NOTICE TO BIDDERS

Mariposa County Health and Human Services Agency (MCHHSA) is seeking Requests for Proposal (RFP) from qualified Providers to provide an emergency homeless shelter within Mariposa County. This RFP is open to public or private non-profit agencies that can both design and implement a program for an emergency homeless shelter in Mariposa County. The ideal Provider will manage and provide shelter operations, three meals per day, case management services, and 24-hour monitoring staff for an anticipated maximum of up to 40 residents. Work contracts under this RFP will not exceed $150,000.00.

The term of the Agreement will be for a period of 12 Months.

Providers may submit a proposal on one or more disciplines. Separate proposals are not required.

Request For Proposals (RFP)
I. INTRODUCTION:
The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified
individuals or agencies to provide: An Emergency Homeless Shelter within Mariposa
County. The ideal Provider will manage and provide shelter operations, three meals per
day, case management services, and 24-hour monitoring staff for an anticipated
minimum of up to 40 residents.
It is expected that work contracted under this RFP will not exceed - $150,000.00
This project is funded through a combination of health and human services funding to
include potential grants.
The term of the Agreement will be for a period of 12 Months, with the potential for
renewal (in County's discretion and upon mutual agreement) for two successive one-
year periods.
II. BACKGROUND:
Mariposa County Health and Human Services Agency (MCHHSA) lead the County's
response to meet the sheltering and housing needs of people experiencing
homelessness. MCHHSA is committed to providing this opportunity for a respondent
that can provide a secure environment where homeless individuals can focus on
stability and preparing for self-sufficiency.
The Mariposa County Board of Supervisors adopted the "Declaration of Shelter Crisis in
Mariposa County" (Resolution No. 2018-518) under California Government Code
Sections 8698,8698.1, and 8698.2. This resolution allows the Connections Emergency
Shelter (contracted for FY 25126) to operate at its current location and may be
withdrawn at the discretion of the Board of Supervisors.
The 2025 Housing and Urban Development Point in Time (PIT) identified 40 homeless
individuals within Mariposa Count. The 2025 PIT count was a sheltered only count this
year.

The timeline outlined below represents the tentative schedule for this RFP. Any change
in the scheduled dates for the RFP will be posted on the County's website.

ELIGIBILITY TO APPLY REQUIREMENTS:
Mariposa County Health and Human Service Agency (MCHHSA) is requesting
proposals for an experienced homeless shelter manager to operate up to a 40-bed
emergency homeless shelter. Said shelter will help individuals or couples, ages 18+,
experiencing homelessness or living in conditions not suitable for habitation. The
proposed homeless shelter is intended to provide shelter and services 24 hours a day, 7
days a week, 365 days a year. MCHHSA intends for the shelter to remain open
throughout the day.
The ideal Provider is expected to identify and secure a property and/or facility to operate
the shelter within the boundaries of the unincorporated town of Mariposa. Evidence of
how the identified location is the most suitable location for the proposed operational
plan should be included. The Provider must be familiar with the County of Mariposa's
zoning ordinance(s) related to housing and shelters.
The Provider must have at least two years of experience providing shelter, coordinating
services for a diverse population with complex needs, and property management. The
Provider will demonstrate knowledge of how to serve the target population as evidenced
by prior or current successful program and service provision to the target population.
The Provider will also demonstrate an understanding of substance use abuse disorders,
substance use recovery, behavioral health challenges, and trauma-informed/client-
centered services.
The Provider will also demonstrate the resources and expertise to meet all
administrative and fiscal requirements, to include fiscal auditing, technological
managements, and administrative staff capabilities; the ability to address the needs of
diverse populations with complex needs; and the ability to own or lease a suitable
facility. The Provider must have the resources necessary to fulfill the scope of the RFP.
The Provider must demonstrate that the proposed program staff have the knowledge,

skills, abilities, training and experience to provide the services proposed, and must also
demonstrate collaboration with other governmental, faith-based, and/or community
service providers.
MCHHSA is committed to the highest standards of public services and policies that will
lead to a high standard of community life for residents and business owners including
clean and safe public and private areas. The Provider is expected to operate in a
manner that does not adversely impact the surrounding area including implementation
of procedures to prevent loitering in the vicinity. The resulting homeless shelter shall
help individuals experiencing homelessness develop a pathway toward diverse shelter
options, to include permanent housing and sobriety, income, healthcare, and stability
through continued care services.
POPULATION TO BE SERVED AND GEOGRAPHIC AREA
MCHHSA serves diverse populations across Mariposa County. The Provider will offer
shelter and support to persons experiencing homelessness in Mariposa County. The
Provider will accommodate people with complex needs, such as substance use
disorders, domestic violence backgrounds, behavioral or mental health needs, and
adults with physical limitations. All residents of the shelter must be 18 years of age and
older.
V. SCOPE OF SERVICES:
MCHHSA is seeking an experienced Provider to operate the current facility or secure a
facility and run a proposed emergency homeless shelter. The shelter must be located
withing the unincorporated town of Mariposa. The shelter must provide up to 40 beds,
with no less than 35, to assist individuals and/or couples _who are experiencing
homelessness and may include their pets. The Provider will demonstrate the ability to
make reasonable accommodation based on individual needs. The Provider is
responsible for securing the facility and coord inating the necessary County entitlements
and environmental clearance in accordance with the California Environmental Quality
Act (CEQA). The Provider shall be responsible for all new construction or tenant
improvements, including preparing architectural, structural, and engineering drawings,
obtaining building and utility permits from the County, constructing the physical
improvements, zoning requirements, landlord negotiations, and ongoing building
maintenance. As noted below, proposals should in_clude a funding plan outlining the
estimated cost of acquiring or leasing the proposed facility, the cost of constructing all

improvements necessary for the property and building to accommodate the shelter use,
and the source of funds for ongoing operations (if any outside of this contract amount)
The shelter will be open 24 hours a day, 7 days a week, 365 days a year and provide
access to a wide range of programs and supportive services. At minimum, the program
should provide safe shelter, basic needs, and housing navigation services to move
clients out of homelessness and into permanent housing opportunities. Through this
funding, MCHHSA seeks to support proposals that will provide the following:
• A homeless shelter anticipated in serving between 35 to 40 adults experiencing
homelessness, including utility costs of the facility,
• Three meals per day.
• Describe how meals would be provided and if kitchen facilities are on site or
provided otherwise.
• Monitoring of shelter participants 24 hours a day, 7 days a week, 365 days a
year.
• Maintenance of the facility, which includes but is not limited to landscaping, pest
control, facility repairs and janitorial services.
• Supportive case management to eliminate barriers to securing and/or
maintaining housing of up to 40 adults in the program.
Supportive Services include, but are not limited to the following :
o Trauma-informed assessment upon entry and quarterly thereafter
o Trauma-informed case management
o Development of an individual case plan outlining specific interventions and
pathways to stabilized permanent housing, including:
Employment assessment
Housing assessment
Individual needs assessment
Medical assessment of connection to medical resources
o Daily engagement with participants of the shelter
o Vital records procurement, i.e., birth certificate, social security card,
California ID, immunizations, etc.
o Referral to job training
o Assistance identifying resources, including but not limited to:
Resolving legal issues
For persons with learning or developmental disabilities
For persons experiencing behavioral or mental health needs
For persons experiencing substance use
For budgeting and finance
For entitlement benefits
