Request for Proposal:Supplemental Correctional NursingServicesThe Plumas County Sheriff’s Office is responsible for the Plumas County Correctional Facility, and theinmates which are held in that facility. Among the responsibilities of the Plumas County Sheriff’s Office isto provide quality, respectful medical services to the inmates of the facility.The purpose for this Request for Proposal is to seek and enter into a contract with a professional nursingservices contractor for supplemental nursing services.Scope of WorkServices to be provided by the contractor to the Plumas County Correctional Facility, and the amounts ofthe services, shall be as follows:a. One (1) nurse shall be present on-site at the correctional facility Monday throughSunday for a minimum of sixteen (16) hours per day between the hours of 0600 to 2200hours it with the exception of facility related business to be completed in a timelymanner. This nurse shall provide daily “sick call” to inmates.b. One (1) nurse will be present at the correctional facility even when there is acatastrophic event (wildfires, flood and evacuations).b. At least one (1) nurse shall be on-call at all other times, including holidays, to providecall-back nursing services as requested by the correctional facility.c. All nurses shall be supervised by doctors associated with the North Fork FamilyMedicine Practice Group, unless an alternative physician-supervision arrangement isincluded in the proposal and accepted by the County in its sole discretion. Contractorshall enter into an appropriate agreement with North Fork Family Medicine to providefor such supervision in the absence of an alternative physician supervisionarrangement approved by the County. Nurses shall perform triage on medical requestsfrom inmate patients and shall consult with physicians regarding care and treatment ofinmate patients as is necessary and appropriate.d. Nurses shall set up, monitor and dispense all prescription medications to inmates on adaily basis as required or requested by physicians with the North Fork Medical Group.e. Nurses shall adhere to the standards adopted to meet the NCCHC, (NationalCorrectional Commission on Health Care) where possible; and the policy and proceduresset by the Medical Director.Other Minimum QualificationsAll nursing and other medical professionals shall have all necessary licenses from the appropriatelicensing agencies, and such licenses shall be current and in good standing. The contractor shall providecopies of those licenses to the Plumas County Sheriff’s Office upon request.The contractor and all professionals providing services under this contract must be covered by generalcommercial liability insurance policies with minimum coverage limits no less than $1,000,000.Responding parties shall submit Certificates of Insurance evidencing such coverage as part of theirproposals. Failure to include these Certificates of Insurance in a proposal may result in the rejection ofthat proposal.Contract TermThe Plumas County Correctional Facility is currently under contract with a nursing services provider andthis contract is for Supplemental nursing services only. This Request for Proposals is for a two yearperiod beginning July 1, 2026 and ending June 30, 2028. Up to two (2) County-held two-year renewaloptions may be negotiated.Submission of ProposalsEach proposal must contain an original signature of a party authorized to act as an agent of theresponding contractor. All proposals shall be submitted, in triplicate, in a sealed envelope to:Commander Steve Clark1400 East Main StreetQuincy, Ca 95971(530) 283-6361Proposals must be received by the Sheriff’s Office staff no later than 1 p.m. on June 26, 2026. Uponreceipt, proposals shall be marked with the date and time of the receipt and shall be stored in a secureplace until the date and time set for the opening of proposals. Telephonic, telegraphic, emailed, orfaxed proposals will be accepted. Proposals received after 1159 p.m. on June 26, 2026 will be considerednon-responsive and will be rejected.Questions regarding this Request for Proposals shall be directed to Commander Steve Clark, at theaddress and phone number listed above.The Plumas County Sheriff’s Office reserves the right to issue one or more addenda to this RFP if thePCSO deems it necessary to revise or clarify this original RFP.The Plumas County Sheriff’s Office reserves the right to reject any and all submittals and to waive anyinformality, technical defect or clerical error in any submittal. This RFP is not an offer to contract. Theaccepted proposal may become part of the contract agreement for furnishing the services.The cost of developing the proposal and its attachments or enclosures, is the sole responsibility of theresponding contractor. The Plumas County Sheriff’s Office is not liable for any costs incurred by thoseresponding to this RFP by submitting a proposal.Evaluation and AwardProposals will be initially reviewed by a panel appointed by the Plumas County Sheriff’s Officeadministration to verify that each proposal meets all of the minimum, mandatory, and administrativerequirements. Those proposals not meeting the minimum, mandatory, and administrative requirementsmay be deemed non-responsive and given no further consideration. Those remaining after the initialreview will then be reviewed by the panel for in-depth evaluation as set forth in the Request forProposal. Evaluations of the proposals will be made by the panel, which will note any exceptions andrecord each proposal’s scores based on the established criteria. Scores shall be summarized andrecorded when the evaluations have been completed.The evaluation criteria will not be based solely on lowest cost, although cost will be a significantconsideration. The review panel will also consider the following additional factors:1. Experience consistent with the standard of care, diligence and skill ordinarily exercisedby professionals in this field.2. Familiarity with Title 15 of the California Code of Regulations(i.e., correctional healthregulations) and all laws that may affect the contractor’s performance.3. Demonstrated ability to work with inmates.4. Demonstrated ability to work in an unfriendly environment.5. Demonstrated ability to work within the confines of a correctional facility.6. Reputation, financial resources, and past performance history.Discussions and/or interviews may be conducted with responding contractors who have submittedproposals determined to be reasonably susceptible of being selected for award. The evaluation panelmay re-evaluate the proposals and revise proposal scores after these discussions and/or interviews. Theevaluation panel shall then make a written award recommendation to the Plumas County Sheriff basedon its final proposal scores. The Plumas County Sheriff shall then make the final selection, subject to theapproval of the Plumas County Board of Supervisors. The Plumas County Sheriff’s Office shall notify inwriting all parties that submitted proposals of the award recommendation and the proposed awarddate.The winning contractor will be required to execute a contract on the Plumas County standard formcontract. A copy of the contract is available on request from the Plumas County Sheriff’s Office.Protests and AppealsAny directly affected party who is aggrieved in connection with the solicitation or award of a purchaseorder or contract issued through a formal sealed proposal procedure may protest the procurementaction taken. Such protests must be filed in writing with:County of PlumasPurchasing Agent520 Main Street, Room 309Quincy, CA 95971Protests must be filed in writing within five (5) working days from the time of the occurrence generatingthe protest. Protests received after this time will not be considered. Any protest shall include thefollowing information:1. The date and action taken resulting in a protest, and2. Identify the material issue, including a detailed explanation of the basis for the protest,and the remedy sought.Upon receipt of protest, the Purchasing Agent will convene, at the earliest possible convenience,discussions between the protesting party and appropriate County staff to seek informal resolutionand/or to clarify the issues. If the protest is not resolved by mutual agreement, the Purchasing Agentshall provide a written response to the protesting party within fifteen (15) working days following theinformal meeting.
