SUMMARY
The Department of Parks & Recreation is seeking qualified bids on full ballfield renovations
(4 fields) and laser grading (6 fields) for competitive Little League and Softball fields.
Ballfields will be brought up to standard for safety, playability, irrigation, erosion, and
drainage. Additional Alternate parks noted (full ballfield renovations, 2 fields). Owner
intends to secure DuraEdge Field Assurance plans – workmanship and materials to qualify.

CONTRACTOR QUALIFICATIONS
Interested bidders shall be deemed experienced by providing BOTH:
1. American Sports Builder Field Builder Certification (CFB) held by prime Contractor.
2. References and Owner contact information for THREE previously completed full
ballfield renovations since 2020.
CONTRACTING
Work will be contracted through a City of Durham Small Construction Contract.
CONSTRUCTION SCHEDULE
Once contract is fully executed by both parties:
Contractor may schedule work with a minimum of 7-day notice to Owner.
Work is to be completed within 5 consecutive days per site (barring weather).
Work for Base Bid parks to TAKE PLACE BETWEEN June 8 – July 31, 2026.
If Alternate sites are accepted, the contract end date will be adjusted accordingly.

EQUAL BUSINESS OPPORTUNITY PROGRAM
It is the policy of the City to provide equal opportunities for City contracting to underutilized

The City’s Finance Department has reviewed this proposed project and established
Underutilized Business Enterprise (UBE) participation goals:

OWNER’S RESPONSIBILITIES
The Contractor may rely upon the Owner to:
Provide access to City property and park areas as necessary,
Review material submittals in a timely fashion,
Hold a Pre-Construction on site with Contractor to determine staging areas and
access points,
Provide signage for park users regarding the maintenance closure,
Inspection of work, close out punch list communication, and payment per contract
stipulations.
PROJECT CONDITIONS
1. Field Verify: Contractor shall field verify all measurements at start of contract to verify
Owner-provided material estimates.
2. Site Preparation: Contractor to provide whatever means necessary to protect all existing
features scheduled to remain within the project area including existing structures, light
poles, underground conduit/wires, irrigation, walkways and drives, guard rails, gates,
signage, grass, trees, and vegetation, parking lots, and driveways. Damage will be
repaired or replaced at the Contractor’s expense. It is the Contractor’s responsibility to
document existing conditions in the event of a damage claim by the facility users or the
Owner.
3. Pre-Construction Meeting: Contractor and Owner’s Representatives shall meet at each
project site and review Scope of Work, construction logistics, staging areas, and identify
any foreseeable concerns.
