anyproposal received after the deadline shall be deemed non-responsive and returned unopened.1The Richmond Metropolitan Transportation Authority is requesting proposals to conduct acompensation study. Specifically, we are seeking the review and development of acompensation and classification plan for the Authority, with an immediate review of three (3)designated positions for market competitiveness. Our timeline for this project is to beginimmediately for the designated positions, with a preliminary report by March 12, 2026 and apresentation to the Compensation and Benefits Committee of our Board of Directors on March17, 2026. A preliminary report for the full compensation and classification plan is requested tobe presented by April 30, 2026.BackgroundThe RMTA is a political subdivision of the Commonwealth of Virginia. It is governed by asixteen member Board of Directors, which includes five members from each jurisdiction: City ofRichmond and the counties of Henrico and Chesterfield, and one member who is appointed fromthe Commonwealth Transportation Board.Established by the Virginia General Assembly in 1966, the RMTA (formerly RMA) wasempowered to construct, operate, and maintain the Richmond Expressway System. This urbanexpressway system, which includes the Downtown Expressway, Powhite Parkway and theBoulevard Bridge, has been integral to the growth of the Richmond metropolitan area.The RMTA’s workforce is comprised of 68 full-time employees and approximately 20 part-timeemployees. The current classification and compensation plan includes 27 full-time positiontitles, 1 part-time position title and 21 job grades.Employees are evaluated annually at the end of our fiscal year in June. Merit increases are basedon a percentage set each year by the RMTA’s Board of Directors. The current evaluation ratingsrange from exceeds expectations to unsatisfactory. For eligibility to receive a merit increase,employees must achieve a rating of fully meets or higher.Services SoughtThe RMTA seeks a recommended classification and compensation plan that supports employeerecruitment, retention and executive compensation through market competitiveness, is internallyequitable, can be efficiently administered, is in compliance with local, state and federal laws andregulations, and is affordable.The Contractor shall work closely with representatives of the RMTA’s Human Resources staffand the senior management of the RMTA.2Based on information obtained from job descriptions, questionnaires (or other job analysismethodology), interviews with current RMTA employees, managers, the Human Resources staff,and senior management, the Contractor shall complete a job evaluation analysis. Using the jobevaluation analysis, RMTA benefits package and data collected from the market place, theContractor shall develop recommended changes to the classification and compensation plan,recommend pay ranges, and recommend a job evaluation system for maintaining theclassification and compensation plan. The Contractor shall also identify and evaluate alternativepay structures that may be beneficial to the RMTA or to specific positions or job grades.By March 12, 2026, the Contractor shall present interim recommendations for five designatedpositions. By April 30, 2026, the Contractor shall present preliminary recommendations for theremaining positions and a drafted pay plan study for review by RMTA representatives. TheContractor shall present a final recommended classification and compensation plan and a payplan study report by an agreed upon date.The following items shall be addressed by the Contractor in developing a classification andcompensation plan:A. Establish a compensation philosophy.B. Benchmark pay ranges for RMTA positions against like positions in the market place.The Contractor shall define the geographical area, identify the organizations, and identifythe salary sources. However, the comparative organizations must include the localgovernments represented on RMTA’s Board (City of Richmond, Chesterfield County,and Henrico County) and a sample of agencies of the Commonwealth of Virginia, toinclude, but not limited to the Virginia Department of Transportation. Comparison toother toll road operators and several private sector companies shall also be included.C. The Contractor shall identify and utilize one or more method(s) of job evaluation analysisto determine the relative internal worth of RMTA positions. The Contractor shallrecommend a job evaluation system or process that can be utilized by the RMTA tomaintain the recommended classification and compensation plan.D. Using the information developed in items A, B, and C above, the Contractor shalldevelop and recommend a classification and compensation plan. In developing this plan,the Contractor shall identify the advantages and disadvantages of an open range plan anda step plan. Other salary methods may be compared and contrasted at the discretion ofthe Contractor.E. The Contractor shall identify any disparities between the recommended plan and currentactual salaries, quantify such disparities, and recommend a process for resolving suchdisparities.F. The Contractor shall identify any