Invitation to Bid-Posted DateBath Room remodel & Porch railings.2416 10th StreetEDPL 3 -2026IntroductionThe City of Rock Island is requesting bids from contractors for a rehabilitation project at a house locatedat 2416 10th Street. This owner-occupied property will be undergoing rehabilitation using Housing andUrban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shallbe subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. Contractors who areinterested in this project will need to schedule a site visit with the homeowner, Marilyn Ryan, by callingthem at 309-721-2875, prior to submitting the bid. Sealed bids must be received on or before February9th 2p.m. They shall be addressed and marked as follows.CED DepartmentAttn: Jeff Laxton1528 3rd AvenueRock Island, IL 61201ENCLOSED: 2416 10th Street BidBids may be mailed or delivered in person. Late bids shall not be opened. All sealed bids shall be openedon 2/9/2026 by 2p.m. at City Hall in the CED Department offices. Contractors who have submitted bidsmay attend but are not required to do so. A bid tabulation shall be posted online afterward. Allquestions shall be directed to the Construction Officer at 309-732-2906.Scope of WorkThe bidder shall submit a project plan using the design standards below that is in compliance with allapplicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. Theplan must include a clear project timeline and budget with line item costs. The contractor shall act as thegeneral contractor for the project using subcontractors as required. Subcontractors that will be requiredshould be clearly identified in the project plan.Remove the existing wall that surrounds the bath tub. Remove the toilet and discard. Check theexisting flange making sure it’s secured into solid wood. Remove the existing drywall around the tuband remove the existing tub and surround. Install shower unit that will work leaving the windowintact. Add backing in for ADA grab bars. There are two locations they will need installed. Insulateany open cavities with kraft insulation, using the highest R value the cavities will allow. Install newWalk in ADA shower with built in surrounds. Install a moisture rated drywall rated for wet areas.Mud and tape the new board blending into existing drywall. Once this has been finished with a lightfinal sanding cover with an ultra-hide wall primer. Install new grab bars in two locations that musthold 300 lbs. of applied pressure. No shower curtain or shower doors are need for this project. Installa new high-rise efficiency toilet. Remove the existing vanity fixture. Install new Delta vanity fixture.Add insulation to the basement box seal where it is missing. R19 kraft tightly fitted in the pockets.Install a metal grate over the egress window on the north side of the house. Install a plasticremovable lid incorporated with the metal grating. This must be capable of supporting 300 lbs. yetbe able to be remove by a child in case of emergency. There appears to be an escape ladder in thetunnel.Remove the front porch railings. Install a construction grade 2x4 in line with existing porch columns.You will need to remove the siding on the wall for this. Once the is secured use white break metal toincapsulate. Install new horizontal railings to the column. Install 4 new newel post on the stepssecuring to the concrete. Finally install a new railing on both sides of the steps. The main columnssupporting the little roof appear to be in good condition.Plumbing and Building permits are required before work begins.Alternative specifications shall be considered only if they are clearly justified, cost effective, and meetall project objectives. The contractor shall have 30 days to complete the work from the date of contractsigning. Change work orders over the course of the project are strongly discouraged.Bidder Qualifications & Requirements1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured.2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meetingall local, state, and federal requirements to perform requested work. Contractors mayberequired additional plans upon permit submittals.3. Bidders must have and provide proof of General Liability, Vehicle, and Workers CompensationInsurances and name the City of Rock Island as a Certificate Holder.4. Bidders must own or be able to rent sufficient equipment to complete the work.5. Contractor maybe required to supply additional plans or stamped drawings for a planreview. Which maybe need to obtain a building permit.Preparation of BidEach bid must be submitted on paper and delivered in a sealed envelope. Said envelope shall be clearlylabeled with “ENCLOSED: 2416 10th Street.” The bid must clearly address all requirements as describedabove. The cost of the work must be separated into line items with individual costs in addition toproviding a total project cost. Labor costs and material costs must be clearly delineated. The companyname, federal tax ID number, SAMs entity number, contact person, email, phone number, and a datewith signature are all required as well.Awarding ContractsThe lowest bid shall not automatically guarantee that a contractor will get the work they bid on. Bidsshall be reviewed for pricing, experience, previous work history, references, State Licenses, StateRegistration, insurances, bonds, subcontractors, equipment owned, equipment rented, operatorexperience, and financial stability. The City at its sole discretion shall decide after a review whichcontractor, if any, is responsive to the invitation to bid. All bidding and award procedures undertaken bythe City in regard to this project shall be consistent with the City’s adopted procurement procedures.Submitted bid prices shall remain valid for 60 days after bid opening.Bidder ResponsibilityBidders shall keep the bidding process confidential. Each bidder shall be fully acquainted with conditionsrelating to the site, the scope of work, any current EPA and HUD regulations pertaining to the work, andrestrictions associated with acceptable execution of requested work. Failure or omission of the bidder toacquaint themselves with site conditions shall in no way relieve them of any obligation with respect totheir bid or subsequent contract.Federal, State, and Local Reporting ComplianceThe contractor shall provide financial and programmatic information as required by the City of RockIsland to comply with all Federal, State, and local law reporting requirements.