internal equity issues and shall recommend solutions toresolve any disparities.G. The Contractor shall identify and evaluate alternative pay structures that may bebeneficial to the RMTA or to specific positions or job grades and make recommendationsas appropriate. Other alternative pay structures may be identified and evaluated at thediscretion of the Contractor.H. The Contractor shall review and recommend any appropriate changes to position titles.3I. The Contractor shall review the current salary pay plan to review salary administrationpolicies.J. The Contractor shall provide 10 copies of the final recommended classification andcompensation plan and study report to the RMTA.Proposal FormatA. Each Offeror is responsible for examining and understanding this RFP prior to submittinga proposal. Offerors assume all risk of errors contained in this procurement process andno contract awarded will be increased to cover costs that should have been anticipated bythe Offeror.B. Responses should be prepared simply and economically, and should providestraightforward and concise responses that satisfy the requirements of this RFP.Emphasis should be placed on completeness and clarity of content, presentation in a non-technical format, and a response tailored specifically to the Authority and therequirements and scope of services set forth in this RFP.C. Expensive binding, color displays, promotional materials, etc. is not needed. All costsdirectly or indirectly related to the preparation of the proposal, response, andpresentations relative to this RFP shall be borne by the Offeror.D. Proposals shall be limited to 25 pages in length, exclusive of items requested as anappendix, cover sheets, table of content, resumes, etc. Materials submitted in excess ofthe specified page maximum will not be reviewed. Preprinted brochure material may beincluded in the submittal and will not be counted in the page maximum.E. The Authority reserves the right to waive any informality in procedure and/or a proposal.Proposal InformationProspective consultant (Contractor) should provide the following:A. A detailed description of the prospective consultant’s expertise relating to the subjectmatter of this RFP. Include a brief statement of how this expertise has been obtained andexplain both the firm’s and the individual’s experience as compensation consultantsworking with municipalities, to include, but not limited to Virginia.B. A detailed description of the services that the consultant would provide, broken down inchronological phases.C. An itemized estimated cost of the services described above. The estimate should note theman hours required and hourly cost for each individual who will work on the project.D. Include a copy of your proposed contract.E. Give the name of the prospective consultant firm, address and telephone number, and thename, title and e-mail address of the one individual who would be primarily responsiblefor this engagement. Provide background information and resumes of the individuals who4would complete the work and describe how their responsibilities will be assigned andmanaged.F. At least three references along with names and contact information from governmentagencies in Virginia.Response Material OwnershipOwnership of all data, materials, and documentation originated and prepared for theAUTHORITY shall belong exclusively to the AUTHORITY and be subject to publicinspection per the Virginia Freedom of Information Act (VFOIA) unless otherwiseRedacted as outlined in Section 2.9.2.Proprietary Information – Confidential Contents – Redacted Version of Response (No PageLimitation)In addition to the requirements outlined below regarding the VENDOR’S RFP responserelated to Confidential Content, the VENDOR is required to provide a Redacted Versionof their RFP response. This version will be submitted and labeled as Appendix AConfidential Contents – Redacted Version of Response. If the VENDOR chooses tosubmit their response electronically, a separate file will be required with and labeled asAppendix A Confidential Contents – Redacted Version of Response.The VENDOR that sets forth the specific items (and the section and page numbers withinthe RFP response at which such items are located) that VENDOR deems trade secret orother confidential information protected by FOIA. Blanket designations that do notidentify the specific information shall not be acceptable and may be cause for theAUTHORITY to treat the entire RFP response as public information. Notwithstandingthe foregoing, the list required under Section 7.7 Public Information is intended to provideinput to the AUTHORITY as to the confidential nature of a VENDOR’S RFP response,but in no event shall such list be binding on the AUTHORITY, determinative of any issuerelating to confidentiality or a request under the Public Records Act or other applicablelaw or override or modify the provisions of the Statute or the responsibilities of theAUTHORITY and the State’s Parties thereunder.Submittal InstructionsA. Each Offeror shall submit three (3) hard copies and one (1) digital original of itsproposal.1. Request a confirmation when sending the digital proposal to ensure delivery.
